Enemies spawning at the level cap
Were you playing on a hero character? I thought I remembered reading something about Family not spawning in the 30-40 range if you were playing an MA arc on a hero character. Playing it on a villain character should make them spawn correctly.
I have no idea why it would do this, nor if I am accurately remembering the details of the bug. But there is definitely something screwy with Family, as well as the Carnies.
What if you made a custom enemy group consisting only of family? Would that fix the problem? Or are the critters themselves not set to spawn for heroes?

Yep, it seems like it was only for heroes. Well. Good thing this is a villain arc and I have just enough room in my arc description for a 'NO LOWBIE HEROES' warning...

It doesn't fix the problem. The setting is with the mobs, not the group. There is something similar with the COT, the mission says it is for a large level range, but they will not spawn correctly for villains.

I have a mission with the following enemies in it:
Enemy Group: Family (5 - 40)
Ally: Marcone Underboss (30 - 40) (Group: Family (5 - 40))
Surrounding Enemy Group: Family (5 - 40)
Patrol Enemy Group: Family (5 - 40)
Battle Enemy Group One: Family (5 - 40)
Battle Enemy Group Two: Family (5 - 40)
On the arc summary screen, it says that the mission level is 30 - 40.
... but for some reason, the mission refuses to spawn below level 40. If I go in solo on a 35, I'm facing +5s. The only other objective in the mission is a glowy, so I can't think of anything else that could be skewing the levels.
Is this a known bug?
