Rubberbanding and repeated mapserver disconnects

Just out of curiosity, what does your netgraph show? If you're not sure what I mean, in the game type in: /netgraph 1 (/netgraph 0 will turn it off).
Is the graph all green? Are you seeing yellow or red spikes? Also, what is your Ping currently at? Both of you should check this.

I get the same and what can often help is the /unloadgfx and then /sync commands.
I actually have them on binds:
/bind f1 "unloadgfx"
/bind f2 "sync"
Then unload the graphics and sync and it usually goes away.
Rubberbanding and mapserving aren't the game. The rubberbanding especially is an indication of this. Somewhere between you and the server there is something slowing down and losing packets. If it's just you seeing it then it's probably your router or your provider. If multiple people are seeing it then there is probably a major node somewhere along the path having problems.

First, thanks to all who responded. I really appreciate you taking the time to try and help.
Second, I ran /netgraph and here are the results, when I didn't see any massive lag in the course of play. Ping was usually somewhere around 150-200, more toward the middle of that range in the 170s. Sent packets were in the 700-800 range and received generally between 2300 and 2400. Looking at the actual graph, I saw tiny red spikes intermittently, once every few seconds or so (maybe 5-8 seconds there would be a red bar, sometimes more often.
What caught my eye, other than the few missing packets and the flat 0's I got for stats when mapserved, was a large chunk of red, maybe 10-12 seconds worth, that showed on the netgraph after I zoned into a mission.
Once the mission began, the pattern described above resumed, and no amount of enemies or effects seemed to change it significantly. (It seemed like there was a slight increase when I fought a master illusionist, but that may just be my frustration at the foe coloring my perception.
Oh and I did try /unloadgfx and /sync but since I only tried once with that, I don't want to discount that as a solution just yet

You're definitely not the only one having this issue, the game is essentially unplayable for me right now due to bursts of lost packets every few seconds. If I join a team, netgraph becomes a solid wall of red and I get mapserved out.
I did a trace from myself to Virtue using WinMTR and saw 64% packet loss at some server in San Jose near their end.

Do you by chance have any peer to peer software running? Torrents being downloaded etc? Here are a couple tools to help you find a possible issue with your connection:

One more thing you can do, is open up a command line window (Start>Type cmd in the Search/run and hit enter)

Regarding torrents or peer-to-peer software, there's none of it currently running on my machine as far as I know. Thank you all once again for viewing and taking the time to offer your corroborative evidence and suggestions.
Recently I've been having some issues running City of Heroes. I can't produce the same conditions all the time, but I'll often get rubberbanding (I think that's what its called) where for example, I'll be running down corridor A, turn corner B to engage enemy C, and then find myself back at the beginning of corridor A. I've also seen a serious lag between my clicking on a power and its execution, often as much as 5-10 seconds. Mapserver disconnects seem to be becoming increasingly common as well.
It's gotten to the point where I mapservered 5 times just trying to run a new defender through Precinct 5. In hopes that it might be helpful, here's my CoHelper chunk. Thanks, and apologies if this is a frequent issue, I poked around a bit but didn't see anything that sounded like all these problems.
