Where it asks for you to set up billing, go ahead and do so if you can. It will not charge you money right then.
Then go and remove the card from your account under billing, or even just hit "Cancel VIP" under game account.

You could try using the "Upgrade Account" link under Cancel VIP - not sure if it works different (same UI look) but it does have a different UI.
It will not charge the card - I promise your parents that - until the 30 days VIP from going Rogue is out. And you can cancel the card/billing IMMEDIATELY after it goes through and applies the code.
Alternatively - do you have a VISA/MasterCard logo debit card? those work as credit cards usually.

what I dont get is why I have to pay a bill so is this how it normally would work?vIs it on the right track?
Is there a way to cheat it I have a pr-paid visa car with like 4 dollars left on it will that work or will I get declined?
They want you to set up billing (in part as an anti-fraud measure, in part to try to get you to subscribe) but they will not bill you (occasionally there might be something like a $1 "holding charge" which is undone once the card is verified.)
As for your pre-paid Visa - it should not hurt to try. Like I said - once it goes through, just "Cancel Billing/VIP" on that game account and it should not charge you anything.

And ive been playing for a wile utntil this is the first time ive become vip and gotten Going rouge. So if you still wanna send me somthing I will love to accepted it... what can you send?
The character in gold on the front cover of the box is Emperor Cole (aka Tyrant). His costume, like most signature characters costumes, is not available for players to use.
The powersets that come with the Going Rogue Complete Collection are Kinetic Melee, Electric Control, Demon Summoning and Dual Pistols.
Note that if you start a MasterMind or Controller and drop to Premium status you will lose access to those AT's unless you have purchased the AT unlock for that set or have a high enough Paragon Reward tier to access them.
Snow Globe's list in his post above tells you all of what comes with GR and what you will lose access to without the appropriate purchasable unlocks or Reward Tiers.
Time Manipulation was not part of GR. It was released with Freedom and is a free for VIP powerset. If you revert to Premium status you will not have access to any characters created with Time Manipulation until you purchase the powerset as a Premium. Also, if the character is a MasterMind or a Controller you will need to either purchase that AT license in the market or be of a high enough Paragon Reward tier to have opened that AT.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

As Snow said, you unlock a list of things, including Dual Pistols and (limited) Electric Control.
Lastly, as a F2P player, you can't hold a ton of inf.--but you don't really need to. Is there something you'd like in-game that seems out of reach?

Since he has applied the GR code to his account he is now a VIP.
If/when he reverts back to Premium, he'll still be able to hold the excess inf, but won't be able to earn any until he gets below his cap.

Thank you all who helped with my last problem so any ways I went to account management, entered the serial code in, click on my current account now its asking me to pay money what do I do from here?
