So screech has the longest debuff in the set, and the second shortest animation (among the powers that debuff).
Dreadful wail isn't a useless power. If you want to use it, I'd suggest taking out amplify in order to fit it in and switch to the dark APP so you can pick up dark consumption.

I switched dreadful wail out for screech, since screech is the best debuff available to sonic blast. Build has 83.75% recharge buff without hasten. I can't give accurate numbers on its defense since I have a dated version of mids, but if you ignore blessing of the zephyr it's 21.5% melee, 22.8 ranged, and 27.8 area defense.

I'd suggest a cold defender if you're looking to experiment. They're boring buff-bots at the lower levels, but once they get sleet they can make a big difference both offensively and defensively

Do you really have the spare money for all those purples and the gladiator's armor 3% defense?
Also, according to mids, all versions of trip mine and time bomb, including the ones in devices, take PBAoE sets. -

Radiation emission is unanimously considered one of the best sets defenders have available to them. Radiation infection and enervating field can be annoying to use on fast moving teams or when the enemies are scattering a lot, but once you get lingering radiation things will get more convenient. Lingering radiation recharges fast enough to be used at the beginning of most every fight, doesn't rely on an anchor to stay on the enemies, and lowers the enemy's movement speed so they're more likely to stay together.

You have to have strong powersets and a good build, but defenders are viable in most forms of pvp. My storm/sonic works well, with dominators being the only thing that easily rapes me.

There are two basic types of tankfenders I think. The ultimate result is that you create a character that can effectively be the first person to engage enemies. This is technically possible with most any character, but a few defender types stand out.
Storm summoning, dark miasma, and radiation work by laying their toggle debuff(s) on an enemy group and usually going around a corner in order to herd them. Once the enemies bunch up they use a power that further mitigates incoming damage (freezing rain, fearsome stare, lingering radiation respectively) and the enemies are as good as dead.
Force field and traps defenders can get their own defenses extremely high with the right powers/inventions and they have status protection to keep those defenses up. At this point they're free to do just about whatever they want within reason. -
The place where you want to put the achilles' heel proc is in your basic pistols attack. This will give you the best chance of getting it on the proper target as quickly as possible as well as keeping it up in an extended fight.

Step 1: Try to plop an apocalypse chance for damage proc into neutrino bolt.
Step 2: Laugh maniacally.
It's definitely worth the cost. Force fields isn't a great secondary for a solo pvp defender, but radiation blast is one of the better ones, and you should be able to take out less experienced people on your own by leveraging it properly. -

In my opinion, this is definitely the way to go with dual pistols on a dark defender and is the reason I suggest pairing pistols with dark miasma to people.

You should definitely wait until 50 before making a fully IOd build. 50s make money a lot faster than other characters, so that'll make funding much less of an issue. As for what IOs you can use now, some cheaper ones that can make a noticeable impact on their own are the steadfast protection 3% defense global, and the steadfast protection/karma knockback protection globals.
