As others have pointed out there are several reason why someone could have a low level character with hundreds or thousands of hours to it's name.
In the case of the OP he is indicating he hasn't been on that character that long so he probably encountered a bug. -

Obviously since this was on Test I couldn't care less for the lost Inf. If, somehow, it actually did end up on someone else's account, then more power to 'em (or more Inf, as it were, heh). I just copied a fresh version of Radek over to Test twice with another 2bil and sent it properly XD
The reason I said what I did was because on the Test server my global name is the name of the first character I ever transfered over there. Now given that players are transfering characters from 11 servers to the test server it's far more likely that people will have very similar globals there than you'll find on the live servers.

Well until now it really didn't matter if people had similar globals. players didn't really identify people by globals unless they were using private chat channels, and then it's real easy to know if the guy next to you is really the same @superdude in your global channel cuz he doesn't respond to you when you speak to him in that channel cuz he isn't a member.

Currently my biggest concern is that I think there should be an automatic return feature where if an email with an attachment isn't opened in say 30 days it returns to sender. That way if you accidentally sent an email to an inactive account you'll get the stuff back. -

It's also possible the OP sent the emails to the wrong global name. My own global names are almost identical on my accounts. Same name with 1 letter spelled different. That way people don't have to remember that three different globals are really all me.
Also many people get dead set on having a global that was already taken by another player so they mispell it so they can still get the name.
Another thing I don't know if there is a time limit on sent emails. I've reactivated accounts and found emails that were very old sitting in the mailbox. So it's very possible that her email was sent to an inactive account and the owner doesn't even know it's there.
And does anyone know what happens to emails sent to people that block all emails from people who aren't in their SG or on their friends list? It's my understanding that those emails get automatically deleted. -

Also, its not a complete lost cause. The big "IF" is whether or not Customer Service can trace the fact that those emails were sent, and with what attachments. If they can, then it can be returned to you. If they can't though, there's only a slim chance that you could be reimbursed.
I don't think you sent it to a non-existant global name. It's more likely that whomever received it simply chose to keep it and not say anything. Yes we have people in the game that will do that.
I don't even know if CS would get involved in that situation. The recipient did nothing wrong. They didn't hack anyones account, or abuse an exploit. The mistake was the senders. They could easily tell the sender that it's out of their hands and to be more careful next time.
Think this is farfetched? That's what they do right now with disputes in SG leadership. The person that gets the Superleader rank can do whatever the hell he wants because everything in the SG belongs to him once he gets that rank. He can kick all the SG members (which has happened more than once already) and keep everything for himself.
CS also doesn't get involved when someone accidentally overbids on the market. They won't go make the recipient give the inf back. -

Works fine for me. If it's a kill all the last few appear on the map as red arrows. If theres a glowie left it appears as a white star, and I'm not running on Ultra Mode.

Additionally, I am a part of two cross-server global channels, one of which is NEVER empty. I am also a part of several global channels that are server specific (like Justice For All/JFA, VirtueUnited, etc.), and most of these are also never empty.
Additionally, I invite my teammates to suggest their friends to join. Typically, this ends up with me /friending them (or sometimes even /gfriending them), which expands my list of folks to poke.
I *never* set an LFT flag (unless it is to set it to red). In fact, almost all of my characters utilize /hidesearch to be removed from search lists. I *never* broadcast LFT.
If I want on a team, I can be on a team within half an hour at most. Any server. Any time.
This is the power of friends/global friends/global channels. You should try it some time.
Funny you posted this. I was just on Pinnacle checking something for a post I responded to dowm in the base section and I got 2 team invites from different people during the 5 minutes I was online there. -

On a slightly different tangent, I have respect for any MMO that opens up shop and manages to turn a profit these days. It is way harder than it used to be. Suffice to say if CoX launched now in the shape it did back in '04 we would probably be joining the ranks of Tabula Rasa.
I think it goes without saying that things change over time. We've seen a definite shift away from pure subscription based models in the last few years and I well imagine that shift will continue. Whether that means more DDO style systems will be popping up who's to say (they aren't exactly rare). But just like how layered defenses are the best in this game a layered revenue model is probably the best for MMO's as well. Which CoX has already taken steps to moving toward. The 2010 Financial report might be an indication that another step in that direction will be coming at some point too.
CoX has survived and even done well for itself for 6 years, but it has not done so using the same business model the entire time. -

City of Heroes has a proven business model that has 6 years of success under it's belt. DDO's business model hasn't reached the 8 month mark yet. That's right they've only been doing the Free to Play thing since September of last year. They are still waiting to see if it will be a success. -

I bolded the most important part of your post. If the game had been a real success turbine never would have even considered the new business model. This game is a healthy success so there's no need for NCSoft to make a desperate gamble in the closing hours to save this game.
And for your information that game is not free to play. If you want the full game experience like players get here you still have to get a subscription. Otherwise you have to buy access to everything.
And what would the Free to Play person get if they followed the DDO business model?
4 characters per server. The rest would have to be bought unless they had a subscription. Pre-existing characters over the limit would be locked out unless they had a subscription or they paid real US dollars to unlock them again. I know this for a fact as I have an account whose sub ran out and all but 3-4 characters are locked out.
DDO has restricted races and character classes that you have to buy to play. in this game that would translate to:
Restricted AT's. Archetypes would be limited and players would have to buy them if they wanted to play them. $20. bucks each in DDO
Restricted powersets. Players would have to pay to access additional powerset choices. $20. bucks each in DDO
Restricted costumes. Players would have access to a very limited set of costumes and would have to buy additional items for each seperate character. $6.50 for "x" items.
Costume changes: $6.50
Extra Costume slots: probably match our current $9.99
Extremely limited content. Players in DDO have to buy additional story arcs and task forces. So say goodbye to free updates. Every time something new gets released players would have to buy access to it for each character. That would include access to some of the higher level zones, because in DDO if you haven't bought the story-arc that sends you someplace in a restricted zone, you don't get to go there. In DDO new content costs about $20 bucks
Oh wait you want to have teammates come along with you on that new mission you bought you have to buy permission to temporarily invite people to your team. You can get 2 temporary invites last 60-90 minutes for $6.50
The only way around that is if they already bought the same mission you have for their character or if they have a subscription.
Oh you want a bank storage space? $20 bucks. and that only gets you +20 character slots and +10 global bank slots.
Character Storage: What they call folders/bags costs $6.50 per character.
Want to form a Supergroup? $20 bucks. and all that gets you is the ability to invite people to your SG. Bases won't be included. Furthermore there will be no more earning prestige for bases. Every SG will get a basic floor plan and if they want to expand it will cost money. decorations anf utility are also extra expenses to come out of a players wallet.
Inspirations? Gotta pay cash for them unless you are lucky enough to get them on a drop, and each tier of inspiration would be more expensive than the last. Starting at 5 for $6.50 up to $20 for an awaken or a stack of CoB's
Enhancements? yep they cost real money to.
Salvage will also cost money.
Same with Crafting.
Travel Powers? Yeah you have to buy them seperately in DDO. In that game they are temp powers with a limited number of uses and cost $6.50
Respec's as expected they cost money too.
We would seriously have to question the intelligence of anyone that thinks people would stick around to play this game if they based it on DDO's business model. -

This is one of the few requests the devs have been adamant about not changing. As others have explained Enhancements have always been intended to be permanent, and the devs have flat out told us on several occasions that they were being generous when they decided to give us the ability to pull 10 enhancements from a build.
As the game has evolved and new features have been added like IO's the devs have made changes to adapt to the players desire to pull enhancements from a characters build. The method the devs chose to use was by removing the limitation on the number of times a character could use respecs.
You see it used to be you could only respec three times, and you could only earn respecs by doing the Respec TF. Once you used them up you were Sh** out of luck.
So now days if we want to pull every enhancement from a build we have the following options to choose from.
- Trial Respecs - earned, up to 3 possible by completing a power respecification trial
- Veteran Respecs - earned, up to 5 possible (at 69 months) by subscribing for a specific number of months and receiving one via the Veteran Rewards Program
- Patron Respecs - earned, 1 possible (Villain only) for villains only, by completing the first Patron arc and unlocking a Patron Power Pool
- Soldiers of Arachnos Respec - earned, 1 possible (Villain only) for Soldier of Arachnos villains only, by reaching Threat Level 24 (this respec is mandatory)
- Purchased Respec - earned, theoretically unlimited by purchasing one from the in-game store for $9.99 USD
- Free Respec - free (A character can only have 1 at a time and they do not stack) by having one given to him or her by the developers during a special event or after a significant change in power mechanics
- Respec Recipes - free by crafting one from a Respec Recipe (These cannot be crafted if the character already has a free respec available)
- Holiday Respec - free (These cannot be purchased at the Candy Keeper if the character already has a free respec available) during Winter Events, purchased with Candy Cane Salvage at the Candy Keeper

The term the devs used was hoarding, and that can be done individually or as a group. Take a look at base salvage for example. It's an item that no longer has any real use in the game yet people are still hoarding them just so they can have a complete set. -

Salvage put in the contain would be bound, but anything made with it would not be bound.
Recipes put in the contain would be bound and so would the subsequent enhancement made from this recipe.
What would people think of this as a possible storage solution?
You'll have a hard time finding anyone that doesn't want more storage, but the devs are dead set against the idea.
They flat out don't want us to have any recipe storage other than what we can put in the market or carry on our characters, and they reduced the amount of salvage we could put into SG Salvage Bins from 2,500 to 30.
As far as they are concerned there is no storage problem. Good luck with your idea tho. -

No, they did not warn they could go serverless.
They introduced server transfers, and of course made an announcement about it. They also, in a pretty standard CYA fashion, said (paraphrasing) "If anything happens in the future that would have made this moot, for example if we went to a serverless model, there would be no refunds."
That's it. That is not "We're talking about going serverless." That's not even "We might go serverless one day." That's "Once the transfer is done, it's done, no refunds for any reason if you decide you didn't want/need to, even if it's something we do on our side that makes you come to that decision." The whole point of the phrasing was "NO REFUNDS," not "Hey, we might go serverless," but that seems to be all some people want to remember.
It's like me saying "Hey, I'm one of those who hates heights, but loves to fly on an airplane" and hearing for the next three years "He said 'Hey, I'm an airplane!" You're missing some ... well, every very important bit of information.
