Remember way back in the day when this thread got started and everyone was like wow those are great resistance costume pieces, i cant wait to wear them, splat, splat, splat, and oh super keen, first i changed my desktop to a lolz cat and now my crippling depression doesnt seem so bad anymore, because i have a reason to live again, i get to wear glowing stuff. well, get out a mop and find something sharp. As I understand it, Proc only fire for pet attacks with the proper component. Defense Debuff Procs only for attacks with Defense Debuff, Stun Procs only for attacks with Stun, KB Procs for attacks with Knockback.
Thugs only have one attack with KB and Exposive Strike only checks for that particular attack. The Bruiser's attacks almost all have a KB component, and it will fire more often for it. -
I looks cool. Still the KB is rather bothersome, and the stun component is only Mag 2. It's sort of an escape power, when you need to get away, but as a tank that really shouldn't be a concern. I've skipped it on two toons.

Both Hold and Sleep suppress toggle effects...does Fear?

Excessively slotting Grounded is silly. It's usually best for Steadfast Protection Res/Def and/or KB prot.

Remove/lower the to hit debuff
Add a defense component.
I guarantee the power will get some more love. -

Well, not Winter's Gift, it's all Unique. The change to exclude it was made only after the introduction of Blessing of the Zephyr. The Vet Rewards are indeed the reason for the limitation. One could have slotted KB prot 5 or six times without investing slots.

However, presently the Self Rez for Master Architect is bugged. You cannot presently gain any uses for it no matter how much time you spend logged out in University or AE. I suspect it's because both the Self Rez and The Heal power (for Midnighters/Hosp) are BOTH called Vitalize. The game doesn't recognize the Self Rez (this could be because I'd already had uses of the Heal power first).

The Invader Accolade would be perfect to unlock epaulets.
(Granted, it's trickier to get Invader than Task Force Commander, as one cannot flashback to mayhem missions). -

Inside any university. Blueside, they're located in Steel Canyon, Croatoa and Founders Falls. Redside has one university in Cap au Diable, and Abandoned Labs in Port Oakes and St. Marital.

Happen all the time. All it takes is the agro of a lvl 50 toon, and WL throws out lvl 50 frostlings. I do not understand why the frostlings are still coded by level. It would save so much holiday grief if they were coded like the rikti & zombies during zone invasions.
