The name purge policy was changed from lv35 to lv5 specifically based on what names were being claimed by new owners. -

Of course, I think the game treats stairs as ramps, so that might look silly if you just grabbed an exiting map that has stairs in it. -

1. I'm fairly certain the game was built from scratch. I can guarantee it wasn't built on top of Quake. It's actually extremely difficult to significantly change game genre when using someone else's engine.
2. As I understand it, the engine that Cryptic built is being leased by NCSoft, which is why the Cryptic logo still appears. I suspect the building housing the actual servers (or, buildings, since we've got servers located on the west coast, the east coast, and in Germany) was either already owned/leased by NCSoft, or was always and still is a 3rd party server farm.
Quality of gameplay has very little to do with the engine. That's all in game design.
Your best bet for getting a new game with the same engine would be to contact Cryptic asking about leasing their engine (or get someone to do it for you). Then build a game. Of course, the new game can't be City of Heroes at all. And building a new game is really hard and takes a long time, even if you've got an existing engine to work with. You'll also find that most people agree that the 'limitations' you're complaining about actually made this game better. -

As an Illusion Controller, you've also got access to the best stealth power in the game (Superior Invisibility). Rikti Drones and Rularuu Sentries will still see you, of course, because they ignore stealth. -
And you can also put a workbench in a SG base
Some players have also achieved an accolade badge which allows them to summon a workbench; you'll most often see them using it at the market, can you're able to use it too. (Of course, since the badge requires lots of crafting, you need to know the locations of the others if you want the badge for yourself) -

Your Ill/Emp Controller may not be a powerhouse solo, but a team of Empaths is absolutely ridiculous. A team of Empaths buffing each other results in each character on the team becoming a composite of the defensive abilities of both Super Reflexes and Regeneration, the offensive abilities of a Blaster, and a buttload of recharge on the side. (And if you're a team of Empathy Defenders it's even better, because between Recovery Aura and Adrenaline Boost, you get to have crashless nukes.) And that's with SOs. -
Err... that's what transformation matrices are for. Nobody sane would create an entirely new model just to scale down a character.
