Haha, I started off with that goal years ago, and failed when I noticed I was racking up more and more Scrappers and Brutes. XD
I'll list the ones at 40 or higher which I personally found fun and had no temptation of deleting throughout their journey.
Tanker: Inv/SS
Scrapper: Fire/Shield, MA/Regen, DB/WP
Blaster: Ice/Nrg
Controller: Ill/Rad
Defender: Emp/Nrg
Brute: Elec/Elec, SS/SR, SS/Fire (mine plays well outside of farming, so eh)
Mastermind: Thugs/Dark
Corruptor: AR/Traps (bear in mind mileage may vary with AR, but Traps is awesome)
Dominator: Plant/Psi
Stalker: NB/Nin (don't get claws, you'll regret it)
VEATs: Crab Spider, Night Widow, Fortunata -

In Incarnate Trials, I use Placate for when I need to immediately get invisible and don't have time to wait to become hidden from Hide, haha. It's useful when I finish off a mob, and immediately run to the next group, placate the nearest one so I'm hidden, and then go AS the boss in the group.
The bunker doors in Keyes, after they're nearly destroyed, I placate them to become invisible and allow my Night Widow pet to finish off the doors, or league members, before rushing in to open the back door to grab the crates.
I still use it for spike damage with Assassin's Strike when it's recharged during AV fights, but that will change with i22. -

My ideal Vorpal Judgement is to have the shadow/clones/whatever use random punch or kick animations out of Street Justice and Martial Arts, and stay in the attack pose after the attack lands for a second before fading.
Also, please give custom Vorpal Judgement sound effects too.

Picked up two with my Stalker during BAF. One went to complete my Superior ATE set, the other... uh.... any word on Devs possibly making Catalysts account-bound instead of character-bound in the future? :3

Mako is pretty much the only natural claws NPC, but I'm not sure how he manages it. I know his model has long fingers in normal state, but never fought him solo to see how his hands look in combat, haha.

Archetype Enhancements for Scrapper can be fitted into any damage power in your primary and secondary. This means it could go into a single target power, or your cones or even the AoE attack Street Justice possesses.
The set is unique, which means even if it is turned Superior with Catalysts, you would not be able to slot another set untouched by Catalysts into your build.
Catalysts can currently only be found from Super Packs and Incarnate Trials, where they're somewhere between rare and purple drops, according to most people. My Stalker has found two so far during Incarnate Trials, in his quest to Incarnate from scratch.
How it's slotted... let's say you stick all six pieces into one power. You would benefit from the entire set bonus the ATE has to offer, in this case:
- Increases maximum health by 1.5%.
- Increases lethal and smashing defense by 2.5% and melee defense by 1.25%.
- Increases damage by 2.5%.
- Improves the Recharge Time of all of your powers by 8.75%.
- Increases Smashing and Lethal resistance by 2.21%.
If you were to Catalyst them all, you would get:
- Increases maximum health by 3%.
- Increases lethal and smashing defense by 5% and melee defense by 2.5%.
- Increases damage by 4%.
- Improves the Recharge Time of all of your powers by 10%.
- Increases Smashing and Lethal resistance by 2.52%.
Now, if you were to use Catalysts to change three of the ATEs into Superior versions, your set bonuses would be from the normal set and the Superior set:
- Increases maximum health by 1.5%.
- Increases lethal and smashing defense by 2.5% and melee defense by 1.25%.
- Increases maximum health by 3%.
- Increases lethal and smashing defense by 5% and melee defense by 2.5%.
On the other side, you may wish to stick three of Scrapper's Strike into one power, and the other three into another power, and then Catalyst all of them so you get the bold part above twice, which could be handy... or you may prefer to keep them all in one power and Catalyst them all for the entire set bonus instead.
Scrapper's Strike: Recharge/Critical Hit Bonus is a special global proc which is activated by any power, not just the power it is slotted in. It increases the chances of criticals a little, but the exact figures I can't remember off the top of my head. Currently, the Superior version doesn't work on live, but a patch to fix that is slated for Issue 22. -
To get people thinking why it's possible to attack Paragon Protectors when they're only trying to serve justice.
On the other hand, it would make it really easy to get Infiltrator badge unless it's disabled for the low level Paragon Protectors, haha. -

PM'd Arbiter Hawk and Synapse, they informed me it's a bug, been fixed internally, and a patch should be coming to live fairly soon (not sure when though).
I'm just hoping it was those two which was bugged and not several others, haha.

Warworks was able to trigger Spectral (which I included in results), so it doesn't seem to be Interface related, but more Lore related. Even so, testing would help.
I sincerely hope this isn't working as intended though. Storm Elemental and Robotic Drones are already in the lower tiers of DPS, run out of endurance faster than other Lore Pets and on top of that, don't trigger Interface? o_O -

Some quick testing. I'll group the former results here as well.
- Cimeroran Core Superior Ally triggers Reactive Radial Flawless Interface.
- Warworks Core Superior Ally triggers Reactive Radial Flawless Interface, Cognitive Total Radial Conversion, Spectral Total Radial Conversion.
- Phantom Core Superior Ally triggers Reactive Radial Flawless Interface.
- Longbow Total Core Improved Ally triggers Reactive Radial Flawless Interface.
- Arachnos Total Core Improved Ally triggers Degenerative Radial Flawless Interface.
- Clockwork Core Ally triggers Reactive Radial Flawless Interface.
- Robotic Drones Total Core Improved Ally does NOT trigger Spectral Total Radial Conversion.
- Storm Elemental Core Superior Ally does NOT trigger Preemptive Radial Flawless Interface.
- Carnival of Shadows (unknown tier) does NOT trigger Reactive (unknown tier)

Sadly, that's all the pets I have. I hope we can get testing on the other pets as well.
If anyone has Storm Elemental or Robotic Drones with other interfaces, could you nip over to the warzone, attack the vanguard dummies for a while and note if you see your lore pets triggering interface? -
A while back, I remember reading a post about Lore Pets and Interface, with the poster saying his pets wouldn't proc the interface. I replied that was wrong, along with others.
However, it seems that poster might have been right after all... for certain pets and interfaces.
While I know for sure Cimeroran Lore pets (Core Superior Ally) work with Reactive (Radial Flawless Interface), it seems Robotic Drones don't trigger Spectral at any time. The Robotic Drones is Total Core Improved Ally, while Spectral is Total Radial Conversion.
I tested both of those in the Warzone dummies. The Robotic Drones, I had a Night Widow pet testing to see if she could trigger procs with Spectral, which she could, so it might all just be on Robotic Drones. -

Everyone else has considerable offensive might, which makes them Brutes or Scrappers of varying levels of power.

Crey. Not everyone's every favourite enemy, but it's one of mine.
The only problem I have with Crey is when they go into level 45+. Suddenly no more Men In Black, everyone's wearing power armour!
Similar to how Circle of Thorns have humans, ghosts and demons, have Crey use a non-armoured group mixed in with their power armour guys.
So, I would propose reintroducing the Crey Public Relations, Special Agent Infiltrator and Elite Security Agent at minion and lieutenant levels, but with new powersets. Give all of them a combination of Street Justice and one of the three following weapons:
The Special Agent Infiltrator carries "heavy weapons, since Crey trusts them enough to use them discreetly and appropriately", so the Beam Rifle would work fine here. :3
The Elite Security Agent has the "latest in advanced assault weaponry", so give them the Assault Rifle. Naturally don't use the default skin since Longbow use that.
As for Crey Public Relations, give them Dual Pistols. That way, a primal earth enemy group gets to use them, and not just the praetorian enemy groups.
Naturally, they all have Focus as defense powers, but maybe some other defensive powers or buffs to make them stronger for endgame Crey.
Although their skins can be easily reused, their weapons should be picked so they don't clash with other enemy groups as mentioned above. For Assault Rifle, perhaps one of the Merc Assault Rifles. For Beam Rifle, the Shock Rifle (the DUST Cannon would be nice, but I keep picturing Praetorians when I see that). And for Dual Pistols, Tactical Sidearm.
I haven't mentioned bosses, as the armoured Crey and Paragon Protector Elites seem to work fine enough. I would mention the possibility of introducing Scorpinoid Deathstalker into the normal Boss group as they have a really distinctive appearance, but their lore is tied into certain storyarcs making that not possible. -
I want the paragon reward Fire and Ice set swords to be made available for Fiery Melee and Ice Melee (and related sets) for those who have obtained it. :3

Haven't seen any complaints about guys not getting the female dress for kilt option, so I think it's really good. I like how the male helmet allows you to pick what hairstyle you want on top of face you want. That's really awesome. But I know some hairstyles might clip, so remember to check that out when testing. :3
Double backpacks - lovely. I thought you were going with just one? But I'm not complaining!
I love the glowy effects on both the male and female parts. Trying to think of some concepts now, haha. -
Hulk cheats by being an NPC, so that means he's allowed to have an unholy combination of Invulnerability, Willpower and Regeneration. :3
His powerset would be something like:
1: Resist Physical Damage AND Temp Invulnerability
2: High Pain Tolerance AND Fast Healing AND Resist Elements AND Resist Energies
3: Dull Pain AND Instant Healing
4: Unyielding AND Indomitable Will
5: Invincibility AND Rise to the Challenge
6: Quick Recovery AND Resilience
7: Tough Hide AND Quickness (from Super Reflexes, the cheat!)
8: Rage (and with no damage debuff crash, just because it's the Hulk)
9: Unstoppable (but with no crash like Statesman)
