    Flambeaux is your opponent if you're a villain the Atlas Park Mayhem; she's been in the game since City of Villains released, though like the rest of the Rogue's Gallery she never got more than one line until Going Rogue.

    Flambeaux has been levelling up all that time and never makes it any further than the c-list. I mean, she's Blast Furnace's arch-nemesis, which is just embarassing for both of them.

    Well, let's see. Flambeaux clearly thinks that heroing is easy and a good way to be popular. However, she 1) gets beaten almost casually by an up-and-coming supervillain, humiliated within spitting distance of the hero hangout in Atlas Park and 2) joins a superteam and crushes on one of them, only to find out that her crush has a few major issues; the team then goes on hiatus after a serious debacle. Her (not entirely irrational) response to this is apparently that heroing is kind of a crock of poo, which turns her to the dark, or at least openly selfish side. Plus all that time with Dillo would drive anyone a bit crazy.

    Also, you would think she'd get more mileage out of having been wandering around in Manticore's Mansion before she turned evil. Instead she's kind of forgotten all about it. That's terribly convenient, don't you think? It's almost like Manticore is a secret-obsessed vigilante married to one of the world's most powerful psychics, or something.

    2 merits buys any of the "proc" recipes like Miracle +Rec, Numina +Rec/+Reg or LotG +Recharge. Those can run in the 100 million range, either at level 50 or at the minimum level.

    Or if you feel lucky you can take a roll. As a rule, if you're at say 30-33 I would take the roll; that's the level that people have the slots to really start thinking about IO sets, so you have a reasonable level of demand even for non-uber IOs. Anywhere else I would generate procs since you can pick the level. It's all about being able to move the product quickly.

    To be fair, with Eden, last month when it was the WST I ran it several times and often was the only person on the team who had played it in recent memory, which is a shame given how awesome the map is. One of the more unique in the game, really.

    They certainly do have a real problem in that there aren't that many red task forces compared to blue, so you're going to get repeats if you're not posting up the co-ops.

    That doesn't really make sense given the fact that the respecs are WSTs in level order, rather than random. (ie, they do the 24-33, then the 34-43, then the 44-50 and start over).

    I wish the respec was the WST more often. Treespecs for everyone forever!

Easy to end up with lots of people running around, split on vertical levels, so that even when things are going right it still feels kind of like a clusterf***.
    6) TPN - completely meh in all aspects, except rewards (assuming it doesn't crash and eliminate all your progress).

    But expecting other people to respect your desire to destroy the world - with the expectation of actually getting to do it! - is incorrect, in the same way that showing up to a card game and demanding to burn the deck is invalid. You can't burn the deck. The rest of us are still playing with it. Complaining about this fact is incorrect.

    Though you could really say that some of the weird stretches in the Well lore (particularly its attitude towards Cole) are due to the fact that they chose the Praetorian War as the initial Incarnate storyline and at the same time used it for the Trial mechanics, thus requiring enemies that can stand up to 16-24 demigodlings. They could have told the exact same story with a mix of task forces and level 45-50 mission contacts and probably presented it much better, and they wouldn't have had to come up with explanations for why Cole is able to PL his friends a bunch of level shifts.

    Also then we could have had more missions in the "Devoured Underground" map set. Seriously I can't get enough of how awesome that place looks.

    To be fair, even their own missions can force you to backtrack because sequenced objectives didn't spawn in a reasonable order. (The 20-30 hero morality mission with Blast Furnace is a good example). So it's probably not part of the generic toolkit for them either.

    I would try relogging first. There seems to be some kind of network issue within CoX that's causing the game not to find its brains as far as things that aren't in the core. Ie, for example, I was locked out of an alt with Street Justice because the game couldn't connect to the 'market' part of itself and thus couldn't see that I'd unlocked it. Relogging corrected the issue. If you relog and still see nuffin' (and you still have an SG associated with that alt) then petition. Petition like mad.

    Not to mark myself as having been here forever or anything, but in CoV beta it used to be that when you took a base in Bloody Bay, the turrets respawned friendly to you, so you "owned" it at that point until someone beat it down and took it. (And unlike Recluse's Victory since the bases controlled shivan shard conversion there was an actual, real, benefit to controlling and policing an area - and a reason for others to want to take it away from you.)

    Granted, PvP environment vs PvE, but it really was kind of fun to "own" the zone, and being the evil overseer as members of your faction scurried about as the beneficiaries of the power you exerted over the area. So, in summary, it's exactly as awesome as you imagine it to be. But you can't do it now, and only us oldbies got to experience it.

    So nyah.

    Yeah there has to be a certain critical mass of bored people lounging around waiting for something to do for something to not look "dead". Redside doesn't have that - not least because the traditional red ATs were built more for soloing!

    Praetoria is its own case because some of the mechanics (the moral choice missions for example) don't work at all with a team, and unless you turn off XP, you're going to straight up outlevel some of the more interesting missions if you run with a team. And you miss out on badges doing that! Praetoria was made for soloists.
