They way it should work would be the following.
If both are VIP, works as it does today.
If either one or both players aren't VIP, it's deactivated until both are VIP again.
Once active again all XP goes to the player with less XP until they catch up. -
I don't think anybody actually mentioned the REAL reason but simply danced around it. Up to this point the game was subscription based. They want you to spend as much time as possible leveling a character as well as creating new characters to level up. Respecing power sets short circuits this and thus lowers their revenue. With Freedom such an ability wouldn't encourage purchasing more slots or going VIP for a F2P player.
Now if this was a stand alone or subscriptionless game like Guide Wars then there probably wouldn't be a problem.
Remember the business plan for an MMO is to extract as much money each player can afford in exchange for enjoying the game. Before this week you didn't need to buy boosters or goody packs or box editions beyond the first one you purchased. They had to make them attractive enough while keeping the price in the "what the heck, why not" range.
Now with Freedom that's lowered to "I'll buy that for dollar (or a quarter)". Even for people who are still VIP. -
I would wait for Issue 21/Freedom unless you have loads of freespecs/vetspecs to burn. Freedom is lowering the level you can take your travel power at as well as adding a 5th power to each of the travel power pools.

I noticed the launcher patched itself when I fired it up (haven't played in a few days so don't know when it really happened).
Now when the launcher patches itself it goes through this boot strap process of launching a copy of itself to do the patch and then that copy launches the newly patched launcher (I have to clear it with ZoneAlarm so I notice these things). -
If they ever allow you to sell IOs that you buy at the Paragon Market at the Consignment House/Black Market, then you would have a way to "buy" inf with real money via Paragon Points.
Not as straightforward as EVE's PLEX but it's something. -
Sounds like you need to fix the tool tips settings in general options - miscellaneous.

Actually what's the percentage of SciFi genre MMOs that make it beyond their 2nd year? -
I believe all the Purple sets are marked as Unique, so you can only slot one of each set in a character.

Eureka was an interesting way to do back stories. And Wesley was a jerk as a kid too.
Warehouse 13 - Janeway is Pete's mom and now she's the current Warehouse failsafe. We do find out that Warehouse 7 was controlled by the Mongols and Warehouse 11 is in Russia.
Haven't watched Alphas yet. Only thing I'll say seeing who the guest star is this week is who's next from T:SCC will guest. -

That is the reason.
If the store is down, it seems the game servers have no way of knowing how many slots you have other than the standard 12 per server, unless there is already a character in them. So if number of characters is greater than 12, you have no free slots. If you delete at character and you still have 12 or more, you still have no free slots.
I hope this will be fixed in Freedom. -

One of my main is a Mind/Psi (Perma Dom) who is suffering from a sleep disorder where she is 98% of the time asleep.
Her sleep powers are purpled out and on a mega recharge. When things are not sleeping...or held, confused or what ever else she wants to do to them...I use the AFK emote and RP like Im passed out.
You wont get more relaxing than that. -

Tweaking sets like Forcefield to be more relevant is low hanging fruit, not like they're making an entire new powerset.
I'm still on the fence about Freedom and this kind of fudges the deal towards not really liking, the attitude of 'new shiney!' has now really become the focus (it has been for quite some time, examples being the AE (developed, pushed and then given up on completely) and Cimerorea (promised more expansion beyond taskforce and the two contacts never showed up)) instead of tweaking, revamping and such alongside perhaps a slower push of everything shiney in peoples faces all the time to make a buck kind of attitude.
The Atlas park revamp only happened purely to rope in the Free2Play people, that's it. No other reason beyond that, despite complaints of the Atlas park/Galaxy/Mercy intro sucking for years, the only reason it got fixed was to draw in more punters.
From now on that's going to be the ONLY focus, drawing in more punters to pony up for things.
It's weird because I've actually begun playing a Free2Play model game most of the time now and...to be fair...I personally feel that they seem to be doing it a bit better than the CoH team will do.
However the free2play questing in that game is severly neutered compared to the Subscriber game (the number of quests available triples or even quadruples the moment you subscribe) which compared to CoH where all but the signature story arcs and First Ward will be unavailable is quite the contrast.
AE is meant for player generated content. What do you want the devs to add. And it's not like they haven't added additional maps since it was rolled out.
FF is fine for non-incarnates and players who haven't broken out Mid's to soft cap their defenses on every one of their characters.
Adding IO sets? Aren't a good chunk of them laughed at by the IO set Min/Maxers as worthless? As for players who aren't experts with IO sets, the shear number of them are confusing enough as it is. Plus I imagine trying to balance new sets would be challenging.
I too have been straying and flirting with another F2P MMO (but different genre) who also went from subscription to a hybrid F2P model. Of course they have more content, classes (which if you think about it is more power set and less AT) and QoL features locked up behind their Item Store or VIP program, which they will tell you about every chance they get. But they've been at it longer so it's only natural that they have more stuff gated off.
Actually the more I look at the VIP/F2P details of this other game, the more it looks to be the model used for Freedom. -

I know this should be obvious but as you add recharge to the attacks in your attack chain then your chain will use more endurance per second since you can trigger them faster. They go hand and hand and along with Accuracy and Damage. It doesn't matter if you can do a lot of damage if you can't hit but you also want to do enough damage when you do hit to reduce the number of attacks needed to defeat the critter.

I enjoy Illusion Control. Well what I actually REALLY enjoy is Deceive. Sure it affects your XP rate a bit but making Embalmed Cadavers and Abominations blow up their own comrades; have Sky Raider Force Field Generators protect you; have a Troll punch out their barrel of explosives; and it gets funnier EVERY TIME I SEE IT [/Beetlejuice].
Slot it with recharge, range and confuse duration and you can get affect lieutenants. I've coupled it with Kinetics so I can milk a critter for healing (Deceive and then use Transfusion). I remember towing around a low level Vahz during the Dr. Vahz mission to use as a healing mule. -
Super volcano eruptions are in the same class as a Torrino Scale 8 or 9 asteroid event, there is really no where to run and hide.

Well once they jettisoned the temporal war and the Xindi conflict, they could get back to the original races found in TOS.
