Well both are fine defense sets but it also really depends on what the attack sets are. A Katana/Dark plays differently from a Dark/Dark.

/Elec on scrappers is decent. A nice chunk of res and a self heal that also gives you a nice bit of regen to boot. Fire will give you some very nice damage and if you slot enough bonuses you could get your S/L defenses up a nice amount. Personally I'd go with kat/bs myself due to parry/divine. I'm sure a Fire/Elec could work though, would just take a bit more work.

Claw/DA not so much, a Kat/DA or BS/DA with the Parry/Divine spam that is if the AV stays melee with you, then it'd be very possible.
