    I think Drain Psyche should give a significant +regen/+recovery just on activation. Of course, if there are no NPCs in range, no debuff. I would drop the enhanceable -regen because that's just silly strong. I would greatly reduce the scaling portion of the +regen/+recovery for each NPC in range when the power is activated.

    So the power would be something like:

    200% Regen (half-enhanceable)/30% Recovery (fully enhanceable) on activation with a 60 second duration on activation. The recharge would be lowered to 60 seconds.

    For each NPC hit; an additional 10% (fully enhanceable) +regen/recovery up to 10.

    -250% -regen/recovery on each NPC hit, non-enhanceable with a 15 second duration. The nerf to the duration is to deal with the improvement in up-time.

    This. Although, and this hasn't happened to me since Kinetic Melee, but the set is so beautiful, that I really don't care about performance. It's a day one purchase.

    You could use Kinetic Melee in place of Water or Air if you want. You could even color the powers differently to cover both. I would avoid Stone Armor as the fluid and artistic movements of bending (even earth bending) doesn't gel with that armor set. I might even go Stone Mastery to limit the amount of Earth powers to the minimum.

    You could also do similar combos with Controllers or Dominators.

    The Snipe change as proposed all but mandates that a blast set include a snipe from now on. IMO, this wasn't the way to fix snipes, but it's better than nothing....I guess.
  5. So $4 for 8 hours of easily perma fast snipes. The amplifiers are out. That's cheap enough that it MIGHT be worth it.

    I'm interested to see how things shake out. Folks are laser focused on the soloists ability to hit 97%, but I'm wondering if this is going to supercharge tactics as a build choice. It was always popular, but if you have three ATs who now have a very high benefit to taking this power, it might become ubiquitous.

    I have concerns about how the mechanic affects the relative balance between Blasters and other ranged damage dealers as well. However, I'm assuming that the to-hit thing goes through for the other sets.
  8. Ice Blast will not benefit from the Sniper Blast changes. OK, that's understandable since it has no snipe. However, Ice Blast does have a power that seems to take the place of the snipe and that's Bitter Freeze Ray (BFR). BFR does 1.32 DS with a 15.184 endurance cost and a 20 second recharge. It also applies a 3 magnitude hold and recharge and movement slow.

    Based on the damage formula and taking aside the secondary effects, BFR should do 2.92 DS based on its endurance cost and 3.56 DS based on its recharge. Taking the 2.92 number for a second that means that BFR pays for its secondary effects with a 1.6 reduction in damage scalar. Although it isn't part of the classic calculation, BFR also has a very long 2.5 seconds cast time.

    Ice Blast isn't falling behind because of any changes to it, the rest of the sets are surging ahead. The reason is the snipe. So why not just give BFR a damage boost and give it the snipe treatment.

    THE SUGGESTION

    Increase BFR damage scale to 2.76;
    Increase BFR's endurance costs to 18.512;
    When character's to-hit meets or exceeds 97% BFR has an alternate 1 second animation time.



    That's it. BFR pays for it's hold with a 0.8 reduction in DS based on both endurance and recharge. It gets a snipe strength attack. I recognize that without the 97% to-hit, BFR is better than the snipes on animation time, but it still costs more, recharges significantly slower, and has a much lower range.

    I'm mostly with you. There are a couple of storylines that could be interesting, though:

    Momma Bear Pam and Baby Bear Tara - If Tara can give up the emo victim BS, she'll be worth watching as a character again. And if anyone can beat that out of her, it's Pam. Hopefully she'll use a paddle.

    Jason, the fairy sex god - I haven't read the books, but I read on a wiki somewhere that Jason's luck with the ladies, in part, stems from his fairy lineage. If in his self-discovery he realizes that and starts acting like a grown-up, then great. He's a goofball, but I like the kid.

    Sookie's magical fairy ****** ropes a werewolf - Because, you know, that's got to happen at some point.

    Hawk said about 1% Health per second. Which works out to a 240% Regen buff. with 120% enhanceable. For a rough total of 360% Regen slotted. With Health unslotted you're looking at about 400% Regen, which is one full bar of Health per minute.

    By way of comparison, Regen's Integration is 150% with only 100% enhanceable.

    The snipes change is a wash for everybody but devices there is no way you going to be able to make it always on for anything else even if you could the effort wouldn't be worth it, they just don't have that much more damage than most tier 3s.

    +Regen is nice but I seriously doubt there is going to be enough to be significant.

    The extra range for the T3 blast powers is very nice but its really quality of life than survival.

    If anything it looks like these changes will be best loved by pvp blasters. But overall not going to elevate the AT with the possible exception of devices.
    I disagree. The Kismet IO + Tactics will get you close enough that a small yellow inspiration will keep you there for a minute at a time. The Regen buff is better than Regeneration's Integration. It may not be enough, but it is going to be significant.

    Field Operative is the only toggle in the bunch of defense powers and it's a stealth besides

    Targeting Drone allows you the one-second snipes at level 22 and it boosts snipe damage.

    What else would you need?

    13.875*1.56 (3 to-hit enhancers)=21.645
    13.875*1.59 (4 to-hit enhancers)=22.06

    And who cares because Field Operative will take the Kismet IO, so Devices can do it all in set.
  20. Both really excited, and a little worried. I don't see how the sets without snipes are going to be desirable without significant changes.

    But as far as I can see, Devices just became the best secondary. Good thing I have two of them!
