Scrappers have long been one of the best ATs in the game for general soloing and teaming, and that won't change with the Stalker buffs. That Street Justice Stalker going up against a pylon? Now take a similar Scrapper and see how well they do against +0/+8 groups. I bet the Scrapper comes out ahead. Now, take a Katana Scrapper against a Ninja Blade Stalker doing groups like that, and the Scrapper will come out way ahead.
Scrappers have nothing to worry about. -
That's only because STJ has the Blaze of stalkers attack which can also auto crit unlike some other T9s. In any case it was t4 interface + t4 damage alpha so it wasn't no incarnate.

Are these mobs bugged? None of their AOE nukes (they have like 5) are flagged as positional. I get hit by every one of them on my I-capped SR stalker. Is this working as intended?

I had to figure it out on my own, and I'm only so-so at it. I can't softcap any of my toons, but I can get their defenses into the late 20s, early 30s. That is good enough so far.
grab manuvers, weave,combat jump or hover + haste + steadfast
Ranged defence = stack thunder strike set + 1 numina set in your heals
s/l = grab scorpion shield or if your rich stack Kinetic Kombat and use res shield instead
Positional lots of difference sets
thats like 80% of what you need you have to fiddle with the rest of your skills to see what sets fit in what and also get some recharge -

for my Katana. Chuck -res in Soaring and gamblers. Guaranteed crit Soaring and AS -
soft cap your defence. cram as much recharge as you can after that. the end

it got nerfed in aoe powers. I put mine in blaze which is close to guarenteed proc on the 5 ppm version
