I think that will depend on how Positron leads the Phalanx - will he continue to follow Statesman's line of keeping the group morally correct, or will he allow darker types in it?

Actually, it usually places 3rd/4th in population - it jumped past most of the other servers when I21 went live, and has kept up a pretty high level of traffic.

I think it would have been better if there was some powerful magical item that was being used by Sorceress Serene and/or the Talons that Heroes would need to destroy as part of defeating her/them, but which Villains/Rogues could have stolen for their own use, rather than having the storyline be suited only to Heroes/Wardens.

Dr. Aeon was a player before he became a dev - he might have played a fire Tank pre-ED.
