Radiation Infection and the Achilles' Heel

So I started a Rad/DP Defender this weekend, and was lucky enough to get an Achilles' Heel proc recipe. Great! The only problem I'm having is trying to find the right power to slot it in. My question is if I were to slot Achilles' Heel into say RI or EF, would the chance to proc only apply to the anchor, or would the chance to proc apply to any mobs the anchor happened to 'infect'?

Also, since DP has a fair number of AoE attacks that are DoTs, would slotting the Achilles' Heel in one of these powers allow for a re-roll on a chance to proc with each tick of the DoT? If so, would multiple successes stack?

I appologize if these tactics are already covered in player created guides, however many of the ones that have been stickied are several issues old, and I did not want to plan my build on changed or obsolete game mechanics. Thanks in advance for any assistance on this issue.

The proc would attempt to hit every single enemy effected by the power so, yes, it would affect the enemies other than the anchor.

No, to either case. Procs check once every 10 seconds per activation. In other words, if a power lasts longer than 10 seconds (like a toggle or passive), it checks once every 10 seconds. If the power doesn't last longer than 10 seconds, it only checks once (such as through your attacks). DoTs do not count as separate activations. The Achilles' Heel proc does not stack with itself, either.

Enervating field does not take defense debuff sets.

HelinCarnate:OMG it is so terrible. I have the option to take 3 more powers but no additional slots. Boo F'ing hoo.

The place where you want to put the achilles' heel proc is in your basic pistols attack. This will give you the best chance of getting it on the proper target as quickly as possible as well as keeping it up in an extended fight.

Hmmm - I don't have a pistols toon so I can't comment but I would tend to think RI is the place to put it since it is a toggle and will check every 10 seconds and has no tohit check.

Plus this way you won't be gimping your Pistols slotting.

In a single target attack chain, pistols will be going off every 2-3 seconds.

As for slotting, you can do five decimations and the achilles' heel proc.

I'd put it in Empty Clips. It recharges slower than Pistols but it hits more targets. The odds of the proc firing go up the more enemies you're hitting.

I'd prefer to put a debuff like that into the AoE. I think it's probably more useful to spread the bonus debuff out to everything you're fighting than just your current target. If you get two, then put one in your weak/fast attack.

One time I put a damage proc in snowstorm and put it on some (-20 to me) Supa Trolls to watch it proc. A minute later, they were all dead. Most impressively, 12 of them took damage at once.
