The latter. And in i22 it's increasing to 40% (60% for the Superior version), which is +2% on minions and +4% on higher-ranking foes, as Darth says.

/Soul for Power Boost, primarily, to be used with Farsight for incredible defense. Power Build Up in Power Mastery lets you do basically the same thing, if you don't have patron pools, or want Conserve Power. -
Installing from a different disk does not give your account any features, by the way. Your account is totally separate from your installation. So, installing from a GR disk does not give you GR features, and going back to your previous installation (which was more up-to-date) will not remove any features. You get the GR features by applying the relevant code to your account, not by installing from the disk.
It sounds like you're trying to run the old launcher, or maybe tried to install the old version of the game over the new version? That won't work, and sounds like a recipe for disaster. You need the updated version of the game; the old launcher was deprecated some time ago. -

It's quite a good number for any AT. Being able to kill a pylon AT ALL is quite good, really. You won't be breaking records, but 170+ DPS is more than enough for almost any task you could plausibly need to do.

...so, it was actually the dev team that called him an "outmoded joke"? I don't know how one of them managed to post under your name a few hours ago, but you should maybe look into some better account security practices.

According to the Pylon thread, a time of 15 minutes is ~170 DPS.

I bet you're right. The point is, we don't fully understand how the procs work in AoEs, in even a general sense, much less for this proc specifically.

You're correct, Socorro. It will fire the same number of times in any given timeframe, no matter what power it's slotted in, as long as that power is used as frequently as it recharges. But most powers do not meet that final condition. Also, it behaves differently in AoEs, we're not exactly sure how yet. I have it in Burn, and it appears to proc multiple times per cast (my Fury bar jumps 20+ points if I use Burn when I'm surrounded by enemies), which I had thought was fixed during beta, but apparently not, or maybe Burn is special somehow and gets around the fix.

I bought a 24-pack of packs on the day they came out. I got zero catalysts. I could sure use some catalysts... but what, should I buy more packs, and still not be guaranteed to get any at all, much less as many as I need? I got the costume pack, and I've got enough insps/merits/XP boosters/rezzes/etc to last for some time, so there's not much else in the packs I want. I may feel differently once those things start to run out, but right now it would sure be nice if there were some reliable way (points, merits, whatever) to get catalysts. -

You seem to have totally forgotten that people identify strongly with their characters, so calling Tankers an "outmoded joke" makes people get quite angry with you. In this case, it doesn't even matter if you're right or not, you're just insulting people, and they're disagreeing with you on principle.
Of course, calling people liars for disagreeing with you isn't doing you any favors, either... -

For my StJ/FA, I put the first 5 pieces in Spinning Strike, as you said, and the proc in Burn. If you need all the slots in Burn for a set bonus, the proc would be fine in SS too.

So, here's some napkin calculations: in buying enough packs to get 6 catalysts, odds are very good that you'll get all 3 of of the Elemental Order pieces on the VR table. So, we can basically use the no-costume chance to calculate the number of VR cards necessary, then add 3 to that to account for the costume pieces. With a 14% chance for a Catalyst per card, and needing 6 Catalysts, you'd need 6/.14 = ~43 VR cards. 46, with the costume pieces. But not every pack contains a VR card - about 80% do, IIRC. So 46/.8 = ~58 packs will get you an average of 6 catalysts.
But that's far from being guaranteed 6 catalysts. You could get 12, or 5, or zero. 6 is the average return from ~58 packs, and B_C asked how many packs he'd have to buy to have "a very good chance" of getting (at least?) 6 catalysts, so depending on what you consider "very good", the answer will probably be "at least 58".

The general idea is that it's incredibly easy to assassinate someone in the court of public opinion that way, with little or no evidence, and often with no chance for them to respond to such allegations, if they're aware they've been accused at all. It can allow far more griefing than it prevents. So, be careful in doing this. -

I think it's better to talk about really powerful comic characters as just being high level, rather than having really powerful builds. But yeah, many comic book heroes (especially the ones that get their own books) don't fit perfectly into the "box" of a single AT.

Hulk is a textbook Brute. In fact, he's arguably the basis for the entire Brute AT.
I think /WP fits his abilities better than /Inv, because he has improved speed/reflexes and a healing factor in addition to his durability. His anger often protects him from mental assaults, too, which is better matched by /WP's lesser psi hole. Still, neither set is a perfect translation of his specific abilities. -
