I noticed this myself when I stopped over at my folks to finally try out the Beta which I was downloading there over the holiday but didn't get a chance to play. When I had issues with the Beta I fired up the current game and couldn't log in because of this. I ended up jury-rigging a launcher bypass using the new auth server IP.
Something silly happened with either a launcher patch or a game patch since the last time I ran the game at my folks (about 2 weeks) that this wasn't updated.
As an aside the game had been giving me a parsing error on the command line but it was never really a problem. -
Ah yes, 0080 War in the Pocket. The university club I use to hang at always wondered if Al ever ended up in a clocktower with a high power riffle due to his gnawing guilt over Bernie and Chris. Al was so broken at the end of that series.

Well it is 32 years old now, the original series that is.
It reminds me of a list called "You know you are about to die in a anime series when...". I think number 5 was "you're a minor character in a Gundam series"; number 4 was "you're a major character in a Gundam series". Of course this was before Seed and 00 where you can take a beam weapon to the face and pop up again in season 2 or the sequel series. -
No you shouldn't be able to see it with the unaided naked eye. It should peak at around Magnitude 10 (higher the number, the dimmer it is). Perfect night sky naked eye limit is 6. Where I live, which is fairly dark but humid which hurts is around 4.5-5. Magnitude 10 is 10 to 12 times dimmer than what I can see unaided. Should be able to pick it out with ease with my 8" Meade however.
You can see M101 through a pair of 7x50 binoculars, it's still pretty much a smudge but you should be able to make out a bright point in it. Now which point is the supernova is another problem. There's quite a few closer stars in the vicinity that's as bright or brighter and since they are in front of the galaxy it's tough to tell unless you are so familiar with that part of the sky that it's obvious. -

I would assume in the first case it's an endurance issue and in the second case knowing how to move the camera farther away from the action.

As I said, look at the first table at that wiki link to see how your to hit chance changes for the worse as you fight higher level critters. Your defense debuffs are fighting this and any defense the critters themselves have.
Also defense debuffs are resistible. Just because you threw 60% at them didn't mean it all took. -
Yes, the caps are always 5% and 95% when it comes to both to hit calculations and then capped again after accuracy is applied. In old D&D terms, 1 always misses, 20 always hit.

As for your question, the first data table in the above link shows how your base to hit number is modified relative to difference in level between you and the critter. You can think of the difference between that number and the normal 75% as a defense buff relative to you so a +3 has an additional 27% defense (75-48) that a +0 wouldn't have.
Also remember that defense debuffs are resistible so they don't always apply in full. -
I still hope that NCSoft/Paragon at least try offering Paragon Point cards in stores. Not sure how much they would lose dollar wise doing that but I'm tired seeing just IMVU, Zynga, Gaia, etc cards everywhere.

Well the 2nd character I every made was based on Kei from the original Dirty Pair.
Also have a look-a-like Major Kusanagi from Ghost in the Shell and look-a-like Claire from Claymore.
A quick stop at a tailor can "fix" any costume transgression and their isn't any background or name infractions, just their look. -
Once you eliminate IOs then there's no need for recipes and salvage or a big bank.
No MA. You are trying to get F2P to play the game enough that they would be willing to go VIP or start buying and spending PP to get access to more things. What would leveling to 50 in a day or two accomplish toward that goal.
Subscribe for just one month or buy (not spend) 1200PP and you unlocks joining SG, player trading, mail, more comm channels (tells, global friends, SG, Coalition), allows you to play MA but for no tickets, 20x your bank and unlocks the trenchcoat (which was a 3 month vet reward so $30 plus the cost of the game).
You have to make that jump from free to premium very attractive for the cost and I think they have.
You don't need IOs to play the game, at least at 1x/+0. Sure you can't be an unhittable death machine soloing at 8x/+3 but what fun is that. It makes the game pre-market/IOs. That's not bad for free. -
So your friends could rationalize $2 but not the non sale price of $10 to get a head start because that's still in the store.

There is still part of me that misses the days of seeing Mavel/DC clones running about. I remember a well done FF team, Green Lanterns, Ravens, Hulks and who can forget the plethora of Gokus and Vegitas.
The upside is that it does force players to exorcise some amount of creativity when it comes to costume design.
That said I too have a dabbled to see how accurate I could make a costume that originated somewhere else. One of my minor characters have Halloween costumes to make him look either like the Martian Manhunter or Spock (the character is a 4 1/2 foot tall Roswell Gray alien who normally flies around in a silver metallic space suit, he finds the outfits funny). I even have a pallet swapped Dr. Doom robot mastermind I rolled when CoV first came out just for laughs. Of course he's not called Dr. Doom (well he is but in Finnish I think) and there is no background write up. -
Jericho did have a second chance. It's demise was indicative of a genre problem (post-apocalyptic/conspiracy/mystery).

You are ignoring drag in your run speed scaling.
I once took my first sporty car up to 100mph, getting close to redlining her. It only had a 112hp engine. If it had a 448hp engine, it doesn't mean it would get to 400mph. Drag increases with the square of the velocity so assuming the suit doesn't also reduced your coefficient of drag, with a 100x increase in power you would be topping out at 90-100mph. Still nothing to sneeze at. -

Odds are within a month. The original target release date for Freedom/Issue 21 was Sept 1st which is why they shut down the store the 30th (except for the basic CoH for $10 which includes one month).
I believe there was some showstopper problem with the Mac edition that has to be resolved dealing with the new marketplace. -
