'Why not' isn't the reason in that example. The reason is that it would make players happy. Which is really the first question that needs to be answered in any change. And where the answer is 'no' you better have a darn good reason for doing it anyway.

It's hard to make an apples to apples comparison because there's so much difference between Kheldians and Scrappers/Brutes, but there's just some built in advantages the melees have that I have been unable to replicate with Kheldians. Not that I have tried mind you. -

One of the things I like about this community so much is that we can have knock-down drag out fights here, but leave the drama at the door when we're actually playing the game.

This is true, but it's true of Blasters as well. I don't know that Kheldians need to be as mighty as the Scrappers and Brutes. I would just be happy if they brought as much to the table as the SoA.

Superman has no grounding in real life IMO. There's not one part of that story that I think could happen. It doesn't stretch the suspension of disbelief, it breaks it. Both the comics and every movie that's been done. My kids will drag me to this next summer, but I don't have high hopes. -

That's what you do with a persistent world - everything is under constant review and nothing is sacred. You nerf what you have to, and you buff what you have to. I don't care about anyone's opinion in the matter. ED didn't offend me, for instance - I thought it was 100% required and not nearly enough.
In this particular case, when the game was created the development team had no clear goals about comparative set performance when most of these sets were created. When Castle took over, his overriding objective was to make sure that underperforming sets were brought up to a minmal par, and he blew off any other requests to fix things. This current dev team appears to see the value in comparative balance, but they are too timid to roll out the world-shattering changes that are necessary to fix the game, because they fear the subscriber base crying like the immature children that they are. Ultimus's Blaster Nuke post is a perfect example of that reaction. Comic book fans fear change as a rule; this community is composed of comic book fans.
Don't hold your breath on fixes. -
You might want to set up and advertise a weekly Magi farm. Not sure why you would bother since the slot isn't worth the trouble, but it's an option.

I think that most of the sets with similar mechanics have too many consumers and it makes the sets more unwieldy than they need to be. Water Blast strangely seems to be the best for that. Its consumers for the most part do different things. One is a utility, one a ST blast, one an AoE. Then there's Geyser which I will give the set a break on because its the Tier 9, but I wish that power too gave its Tidal 3 effects at all times. -
