One problem I see with a level 50-54 zone is some players have all their Alpha Tiers on their 50s, and others have not even unlocked their slot.
Because of this unequality in strengths, how would you make content which would challenge the elite, and still be survivable by the not-yet-unlocked?

First Wards Level range
First Ward is a zone in Praetoria, continuing many of the storylines of that world. It takes place from levels 20 to 26. -

The devs have said that CoH has an unusually high player retention rate - which means that there are a lot of long-term subbers who are still paying money to NCSoft even after several years - which means that if they're that dedicated, they'll still be subbing after the F2P option goes live - there's no real reaosn for NCSoft to reduce the money they get from them.
