The Merit System sounds potentionally Game Breaking. It'll destroy the price structure of the BM and WW. If the dev's are smart they'll keep the Uniques and Ultra Rares out of the reward choices otherwise it'll take a lot of fun out of the game. Part of the reason for me doing Tf's is that i dont know if i'm gonna get something uber rare or not.

    [/ QUOTE ]

exactly this could make things like building a perma dom a joke to do.

I'm concerned with how they will be handling this as well, as this could have substantial repercussions for the player market. Do LoTGs automatically cost more merits than a sting of the manticore? If so, why? It has the same chance to drop, but its bonuses are considered better by players. Will the devs formulate costs based on their bonuses, or will they all cost a flat (high) rate?

    hm...

    [/ QUOTE ]

Exactly this has some bad vibes coming off of it. This could make difficult build's like a perma dom a joke to do. I hope the dev's think about this one carefully. i'd hate for issue 13 to be the expansion that killed city of heroes.

    [/ QUOTE ]

I'll bet anyone right this second that getting the LoTG 7.5% def/rech is going to take a LOT of merits. It's probably going to take 50+ Katies worth and probably several of the harder TFs. I suspect it will still be quicker to just farm for the money.

I expect market prices to go somewhat lower, but not crash.

    [/ QUOTE ]

I honestly think all recipe rewards should cost the same amount of merits, a flat fee. After all, the chances of getting any specific recipe as a random drop are also 100% equal. By making one recipe cost more than another, the devs are making a concerted effort to skew the market, something I believe they have said in the past they wish to avoid.

I think all recipes should cost the same, flat price in merits, though how high that is will be a decision for the devs.

    [/ QUOTE ]

Who said they won't all cost a ridiculous amount of merits? Let's say it takes [arbitrary number] or merits to get any specific Pool C recipe. That number of merits can be earned by doing the:

    KHTF - 50 times
    ITF - 30 Times
    Positron - 15 Times
    Shard TF - 5 times

Then that would mean that for most Pool C recipes, you'll be better off either just trying to win them or buying them off the market. Because less recipes will be generated after this change (because presumably people will be taking merits as a reward), the costs for the cheaper recipes might rise a bit, the crap ones will still be super cheap, and the super expensive ones will stay super expensive because in the time you can earn one with merits you can earn the money to buy one.

Folks, it's a guide. Agree or disagree, there's no need to tear the OP down. He didn't say that Doms or MMs are "gimp", he said they didn't bring speed to the SF. Whether you agree or disagree, that's not an unreasonable opinion.

MMs certainly have a lot of damage and debuffs/buffs, but they do require set up and more maintenance than joe average brute.

Doms are wicked players, played right, but they aren't usually considered the highest DPS.

Agreed. The numbers on a Tanker are fine. SR on a Tanker is broken.

Which is why and I'll say it again:

+health to the passives; allow to slot heal sets
Improve Energy Defense of Kinetic Shield to 12.75%
Add 15% Psi Defense to Entropy Shield
Add a Taunt effect to Energy Drain

    [/ QUOTE ]

Psi Defence, maybe but then EA wouldnt have much of a weakness would it. Psi has always been its weak point so Id stick to saying no or 10% Defence max with no Resistance.

    [/ QUOTE ]

EA has no protection (outside of the bit of defense in energy cloak and the +health in Overload) to both Toxic and Psi. That's unreasonable. The Psi resists should match the environmental damage leaving Toxic as the weakness. A reasonable weakness for CoV indeed.
  6. [ QUOTE ]
    [ QUOTE ]
Problem is, as I see it, that /EA isn't able to easily pimp out all their defenses like SR is through the multiple positional def IO set bonuses, which is why I made the suggestion that the values should be increased.

    [/ QUOTE ]

An EA brute? not so easy, although actually possible.

    An EA TANK?

Very easy indeed. So much so that any significant increase to defence values is likely to be a barrier to porting, and In my mind, porting is greatly desireable. It's the best hope we have for a review of the set.

I was away when this was announced. Excellent, one more step towards where this game is destined to be.

One more piece of evidence that the loss of Cryptic's influence was no loss.

    Brava!

I'm so happy that sensible people run this game now.

    [/ QUOTE ]
To be fair, hindsight is 20/20.

    [/ QUOTE ]

Except there were dozens of people who've been consistently right all along. Defenders always brought a lot to a group. Nearly no AT is strictly "needed" at any level of the game. But Defenders do and always have brought more to a team in this game than most other ATs.
  9. [ QUOTE ]

BUT....I'm extremely concerned about the perception that Defenders "aren't needed" and thus "can't find a team" at high levels. Defenders should fill a valuable role at ALL levels and help Archetypes achieve levels that they can't reach by themselves. After all, Defenders are all about buffs (and debuffs). Every Archetype should be extremely happy when the Defender provides a resistance or defense buff...

    [/ QUOTE ]

So much unncessary nonsense came from this ridiculous "perception". It wasn't true, isn't true now, but led to some of the most severe nerfs I've ever seen anyway.

I'm so happy that sensible people run this game now.
  10. [ QUOTE ]
But if you wanted Weave to softcap the rest of your defenses, it really is a moot point.

    [/ QUOTE ]

I don't. Again, there's no need to fix the passives that way.
  11. [ QUOTE ]
    [ QUOTE ]

At least one of the passives MUST remain +res so that we can slot the Steadfast +def IO.

Second, energy cloak is useful. Both as a defensive and utility power.

As for the Energy Drain idea, I wouldn't object to that, but I would prefer the drain add +regen, +health or something different that EA needs more.

    [/ QUOTE ]

They could ALL be defense based...it would just require tough if you wanted to slot the steadfast IO, it's currently what SR scrappers have to do now. Besides, tough leads to Weave, and you don't even have to use/slot tough with anything except a steadfast.

    [/ QUOTE ]

Right now, I don't have to take Tough to use that IO. I don't think I should have to take two powers to do what I can do now. Especially when there are better ways to fix the passives.
  12. [ QUOTE ]

Change the passives to passive +def that stacks with the toggles, add a small per target +DEF to energy drain just the ice armor drain. Finnally change energy cloak to something usefull.

tk will no longer affect players? sucks balls for me

    [/ QUOTE ]

The hold will still affect players; the repel will not.

    [/ QUOTE ]

Please stick to your guns on this one. Some powers just weren't designed with PvP in mind. This is one of them and it is not inappropriate for it not to work in PvP.

Many people here are thinking solely from how this nerfs their character and not how this might open PvP to others. Taking away all the PvE designed tools that are extremely unfair against players would do much to make PvP more desirable IMO.

Just goes to show you.. It's not the size of the team on the field, but how they play the game (in this case, that of development) that really produces quality.

Heck. I still like this game better then my other main game. <.<

Agreed. I recently quit EQ2 (with no hate, just 4 years in one game), but I'm still able to get really excited about CoH. That's amazing at this point in its lifecycle.

[/ QUOTE ]you quit eq2? im surprised, i remember you being a really vocal booster of it. im looking at maybe switching out myself to there for a month or 2. ill still be here, but just feeling some burnout, so might chill a bit till i12 hits.

    [/ QUOTE ]

I'm still a big booster for the game. Just don't have the time to commit to it anymore. Two MMOs are hard. I did start a WoW account for when I need a fantasy fix, but leveling a noob mage in WoW isn't the same as trying to keep up with a level 80 healer in EQ2 who's guild expect him to help keep the mages alive on raids.

DOOMCON 1 Open Forum Warfare; Think Issue 5 & 6.

I'm guessing the numbers behind the Psi/Mind powers will be tweaked downward to balance this set.

    [/ QUOTE ]

    Fixed that for you.

    [/ QUOTE ]
So unless you are talking like less than defender level damage I just dont see how. Damage will suck so bad no one will want to play it anyways?

    [/ QUOTE ]

Psychic Shockwave for Dominators is an AOE power which does damage as it if it a single target power. For Blasters, this will not be the case -- the AOE divisor will be in place. In other words, divide damage by 4.75.

    [/ QUOTE ]

masterfully done castle (not being sarcastic, i swear). now, im curious, does this signal a nerf for psw in doms :-(

    [/ QUOTE ]

that would be the *end* of /Psi Doms, at a stroke. It's on a par with removing Hide from all Stalker sets.

    [/ QUOTE ]

Although, it could open up */psi assault to fixes elsewhere.

It's annoying having a set that sucks until it's final power. Better to have a good set with a good Tier 9, than a sucky set that gets an overpowered Tier 9, IMO.
  19. [ QUOTE ]
    Okay, I'm calling it:

The Psi sets will suck for Blasters as much as they do for Defenders (at least in PvE), but since they'll be primaries to the Blasters, the Blasters won't be able to do anything else of any use, and they'll whine about it all the time. (Also: People taking /Mental will often take Drain Psyche and Build Up ONLY.)

    [/ QUOTE ]

I think the key for Blasters will be not to go Psi/Mental, but something like Psi/Em or Fire/Mental. Pair the psi damage with a damage type that won't be resisted when Psi is.

I think the way to go will be */Mental myself. Unlike a lot of Manipulation sets, Mental has a couple of ranged attacks, which when added to Build Up and the controls will make a really nice meld with Ice, Fire, hell even Electric.
  20. [ QUOTE ]
Villains have relationships too, and feel empathy, anger, and the like when one falls.

Not all villains are only looking out for themselves. The "theme" bit is a load of crap.

    [/ QUOTE ]

I can only guess that the devs think that Empathy is too strong, but don't dare nerf it and don't dare send it anywhere else. We'll see what changes they make to turn it into the "Antipathy" villain set.
  21. QR

I never thought they would create something that beats */Energy. Jeebus!

I wasn't that excited about Psi/*, but I WILL be rolling some kind of */Psi (probably rerolling my Fire/Fire), in I12.

Please use this thread to discuss the below announcement:

NCsoft NorCal is proud to announce a new feature for the City of Heroes® and City of Villains® games; that of Visual Sounds. Visual Sounds are based on the comic book staple of onomatopoeia, or the use of a word to replace a sound. Classic comic book examples are “Pow” and “Ka-Boom!” in colorful bubbles while heroes and villains are slugging it out. City of Heroes takes a huge stride forward by replacing simple sounds with the exciting new visual medium of Visual Sounds.

Click here to read the full announcement!

    Umm...

This shouldn't be a joke. You guys should actually do this, sans taking out the actual sounds.

It would be more apt if you said you got to bang Chloe Ireland (her daughter) in 30 years. In other words, "It's a leap of faith as to whether she'll turn out as hawt as mom, but it's a good chance and you'll be old then anyway!
