Ring of Fire has higher damage per activation and damage per animation. However, it is a DoT, so depending on the situation, Flares may be more prudent. Ring also costs a lot more endurance than Flares, so if Flares will kill it, I'd use that.

I repeced and IOd out ROF. So now my chain is ROF, Blaze, Fire Sword. Better deeps than Flare, FB, Blaze
Fire Blast
I use Blaze -> Flares -> RoF -> Flares -> when I have to do single targetry, but I recently put my Fire-Fire-Mu Blaster into pure ranged mode. RoF's dps is excellent if you are ever looking at powersets and trying to beef up a sucky ranged attack chain... like the elephant in the room: Elec Blast. Elec really appreciates additional ranged attacks.
