AR/NRG Softcap Range Def???

Okay, I am having a real problem figuring out if I can (or should) Softcap the ranged defense on this guy. The build is great for Range, but in that strange City way, sets that increase Range Def are rarely on Ranged I/Os. Heres my build, with the Dam I/Os slipped in the M30 grenade standing in for the Blaster ATO. (Yes, I know the new MIDs are in) Also, the ATOs are probably going into Full Auto, I hear they Proc on every target in that, I still find it unbelievable, but I love it.

He works well like this. (actually he is at 48 3/4, and not quite fully slotted yet, although mostly he is. The ranged defense he has is working really really well. Any ideas on how to increase Ranged Defense, Range bonuses, and Global Recharge are very much appreciated.

I have an AR/NRG Blaster and didn't really build for any defense at all. Just attack from a distance, if they run at you, KB with M30 and Buckshot, hit them with Flamethrower as they get up. In most cases, having an exceptionally long range eliminates the alpha attack as you are too far for them to immediately retaliate.

I only built for recharge/range with perma Boost Range and Full Auto up every 16s. I run with Spiritual but for spits and giggles made a T4 Cardiac with the 20% range bonus. Used it to Sniper Rifle Nightstar from 10' off the tennis courts.

And yes, the ATO does proc 100% of the time (I added the smiley faces):

All the evidence (hearsay and postings that is) is that it procs 100% time against every mob it hits. I will never understand the Devs, I am always lost.

No, not per tick. Once an enemy is hit, they receive the bonus damage followed by the 17 ticks of damage. The copy/paste of damage inflicted was on a group with 10 different targets.

I don't think the devs deliberately intended for the ATO proc to work this way. They probably have a formula for the proc and somehow this is how it turned out. Similar to the stalker ATO, the formula is likely dependent on the base recharge time of a power as the blaster ATO does not proc 100% in Buckshot/M30 (8s/16s) but it does in Flamethrower/Full Auto (20s/60s). I do not believe it's WAI either but it's pretty fun to have for now.
