That's not quite correct - from what the devs have said, only the old Galaxy City zone map will be available via Ouroboros - all the missions and contacts that used to be there will be totally removed from the game.

Does the current game engine allow for blinking lights or animated computer screens on costume parts?

If premiums can send tells, and you can become a premium by buying something from the market, wouldn't it be easy for the gold farmers to buy like a 25 cent item just to get access to tells?

No - Mercy Island is only getting a mission makeover - Atlas is getting a total makeover, missions and graphics.
The Mercy makeover sees Villains starting in the city rather than the fort, with more Longbow and fewer snakes, and less of a hired underling feel to the jobs you do. -
I'd be ok with it - they could also offer the item in the Paragon market, so that players who didn't want to watch the advert could still get it.

There's also the problem that villains want to change the world into something bad, but heroes want to keep the world as it is - which makes the more static game world of an MMO way more suitable for heroes than villains - Paragon City is always being threatened by Villains, but it's still always there - so the default setting is that the Heroes have succeeded and the Villains have lost.

It's not just games - the vast majority of people prefer movies, books and comcis where the good side beats the evil side - that's why the movies, books and comics that show this are the most popular and successful.

Even if they equaled out the content, and red side has plenty of content, blue side will have more people, due to people generally prefering to play the good guys.
For one, it's a mind set thing. Good guys win. Bad guys lose. -
Lifetime subs are a ticking financial bomb for developers and publishers - the people who buy them are the most dedicated players of a game - the people who'd be the most likely to pay subs for years.
Once the lifetime sub has paid for itself, the company is left with players who are entitled to all the perks of a sub, but who aren't actually required to pay a single cent anymore.
Just look at all the players here with 2004 and 2005 registration dates - NCSoft has been getting 6-7 years of subs from them instead of getting 2 years up front, and then having to support what would basically be free playing VIPs for the other 4-5 years.
