the level of the recipe is the type or your level. i.e. steadfast is 10 - 30 so once your level 30 or higher you get the level 30. But you want to cut out the level 25 IOs. I might be wrong on the level range, it might be 26 - 29.

Then I remembered, RESIST.
So I moved to try to see how hard it was to hit cap on resists. Basically, I found out, its impossible to cap out, but I can get S/L to 60% and with P.Surge you can cap everything except toxic/psi.
Then it became: How much recharge can I fit it.
The idea is mitigate the amount of damage incoming. Use siphon life in attack chain to heal up. have energize ready every 33 seconds (this increases your regen, also helping you survive until some heal is up). Have Hasten down only 12 seconds (with purples I can get it to 3 sec) and get as close to perma-surge as possible. -

I tried it but I didn't get one...and I tried quite a bit. I'll give it another shot as saving 18 - 20 million inf is always worth it! Now that I think of it, I think I was rolling on the bronze 30+ catergory...hmmmm...I'll try again. Thanks!

If its not too late. roll bronze 24- 29. you will hit it. In fact if its too late, still do it. you probably have another toon to use it or sell it to make your money back.
edit: Too many slots in tough. you just need the one for steadfast. your only dropping 5% resistance and thats assuming you will even run it(I don't bother)
Your leaving too many 2 slot bonus on the table.
2xLoTG = more regen
2xSerendipity = more regen
2xGoTA = More recovery (although you don't need it so much)
Your perf shifter proc always, always always goes first.
Only one slot swiftness and quickness
Ok here is something I came up with. Melee def is spot on but too much Ranged. I know you said you didn't want to break the bank and this is moderately more expensive but still no purples or HamiOs.
What you get with this setup that you didn't have before
355% regen
67.5% global recharge (I just used 2 LoTG +rech but you can fit in more)
your recovery is more then enough.

First, edit your colors, pls
Second. numbers look good. Do you really have access to the 2 glad IOs?
Third, you found the same thing I did. ElA is a very expensive build to maximize. My build drops defense all together to focus on recharge. Basically I am hoping my siphon life, energize and power sink keep me going.

Energize buffs your regen for 30sec. I have it about doubled on my DM/elec build. -
I didn't even look at the original build. why 4 slots on tough? I always found one is enough and I don't even run it.

The thing about power surge and scrappers is the cap. 75% for scappers is a far cry lower then the 90% tanks get. But its still better then anything else unless you pop insps frequently. -

My SG and I were monitoring WW all day yesterday and we noticed an upward trend to prices to all Salvage.
rares, which were good for 1mill started going to 2mil within minutes of our review.
Overall I am not hopeful that the market will drop. -
This was my leveling build and I found it fairly reasonable to acheive. I over the softcap acutally so I tighted up the build, but this should work for you to check out IO slotting and stuff.

When I came back prior to I14 I built a stone/wp tank to get my feet wet. Willpower is a pretty easy set.
I second Werner's go Kat/WP. capping melee defense by level 10 is pretty nice.
I hear DB is pretty damaging and I think they were designed around each other. Its also a set you didn't have available to you back in the day so its new.
Elec melee is new and I think the consensus is paired with shield should make a pretty impressive toon. Impressive on the bank account as well. -
I found Shockwave to be too situational. I hardly ever used it. I burned a respec to see how Evis would work out.
Pros: When it hits, wow!!
decent cone size
Cons: Animation time
only 5 targets.
But I am using it more then I was shockwave. And when I am grouping I am not KBing mobs away from my own AoE attacks and everyone elses. -

I came back to CoX right before I14 released. I didn't know about IOs etc. Then AE hit and with the huge amount of ticket rewards recipes prices were dropping like flies. I was able to get the whole set of oblits for under 5mil. Touch of Death about the same. Since the ticket nerf I can sell the whole set for about 40mil. I sold a full 6 posi blast for 70mil etc.
I see alot of people saying the prices are supposed to be coming down with I16, but its not happening yet. I don't expect it to either. -

Now that AE is more in line of what it was intended to do, is it time to look into adjusting the amount of tickets dropping and up the cap?
First, I never understood why the ticket cap didn't grow according to level, like salvage space, recipe space does.
Thats about it. I think with the latest changes, which I am cool with, no complaints. The devs need to re-evaluate where they think the ticket volume should be. -
When I can cap my defense on my SR scrapper, it makes sense that I don't have elude. But there is no way to cap all your resists. I have tried and tried and tried on a scrapper and the only one I can hit 75% on is energy (duh). Put on power surge and everything is capped.
Why wouldn't I want this? -
