If you have any NPCs in the arc doing the "Captured (Energy Field)" emote, that could be what's causing the error. When you go in to edit the arc, it won't tell you there's an error because it "fixes" it for you by selecting a default animation. Either let it select the default animation or pick the new "Captured (Energy Field)" animation and re-publish the arc.
Of course, you could have something different going on, but that's the thing I've seen that causes the "no errors but still unplayable" thing. -

If it's showing no errors, one thing it might be is if you've got an NPC using the "Captured (Energy Field)" animation. They changed that animation. Find that NPC and select the new version of the animation (or any other animation) and that should fix that problem. -
I received a feedback tell on my Dev Choice arc last night that said they were having trouble "getting into the mission." I asked them what they meant by that, but they never responded.
I didn't have any trouble running the arc, and I've gotten several more ratings all through the evening last night and this morning, so it can't be a universal problem. -
Do you have an NPC using the "Captured (Energy Field)" animation? They've changed that animation. This is causing arcs to not start, but it doesn't flag the arc as having errors when you go in to edit it.
Edit your arc and republish it. You can select the new "Captured (Energy Field)" if you want, or leave it at the default starting animation. When you republish it, it should be accessible. -

It wasn't published during the first week of Issue 14 going live. It was published the first day of the 2nd week of Issue 14 going live. -
If you want to have a unique boss (i.e., a boss with a name that is different from just your normal bosses), you can't have him in the same group as the rest of the "mission mobs." You have to put him in a separate group all his own. Otherwise, you'll get him spawning multiple copies like you saw.
As to why he scaled down to a lieutenant, that's how the MA works. Bosses scale down to lt's, even on large teams, if the team leader is on the first difficulty level. -

Are you using the Updater that you had originally downloaded? If you followed the directions in the link I provided, you shouldn't be. If you are, that's why it's trying to download the game. (The directions that the other poster provided should work too, provided you STOP the updater. But if you've done that and it's not working for you, read the post I linked to and follow the directions there.) -

As others have said, some are probably using stolen credit cards so that wouldn't cost them anything. Besides, who knows how much these guys are raking in? If they're fast enough (and from what I've seen and heard, they can crank out the spam like crazy), even a sale or two would be more than enough to pay for the $20 game code.

I must be lucky, I guess. I'm not saying there's not a problem, but I don't get anywhere near as many spam e-mails as I hear about others getting. My hidden characters get absolutely zero, but even my unhidden ones only get a couple a week. -

The RMT'ers sending you that e-mail are undoubtedly just doing it from a "paid" account. They buy a copy of the game, make a new account, and use it to spam their junk. Yeah, they'll get shut down quick enough, but then they just have to buy another copy of the game and make a new account. It only costs $20 for a game code, which they can then use to make however much money it is they make by doing this. -
Follow these directions to the letter, assuming you already have CoH installed on at least one computer. It works flawlessly and takes a matter of a few minutes. Much, much shorter than downloading the whole thing.

Okay, so far all the requests I've received have made it into the arc, including /jranger. I've also updated the arc to include a little bit of rick, and the rolling thereof. There may also be a side order of Freem! involved.

I'll let you know in a couple of days how well it runs on my Acer Aspire One. I installed it the other day and it loaded up just fine in Safe Mode. I didn't stay on very long that first time, but I moved around a bit within a slightly crowded MA building and it wasn't too laggy.
I'm guessing it'll be worse in actual play, and mid- to large-sized teams are probably out of the question. But I'm going out of town tomorrow and want to try to be online at least at some point during the anniversary festivities (and for Posi's in-game address) so I'll try it out and let ya know. -

It wouldn't be two years early anyway. The time capsule should be opened on the 7th anniversary of Hero 1's sacrifice, and that is in November of THIS year. It's only the game's 5th anniversary, but according to the lore, the First Rikti War ended almost two years before the beginning of the game. -

I'm doing this arc right now, and noticed this now that I'm in the 2nd mission. I figured the author did this on purpose, to reflect moving through your lifetime, conquering different fears as you grew older. EDIT: At one point the contact even refers to you facing more and more powerful enemies as your powers increased, clearly revealing the author's intentions.
I did something similar with my 5th Anniversary arc (see sig), where you start off at lower levels and work your way up as you move through history. Normally I don't like it when levels change for no reason, but if there's a story reason behind it I think it can be an effective tool. -
I was doing a friend's arc last night and I'm pretty sure they were using the map you're talking about. It was VERY, VERY difficult to get the hostage to leave that map, but I finally got it to work by running as close as I could towards one side and then whipping around past the front and around the other side quickly.

I'm pretty excited about the 5th Anniversary. I'll be going out of town on the 28th (
) and will miss a lot of the festivities. I was able to install and run CoH on my Acer Aspire One netbook with a bearable amount of lag, so hopefully I'll at least be around a little bit in the evening to hear about what's going on.

Were you playing on a hero character? I thought I remembered reading something about Family not spawning in the 30-40 range if you were playing an MA arc on a hero character. Playing it on a villain character should make them spawn correctly.
I have no idea why it would do this, nor if I am accurately remembering the details of the bug. But there is definitely something screwy with Family, as well as the Carnies. -
Thanks! I probably can't just plug that into a .costume file and expect it to work in the MA, can I? Never really got into demo edits and such, but maybe I should read your guide and figure it out. (EDIT: Or I could let Leandro do the work for me -- Thanks Leandro! )

He's rotating his arcs (says so in the OP). He *does* have a Dev Choice, meaning he can have 4 total arcs up at any given time, but he rotates the other ones. -

Synopsis: Travel back in time to each of the first five years of City of Heroes to rescue VIPs from each time period and foil a plot to weaken Paragon City itself!

This arc is not supposed to be SERIOUS BUSINESS; it's intended to be light-hearted, but it does have a story behind it. I've sprinkled in some in-jokes and other memorable moments from the last five years (some of which won't make sense to newer players or those who don't frequent the forums), but there is plenty of room for more. If you have any favorite moments from the last five years that you'd like to see included in the arc, let me know and I'll do my best to work them in.
This arc will be moved to the Test Server at some time after the actual anniversary date (unless the response to it is overwhelming) so play it on Live while you can.
