Practically speaking, I believe we've been told before that they can't have two events running at the same time, so having the Winter event and the Valentines event both on at once simply isn't possible.

The normal Council troops are bad. Fanatically loyal. We think that might be tied into the Center's mutation, actually.
It seems that the Center's super power is "getting people to follow your command", or perhaps more succinctly, "Super Charisma". -

For any unfamiliar basically the BGs are different cross server instances where one team faces another in a battle over a common objective (capture the flag is the easiest to explain). Having an objective gives it purpose other than just having the ability to say "HAHAH NOOB I GOT YOU!". Granted there are those players that still do that but they are usually on the losing team.
(Amusingly, the stats and skill layout of Cynn in the Costume Brawl was very similar to my normal stats and skill layout...) -
With an idea like this, trying and failing is worse for their business than not trying at all.

Further, the low PvP population in world PvP would simply be spread out more than it already is, making it more difficult to find an opponent, short of badgering someone who doesn't want to PvP.
Further still, the "broken" version of PvP (which you yourself have pointed out) does not easily lend itself to new players becoming interested. If you want to increase PvP participation, "fixing" the current state of PvP should be a far greater priority. (I will admit, as someone who does not actively PvP, I can't claim what is broken nor how to fix it.)
Aside from fixing any broken aspects of PvP, I think cross-server PvP would be a far greater boon to the PvP-inclined. Cross-server PvP in the PvP zones would concentrate the PvP playerbase from 11 servers (15 servers if you include the EU) into 4 zones (plus arena, if that's included). Creating world PvP would spread the population of one server's 4 zones into 44 zones, diluting the pool of potential opponents.
I should think concentrating as many PvP players as possible from the small PvP population would be more desirable than diluting it. -

Now once again really slowly, To say that freeform MMOs are a "BAD IDEA", because one person with not the greatest track record for making fun MMOs couldn't do it, is just off the wall.
Refute: Champions Online is based on Champions in story only.
The CO freeform system is not based on the Hero system utilized by the Champions tabletop game, and legally may not be based on it.
I will concede that a freeform system can be balanced. However, comparing CO's freeform system to the Hero system is fallacious, as they are not related. (OTOH, I will not concede that the Hero system is balanced, at least not to the degree required for a computer game) -
Yeah, I don't know what percentage got hit by the bug. My MM was just unlucky.

- The damage is very low
It does have one advantage: The damage from WoC does NOT alert enemies to your presence, nor does it generate any aggro. If you're invisible, you could stand in the middle of a spawn, damaging them and confusing minions, and none of them would attack you. (Does not apply if you include a damage proc) -

The Heroes go over to Rogue isles so they can try and the "war" by arresting Archanos soldiers/Villains and help the longbow protect the citizens.

Which of course just makes it more complicated to figure out what your powers are doing in PvP if PvP gets enabled outside of the PvP zones. -
When I attended the wedding with my Mastermind, my powers didn't come back when the PvP started
I didn't die, though. I managed to escape getting killed by a Tanker by jumping off the edge of the citadel. It's still weird that so many people don't realize that's safe to do.
I also attended with my Tanker, and I did get my powers back that time, but I didn't manage to kill anyone that I recall. -
