No, they don't. Even if we had the most loyal players in the world, we'd still lose subscribers as they die, if nothing else.

Since they intend (i.e. will force) it to be a week-long task, I figured more like 3-4 hours of stuff to do. I saw someone in another thread say 15 hours. I think you're fooling yourself if you think 30 minutes of play and one week of sitting on your hands will let you change sides.
Oh, and whatever it turns out to be, double it since it's two steps (two arcs and enforced two week cooldown) to go all the way across. -

You're a trusting one. Movies and TV shows are one thing but my tax information lives on *MY* computer. With all the recent incidents of online services losing everything, I feel I can do a better job of backing up my date.

If I don't get the IO by July, that will be just one more thing my 'mule' will have to carry over to redside.

But it's not simply a process of click a button then wait a week. You have to go through an arc to change alignment. Given the week cooldown, I'd expect the arc to be aiming for at least 3-4 hours of play. To run your 14 character conga line, you'd have to run a multi-hour arc EVERY DAY.
P.S. I'm guessing on the time, but they TOLD US it would be an arc. -
I find it as much fun as soloing anything else. (i.e. not tremendous fun - I'd rather be teaming.) But if I'm going to be playing alone, I might as well get some merits in the process. Conveniently, my main is /regen so, even before the exemping change, I had Quick Recovery by level 15. Also, Reconstruction gives toxic resistance.

um.. I'll bring someone. I'm sure I will have already gotten the badges for Ironblade by then. Dunno if my new tank will be high enough. Maybe I'll bring a warshade or sonic defender.

I think the vast majority of players have not even bought a single additional slot, let alone 2 dozen.
Also, I think a lot of people like myself hurt that metric. I have two accounts because there was no way to add slots (beyond 12) and I ran out a long time ago. Offhand, I think I have 33 characters on my home server. -

Well, I don't use Mids either, so I have no easy way to post a build.
Some comments:
In my opinion, boosting your recharge for one power is a terrible waste. Shield has no click defensive powers (like Dull Pain, Hibernate, Dark Regen, etc) so recharge isn't the way to go.
(Disclosure: I have 35% global recharge. But I have it to help my attack chain. Most of my tanks skimp on attacks to bulk up their defenses.)
Take Combat Jumping. It adds defense to all positions/types for one power pick.
IO sets that are a shield tanks friend:
Obliteration: 3.75% melee def plus recharge, accuracy and damage. OMG OMG OMG!
Scirocco's Dervish: 3.13% AoE defense plus accuracy and regen.
Red Fortune: 2.5% range defense plus damage and recharge
Blessing of the Zephyr: range and AoE defense (1.25% and 1.875% respectively - new numbers as of Issue 17)
Getting a shield tank to the soft cap is EASY (as long as you take Combat Jumping, Weave and have the Steadfast +3% defense unique). Even after the Zephyr nerf, my guy will be at about 47% for all positions. -
