i13 made ALL AT's worse, the FOTM's and the non-FOTM's.
TS is horrid to say the least, if my toon passes gas I get rooted.... Heal Decay makes all but a power boosted emp gimpified.
As for DR, w/o even letting us know the math, so we could possibly ATTEMPT to deal with it, is so fay beyond downycoded it cannot even be conveyed here. I woud like a shot at conveying the frustration it has created to the devs, but they won't allow me to meet with them in person while I carry a large spiked bat.

yes, it needs more procs, but this is what I am currently running due to the need for more inf.
A regen NEEDS a high recharge.. and I also believe high HP is required, it raises the regen base for the toon, as DP is not ALWAYS up, even with decent rech. The toon works well for me in zone, the DoT gets me more kills than I thought it would, gotta love gettin the kill well after they retreat into their base....lol -

for /regen PvP build, that one actually sucks... bad
Slot fast healing, drop assault for Maneuvers, etc...
1500 hp,w/o accos mind you, and 32 hp/sec regen is bad....
You want recharge, HP, regen, accuracy, etc... -
psy/em or sonic/em blaster
MA/regen or DM/regen scrapper
any tank with max HP, nades and taunt... and prolly phase...lol
emp/whocares def

Spines is seriously lacking damage, MA, Katana, DM, or Claws is the latest FotM primaries.
Spines is a good zone toon as it has range. -
Barb Swipe and lunge are the two most important for a spines. Barb Swipe recharges crazy fast and does good damage, and Lunge is ranged.
I use quills for procs and stalker defense, most ppl think im nuts but when the -res proc goes off, your attacks all do more damage for the next ten seconds, kinda like a free BU.
I play RV, not SC or WB or BB.... so others might have some better suggestions. -
Having my MM pets ALWAYS running off into a distant target for melee is annoying, no matter how hard you try and make them stay next to you, even putting them on passive, they still all run off and attempt to melee attack someone/something, makes PvP with my MM impossible now.

As for /regen being the best, I would put /fire in there for lulfiteklub as well, good resist and a heal every 12 or less seconds.
I run a spines/regen, rolled it pre-i2 and it's AWESOME for zone, but doesnt have the damage required for toe-toe fiteklubin.
In the end, the best choice is what you have fun using and best fits your playstyle. -

Srsly, how is anyone supposed to properly plan a toon with DR being such a frickin secret.... it's just an easy way for the devs to slip in nerfs and not get yelled at. -
Elec is just nasty, I was just commenting on WP, I have seen a few WP brutes that are insane. But not everyone has 14bil inf to waste on a toon that is only good vs a few other AT's

I have been chat banned for 2 minutes many times now, and has nothing to do with the base editor. Standing in a zone chatting it can happen, stupid thing goes into some sorta loop, spamms your chat window and voila, you get chat banned for 2 minutes...lol.
I got kicked off a team 2 days ago for this because I couldn't reply that I was OMW to the mission, all because of this goofy AUTO REPLY bullcrap....lol
