The major problem for spy missions would be the fact that the majority of heores are superpowered, and can super speed, super jump, fly and teleport their way around, and unleash huges amounts of damage from their powers - have to sneak around and avoid enemies is kinda going against the way the gameplay is designed.
But there was one idea I had when GR was first announced, and that old NCSoft marketing survey with the Spy AT was brought up again, and that is to infiltrate a special Praetorian facility that suppressed all your powers, except Sprint and Brawl.
It would be some kind of top secret place Tyrant had shielded in some way from superpowers, to protect whatever was being stored there or going on inside - the staff would be normal NPCs, including security guards, as well as Clockwork.
You'd get a pistol temp power for the mission, but the enemies would have more firepower than you, so you'd have to avoid them to get to the heart of the facility and discover/take whatever the mission goal was, and then escape.
The power suppression tech is already in the game with the quiet studio in the AE buildings, and so are temp stealth and weapon powers, so rather than making anything new, it's just using existing stuff in a new way. -
I hope so - if not, I'll guess, and go for best available stuff at the time

EDIT: Actually, if the first wave of closed beta isn't until early next year, I don't think we will find out the specs until 2010. -

Villains have not all been arrested before going to the Rogue Isles. They can be if the player wants the backstory to run that way, but they don't have to have been nabbed, nor should they be forced to have it that way. -

When the flashback system was first announced, I always assumed it was going to be a semi-co-op zone, with Heroes and Villains together, but with Hero missions only being able to be played by an all-Heo team, and Villain missions only able to be played by an all-Villain team.

I'm going to go ahead and say I think that the Resistance hospitals will be in dangerous/hidden areas of a zone Cole wouldn't be stupid/crafty enough to find. Either that or the other Resistance hospitals will be in heavily guarded strongholds with attacks now and then.
As for Cole I suspect obvious areas within his own territory, a mix between Arachnos and Paragon facilitation/location.

Melody Harkness was the Governor of Warburg until she was murdered and replaced by Marshal Jason Blitz - but as he's a rogue Marshall, I'm not sure if he counts anymore

So what happens if Recluse sends a few goons to Praetoria to do a bit of damage there if he thinks Tyrant might be a threat to his own plans to take over Primal Earth?Which side would you take then?
