My wp/km tanker has made it (solo and team) to level 12 without being defeated.
My km/wp scrapper (solo) was well acquainted with the Agony of Defeat by level 5.
My archery/TA corrupter (solo) made it to level 6 before the first defeat, and from there to level 14 it's been a Festival of Defeats. In the TO levels she didn't have enough damage output, damage mitigation, or endurance to deal with most of what was thrown at her. DOs helped with damage output, but even with Endurance Reductions slotted... ugh.
With enough of the right inspirations on hand, she's as golden as, well, GG. Without them, though, it's a visit to Flatland.
(Which, incidentally, is an old QQ of mine: is this a City of Heroes/Villains... or a City of Inspirations? Then again, history teaches us that using a Break Free at just the right moment *can* make all the difference in the world.) -

Uh... oh, yeah. The super secret stealth nerf to /regen - no matter what primary you choose, at a random point between levels 20 and 30 it suddenly becomes AIR MELEE:
1. Whiff - a straightforward single target miss.
2. WHIFF MOAR - a slightly louder single target miss.
3. Oscillating Fan - miss several targets in a narrow cone.
4. What's that Smell? - single target self-disorient.
5. Soothing Breeze - boosts the lassitude of self and team mates with a series of rapid-fire misses.
6. Ceiling Fan - PBAoE, leap up and miss your foe from above!
7. Pageant Wave - here she/he is! MISS/MISSter Paragon City!
8. Birthday Wish - wide cone, very effective vs candles.
9. Dust Away - AoE, thoroughly removes dust and dirt from nearby targets.

* Costume Update: At long last Kheldian sashes (such as the one worn by Moonfire) will be available for Heroes! To unlock the Kheldian sash for your Hero, simply defeat 5,070,103.5 Contaminated in Recluse's Victory. The spawn rate for Contaminated in Recluse's Victory has been adjusted to one per day (pending sufficient data-mining to determine if this is too many).
* Zone Update: Villains in Recluse's Victory will earn .25 merits for each Contaminated defeated.
* PVP Update/New Zone: Heroes and Villains may now test their mettle against each other in new and exciting ways in the new Shady Acres End Game Zone! Games include Checkers, Old Maid, Go Fish, and (for a cost of only 25 merits per minute) Virtual Pong!
* Villain Hate-age Update: Red-bordered Villain zone loading screens have proven to be too exciting for some Villain players, causing players to create more Villains than anticipated. Thus, all Villain zone loading screens will henceforth be bordered with a more soothing shade of dusty rose. -
There's no 'points buy' system such as the one you describe in Champions Online. You never have to choose between gaining a new power or upgrading an old one. CO has a set level progression: at certain levels, you gain access to new powers; at other levels, you gain advantage points, or talent points, or another build slot. See here for more detail:

Out of curiosity, what if several Customer Support people were actually behind this? How would anyone ever know what they were up to and how long could they keep doing it before getting caught?

When he came in for his next lesson, I asked if he'd looked up 'extrapolate'. He said he had. "And what does it mean?" I asked.

Alas! It did not occur to me, that day so long ago, to show him how to play 'My Generation'. That would have been cool. -
