Edit: I wish the Titan network would do something to fix that. Not completely sure if its broken by programming standards (cause I don't know how it works inside the program) but from a user's perspective, it isn't helpful to see the unsuppressed hide value (same for stealth, invis, grant invis) cause when you need the defense.... the number is half it's displayed value. -
After reading through more of this thread, I'm leaning towards a mechanics fix over a straight damage buff. Both Starsman and Samuel Tow (quoted here) have the right general idea:

Perhaps an increase in damage modifier combined with a (high) cap on AS damage to keep that one attack from getting ridiculous? Not suggesting that AS be gimped or nerfed here - its just that if regular damage is buffed to decent levels AS will be nuts.

I'm not arguing that we should be made into scrappers, but 10 seconds before we can leverage one of our main damage abilities (controlled crits) is way too long in this game. Perhaps the mechanics of Hide could be adjusted (PvE) so we could actually *use* those controlled crits more than once (or twice with Placate) in a fight. That might alleviate the need for a global damage buff.] -
I love my DM/SR scrapper, but I have to agree with the above posters - for the pairing you've described you want aoe damage, not a mitigation focused build. Go with a good AoE primary and a secondary that has a damage aura (or Shields).

Your power choices are excellent, but the slotting.... no offense... its extremely unbalanced. Slotting isn't about building your defenses, or maxing your damage, or mitigating endurance burn, or any other factor. Its about balancing all of those with your innate characteristics (Fury/lowish base damage/higher HP/etc).
I've revised the slotting on your build; it is not intended to be optimal - too much depends on playing the character and getting a feel for specifics (i.e. should it be 1rech/1end or 2end in this attack?). That said, it does rebalance the worst problems.
With regards to SS specifically - you want PermaRage (3 rech) ASAP. It will save you end in the long run - fewer missed attacks and higher damage = less end wasted. Don't worry about slotting tohit until at least 40s. One acc in attacks is plenty with Rage running. Two damage is easily sufficent with Fury helping (1dam/1rech may more or less efficient; I can't recall the specifics of my SS/DA testing back in the pre-IO days). The specific balance of damage/end/rech for your attacks will depend on how things work out in practice with your playstyle.
I also highly recommend you look at cheap IO sets NOT for set bonuses, but for enhancement percentages; mix and match Bruising Blow, Smashing Haymaker and Focused Smite for better %enhancement in fewer slots than you can with Generics.
Code:Edit: also on endurance - tough out the necessary work to get a Performance Shifter +end proc for Stamina ASAP. Follow it with the Miracle/Numina uniques as you have time. When people say 'softcapping S/L' they mean smashing/lethal defense (as opposed to something like ranged defense). S/L is often more effective because most attacks in the game are at least part smashing or lethal, so that defense applies. Capped resists won't happen even on most tanks.

I'll admit I have mixed feelings about the fury change. I just spent a while running through one of my standard AE solo missions on my SS/DA. The reduction in fury and killing speed was quite noticable. Not enough to make the character feel bad/nerfed, just not so salivatingly awesome. On the other hand, the ability to maintain mid-level fury more easily is a clear buff for most situations.
Since fury leveraging had previously led me to abandon the idea of aoe scrappers (outside of sd), and now I'm seeing it as (comparatively) viable again, I'd say the devs hit exactly the target they were aiming for. -

There'd be no way even a fully IOed out /Dark Brute can stand against 4/8 Arachnos or Longbow without a group behind him. Even the much vaunted endurance drain resist of Dark does nothing against -recov. If you actually want to test how much tougher Mu -recov is compared to Malta Sappers, run the arc that involves taking down Sirocco in the Mu fest. With the stacked -recov, /Dark would run itself dry before u hit 50% Fury.
I will point out that managing endurance with just SO's took serious work. DR on SO's is just that greedy. But these days one PerfShifter+end and one ToE+end pretty much solve that. Or you can go for uniques and +rec/+max end bonuses and feel like you have quick recovery.
Now? My current build has a mere 30% melee def and the aforementioned +end procs/uniques. I can solo +1/x8 easily, and honestly haven't bothered trying harder stuff, I don't really feel the need. My end just doesn't drop substantially unless hasten & rage crash at the same time... and it goes right back up afterwards. -
Not surprising. Fury was designed to scale roughly with spawn size; I16 changed spawn scaling dramatically. Suddenly every solo brute in the game could stay at max fury practically all the time. So I18 will rescale fury.

Get a performance shifter +end proc for stamina. It helps. Lots.

I've played both sets (though not together). Perf shifter +end proc & miracle unique & numina's unique should solve the problem. My SS/DA can run *all* the DA toggles + Tough and Weave on those 3 IOs plus whatever +rec I picked up by accident while slotting for other things.

I'm making an S/L softcapped build for my SS/DA. I would like to get the Force Feedback +rech proc in Footstomp, and can't afford to lose the bonus I'm currently slotted for. So far the only possibility I see is dropping Hasten for Manuevers (ugh). Or equally painful options like Oblits in Death Shroud.
The constraints I'm working with:
No pvp/purple IOs
S/L softcap
3 KB prot IOs
Any ideas?

What do people usually slot for on those ss/wp budget farmers? I have a lvl 40 of that combination sitting around that I could finish leveling, but IOs don't seem to do much for WP. It would benefit from perf.shifter+end procs and miracle/numina uniques... after that recharge? hp?.
I'm more accustomed to builds that stack defense or need high recharge for a key power and WP doesn't really match those. -
The problem with intangible powers: duration varies with the rank/level difference of the enemy caged. Can you cage an even-con minion for a long time? Sure, but not so useful. Can you cage an AV? Sure, (with enhancement) but it wears off so fast that it isn't very useful.
