Another update...
Windows is freshly installed but I haven't put the card back in yet. I did see something odd though. The event log has a kernel error that says power management features of the processor have been disabled due to a hardware firmware error and recommends I update said firmware. Any guesses? -
Bit of an update.
I ran a memory test, everything was fine. I've run hard drive tests using SeaTools a few times, everything is fine. I also reflashed the BIOS in case something was corrupted, that didn't resolve anything.
I've decided to try reinstalling Windows. If it will let me of course. Trying to boot using the DVD with the graphics card plugged in doesn't appear to work at the moment either.
During this process, I'm removing my IDE drive entirely (My 2 SATA drives have been strictly storage up till this point). Going to use one of them to install Windows and see if getting rid of the old technology entirely does the job. I may have to install Windows using the integrated GPU and then add in the GTS 250 after.
If I have any further difficulties, I'll have to look at replacing the motherboard as I suspect it's the cause of my headaches. It's possible the PCI-e slot is borked. -

Can you check you don't have multiple drivers installed for the same component also try disabling the on-board video when you are using a seperate card, if you are running any other cards try changing them to a different slot if possible and try reseating your video card.
Would also be worthwhile running a disc surface scan in case that is failing - which may impact either the driver itself or your disc cache file.
Similarly try running a memory test such as Memtest to eliminate any problem with a failing memory strip.
When attempting safe mode, it stalls on CLASSPNP.SYS. I've researched that error in the past only to find none if the solutions work as it can pertain to any number of pieces of hardware. If I enable onboard graphics and remove the GTS 250, she fires right up.
I took that opportunity to uninstall the nvidia drivers and used Driver Cleaner as well. I shut down, reinserted the 250 and it stalled again at the animation. I haven't checked the memory yet. The motherboard is an ASRock G31m-S in case that helps. -

And an LG Optical Drive running off IDE as well.
I'd gladly buy a better PSU if that's all it is. -

Hey guys, need a second opinion.
I occasionally have an issue with my machine and tonight it's escalated.
Sometimes while the Windows 7 logo is animating, it would freeze and I would have to manually turn off the machine. Eventually, after a reboot or 2 it would boot up fine. Tonight however, it wouldn't. So I did a bit of research (I had researched this in the past as well) and found that when I take my graphics card out of the PCI-e slot, and use the onboard video it fires right up without even a hiccup.
Now, I know it seems obvious that the video card is the culprit. I'm just having trouble believing this to be the case. The card has run fantastically up until this point and there isn't anything out of the ordinary that's taken place for it to take a poop like this. Drivers were up to date, temperatures were perfect.
One of the other reason's I believe it may be the motherboard is because my 2 drives connected through SATA periodically disappear. Sometimes mid-use. I'll most times have to restart the machine manually (and of course have an issue with it hanging in the process a few times). I used to just unplug/replug the SATA cables when the machine was off and 9 times out of 10 that would work.
I guess I'm just confused, there's clearly more than one issue going on which indicates the motherboard. Or the GPU has pooped the bed and it's causing all kinds of other issues, for months now.
Anyone care to try their hand at this before I go off and buy a new video card? -
I find that neither of them are timed correctly. They either change the costume, then animate or they animate, then change the costume. It's lagged either way. And that goes for both Fur AND Feather Burst.

Second, thank you for pointing out those were links. I had never hovered over them as I assumed them to be underlined, bolded text.
Third, I have no issues admitting I'm wrong when that is the case. After clicking on the link I do see it shows AM, but up until today I didn't even notice they were links. I apologize for freaking out, but as you can all plainly see, it says PM in the announcement. -
I believe MIDs requires you to hold down shift while left clicking on a slot to remove it.

There would have to be some odd reason for it, and tomorrow passes we won't know, but I'd think they meant PST am or something.

This was not a typo.
I'm well aware of what time it will be for them. That fact only makes the idea even more ridiculous as they're going to hotfix, then take off for the day. You know, instead of doing it earlier in the day when there isn't a boat load of people in the game, and coming on shortly afterwards to monitor this "hotfix". -
Am I the only one who thinks applying a hotfix smack dab in the middle of the EST primetime is a bit ridiculous?
I mean really? Because the WHOLE day Tuesday isn't enough? You *have* to do it between 7pm-9pm EST? Wow. Who's bright idea was that? -
I remember waiting 6 hours once, in a TF. I also remember being promised by the GM to get full reward for said TF...none of which I ever saw. That was 3 years ago :P

One more thing you can do, is open up a command line window (Start>Type cmd in the Search/run and hit enter)
In the black window that pops up, type in tracert -d www.cityofheroes.com and then hit enter.

Just out of curiosity, what does your netgraph show? If you're not sure what I mean, in the game type in: /netgraph 1 (/netgraph 0 will turn it off).
Is the graph all green? Are you seeing yellow or red spikes? Also, what is your Ping currently at? Both of you should check this. -
CUDA is the technology used in nVidia which allows you to use your GPU's processors rather than your CPU for some function. For instance, encoding a movie file would take minutes rather than hours.

Of course there are significant improvements. There always are. Whether they're significant to you is a different story
The GTX 260 pretty much does UM Medium-High without any issues (Some might even be able to squeeze some Very high settings out of it if they try). So it's entirely up to you whether you'd like to go above that or not -
The only thing that effects compatibility with Ultra Mode is your GPU (Graphics card). The CPU/RAM of most machines built today are more than sufficient. It's the GPU you should be worried about. Are you planning to upgrade your GPU? If not, what is your current GPU?

As much as I hate to say it, this is most likely coincidence. It sounds like the video card in your laptop just went poof. Have you contacted Dell? If the game/driver was causing the issue you would still be able to actually see something on your screen, especially outside of windows. So it's one of 2 things, the video card or the LCD screen itself.

Just as a side note, did you completely uninstall/clean then install latest drivers when you swapped out cards? Can also try just uninstalling/reinstalling the drivers anyway as they may be corrupt.

The game took maybe 20 seconds to go from hitting Next on the Updater, to the login before the 19.5 update. This issue is, the issue
A lot of people are complaining about long load times since 19.5 hit.

I just took a moment to look around in the hopes that I might be able to find information about using Paypal to purchase more slots in the game.
I of course searched the forums to find several posts regarding this, all with the same answer. It's not possible. So I said to myself "Self, this can't be. What a silly notion. We can pay for game time using Paypal, but we can't make in game purchases? Let me log into my master account on NCSoft's website. I'm sure I'll find a way to do this." I was wrong. (Sorry self!)
I can't believe this isn't possible! I don't own a credit card (and don't plan to anytime soon). I used to use pre-paid credit cards for my account (subscription and purchases) but it became a huge hassle to change the information every so often as the card would run out. Not to mention my account was deactivated for "fraudulent activity" a while ago due to switching cards so often. I know there's a "workaround" to using a credit card and then going back to Paypal for subscription, but we shouldn't have to do that.
This is a huge bug in the payment system as far as I'm concerned. Is there any way someone can get this ball rolling? I'd love to be able to buy more slots, but I'm not going to go buy a pre-paid credit card just for that. Paypal takes the money directly from my bank account, let me waste my money darn it!!! -
I added a good 10 people to my globals over the weekend. I am NOT pleased. This was more than an email rollback. I'm hoping to hear something official regarding this please.

Couple more things I can suggest...
Right click on the shortcut and go to properties, make sure it's pointing to the correct files etc (Not test or best servers).
I'd recommend also redownloading the Updater from the website and overwrite yours, but I'd do that last as it could bork it even further.
