This may not be as bad as you think; once enemies get to the "hit all the time" stage (not that Rom got there) it's only something like +80% damage for a badguy 8 levels higher. Which is, admittedly, AV level damage to start with. -
I've had fast hands, slow brain on a pop-up. It's always obvious that it was a stupid thing to do AFTERWARDS.

... by the way, to the OP: I recommend upgrading your generic IO's at level 25. 25's are 32% each while 15s are... 18%? Something like that. Anyway, huge difference.

I frankenslot at 32-ish. Earlier if I'm having issues at a lower level (my Dark/En tank started [url=https://boards.cityofheroes.com/showflat.php?Cat=0&Board=faq&Number=927800 7&fpart=&PHPSESSID=]frankenslotting [/url[ for end reduction at level 17, I think, and probably upgraded at 22 AND 27. )
It's LIKE generic IO's, except you get one or two extra slots per power. -
Mace and Broadsword are very similar sets (diff damage type and about one or two different powers.) I don't expect any AT to have access to both.

It's not going in a guide or anything; it's personal choice. I'd rather do two spawns in complete danger of faceplant than do one in complete safety.

Start a new character at level 1? There are a lot of changes. Then you can come back to the Dom with more knowledge.

It usually defaults to the AT you are currently using.
If you click on the AT name, it brings up a menu to let you select any other AT you want to view the stats for... regardless if that power is currently available to that AT or not.

Generally I think it gives you "your" version of the power even if you couldn't use it.
So [Headsplitter] with defender multipliers, for instance. -
Welcome back ! To put a number on something someone said earlier:
My first character got to level 50 in something like 563 hours. These days a "normal" time is around 150 hours, if you've done it before. First time through, you will probably do stuff like fly under Victory Bridge in IP, or spend a couple hours in the shadow shard going "Whoa." So that boosts your hours-to-level-50, but on the other hand those are hours you spend having fun.
I'm going to give the IO mini-speech:
There are two systems of enhancements now. Regular (SO's, DO's, TO's, like you had in 2004) and Invention Enhancements. Invention Enhancements can give you a boost to power - for relatively cheap, you can get around 30% better performance, for crazy moon prices you can get upward of 50% better. However, THEY DID NOT MAKE THE GAME TOUGHER to "compensate". Playing with store-bought enhancements still works fine for normal play, and you still get a lot more from playing with buffing teammates than any amount of money can buy. So if you're feeling like you have the game down and you want to buff yourself up, there are inventions. If you're still working out "Why did that guy hit me so hard? Where is the mission door? What is Stamina?" you can stick with single-origins and do just fine. -

I would only take issue with the word "new". -
Flares is fine. It's not on my "must have" list. Mind Probe I think is the emergency get-it-off-my-leg melee attack, which is also fine. And also not on my "must have" list. TK thrust is one of those knockback-only powers, I think. The ones that make me think "I could have taken that activation time and done something that hurt someone. "

One minor issue on the "Force Fields, grouped with a kin" thing: It is VERY hard for the team to be anywhere near each other under Speed Boost. All of a sudden that nice big 25' bubble of protection seems really small.
So it goes. You provide layers of defense. People know where to run when they start getting hurt. -
What are your goals, and what's your budget?
To cap Defense for the rest of the team, all you need is pretty much Maneuvers, big bubble, and two little bubbles. Then you're like five times as squishy as they are.
I recommend building for personal Defense. I also recommend not bothering with melee. AOE is your big killer, actually, in my experience.
PRETTY CHEAP: 6-slot Red Fortune for Ranged Defense. 6-slot Thunderstrike for even more Ranged Defense. AOE is harder- or it was last I looked. I ended up with Ruins, Detonations, Miracle or Harmonized Healing, and ... still a weak spot.
FAIRLY EXPENSIVE (10-100 million range)
Steadfast res/def in Personal Force Field is good. 6-slotting Aim and putting a set of Gaussian in there is good. That gets you something like 5.5% to all positionals. If you could find a spot to put 5 Aegis into something, that would help. (the other slots for Personal Force Field? you sure don't need more Defense in that...)
GOOFY BUT FUN: Put Hold procs into Neutrino and X-ray. Watch as you accidentally hold bosses! -

They give out a lot more than I realized.
Lemme look at Niefelherse... currently sitting at 14 free tailor changes. Only ever got two costumes. Created Jan '07 .
Looks like I cashed in one vet costume token (new axe, shorter beard.) So... seven or eight give-outs in 2.5 years.
Backup Singer, created last July: cashed in all but two vet tailor tokens, has five costumes, has 14 tailor tokens. So that's... umm, nine vet I think, at least four used, I don't know how many costumes she had when the tailor tokens hit, but there's been at LEAST two over the last year.
(They give you a tailor token for every slot you have. So if you have five costumes you get five tokens.) -
Lavitae, I'm perfectly willing to do smaller numbers than a million. Of course, my minimum fee will be the same as if I'd done a million... so for a small fee of 100K I will move your 14 influence.

Your "defensive" abilities:
I only use Drain Psyche. I am told by my wife that World of Confusion does not work well enough to use. I would think that Scare might be useful as a ghetto hold if you're running for your life, but I haven't tried it.
Basically you walk into a room and blow the place up. Firebreath should be your first or second of the three AOE's. Avoid "tab to first target, hit firebreath, walk forward" because that's an easy trap for ex-melee people to fall into. If you do that you have created a slow-activating, expensive, single-target attack.

At one point I had a discussion with Werner (Scrapper DPS expert) and you can get shocking amounts of improvement. Here are things I remember:
1) Lots of recharge- specific, global, whatever.
Bitter Ice Bolt is like twice the damage per time of your tier 1/2 attacks. Anything you can do to get that up faster is a big improvement. If you normally hit four people with Frost Breath, that's highly efficient as well.
2) Assault is good. improving your direct damage through IO's gives very minor improvements in my opinion.
3) Procs. If you can get an Impeded Swiftness "Chance for smashing" in your little attacks, that makes a significant difference. (I think it almost doubles the damage of your little tier 1, but don't quote me on that. ) I don't remember if Chance for Build Up in the smallest attack is worth it; I have the feeling that it only goes off about once a minute. So maybe. You have two choices on the AOE's for procs. You probably can't fit both, so I'd go with the Positron's.
4) -Resistance. I can't see a way to get a -res proc into your build, unfortunately.
I haven't done the Hold/Burn math, so I'm not going to speak about that. For the fire secondary Combustion is a terrible attack- very slow to start, even slower to finish, and you have to be in melee range for several seconds to use it. Other than that- fire sword, fire sword circle, build up and consume are excellent powers.
These are all very expensive things i'm suggesting.
If you want cheap improvements:
1) Get Assault.
2) Frankenslot for high recharge in every singletarget attack.
3) See if you can develop a "jump in, FSC, jump out, Frost Breath" combo that drops minions. I don't know if that will work or not. In theory it will.
4) Hasten, if you don't already have it. -

Not quite "Every" issue. I think it's been a year or two since they gave out a round of free tokens. Yeah, I have a character with 54 tokens or something, but most of my fairly new characters have zero.
Anything that pulls inf out of this game is a good thing in my mind. -

You can be overweight and still have a healthy heart- I think the cardio is more important than the diet, although "both" is really a better answer. (I am not a doctor, etc.) -
I guess I had a "can opener"- a Force Field/Sonic defender who was locked in at 33 to do katies, respecs and Manticores- until I started playing with turning XP on, just a little, and got them to 34. Now I have to figure out whether 35 is worth locking in or not.
Yeah, it's abberant, but it's the only choice we have... and there are still relatively huge shortages of "Everything but max level."
