That's a very personal value judgement though.
I also try to build my characters for even performance across the board. I intend to set my difficulty to the max I can handle, and I don't want to change the difficulty between missions because "this one has PPD kheldians." I don't like having a weakness, it's why I choose Dark Armor on so many characters. So few things can really shut DA down.

And let's face it, defense is not something to be relied on. It is streaky and debuffed easily. When defenses fail, empathy still has something to do while fortitude, AB, and the auras recharge besides blast and debuff with the secondary set.

I don't understand why everyone feels so AFK during fights. There's always something to be done, be it repositioning henchmen or casting buffs and debuffs. Spam provoke. Combine insps and dump reds on your pets. These things take time that you don't need to be spending on your attacks that cost too much endurance for too little damage.
I certainly do make the exception for a few attacks. Life Drain is an acceptable, albeit expensive, way to keep your health topped off. Aid Self is a much better alternative, but not everyone has the extra power picks to go around (I know my necro/storm didn't). The photon grenade can be used to unreliably stack stuns with the Protector Bots. All of the whip attacks apply force multiplying -resistance, which is definitely worth the cost of the attack. I slot mine simply for accuracy and endurance reduction, though. -

I've never liked the Total-Focus clones 'floaty floaty thud!' animation. Far too slow, not enough punch.
When footstomp got the alternate this should have gotten the same.
The PB cone looks weak, and yet it has more base damage than the TAoE. Perhaps the Gravitic Emanation animation (try saying that five times fast) would work here? (I know it's considerably faster. That's half the point.)
Total Focus. It is a cool animation. To me, you get that "here it comes... HERE IT COMES... BOOM!" out of it, but it spends too long of a time coming. Could we just speed it up? Across the board. I'd also like to see KO Blow as an option here. -
I've got one. I had this idea for a shapeshift animation.
Picture this: You activate your shapeshift power and the character gets this glowing white aura and you hear a loud booming sound and then you're shapeshifted. I know my idea sounds a lot like the current shapeshift, but mine is only half of a second long. -

Quick background: I've tried several stalkers and haven't kept any of them because of the lack of AoE damage. The best thing I had was an Elec/EA, which, while the AoE was great, EA ended up being way too squishy. I had a great run with a Ninja Blade/Dark Armor that died because Flashing Steel was not satisfying enough of AoE. Elec/Dark Armor would be the natural combo from what I've played so far... but I can't come up with an acceptable concept. So I go with Spines/Dark, RPing the spines as numerous blades and knives. Anyway, here's the build. Let me know if it looks like there's anything stupid I did.

Please give me an example of any MMO (or hell, any game for that matter) which has a shapeshifter that absorbs forms and does not have predefined paths.

I'm going to go ahead and warn you that this kind of thread comes off as extraordinarily lazy. You are not likely to get someone willing to just hand you a build, especially since there are ton of builds already posted in this section. A quick search and you could easily find one to "borrow," or as Syntax said, adapt to your own style.
What you will get a lot of help with is if you post your own build and ask for constructive criticism. There are a great many of us willing to help you with your build provided you put some work into it first.
If you're not going to put any work into it, then one last option is to persuade me to put the effort into it for you. Something like 500 million inf will do. -
Alright Deus, I have numbers for you. I must say, they really disappoint me, but they don't actually surprise me.
My Dwarf form optimal chain, with hasten active, is this (>> indicates a gap):
Mire > Smite > Strike >> Smite >> Mire > Strike > Smite > Strike >> Repeat
The entire chain takes 11.928 seconds, includes less than half a second worth of gaps, and does a total of 1216.7 damage. After accounting for 0.95 accuracy, I get a DPS of 96.9.
That's pretty awful, but it's understandable. Even though this chain includes two purple sets (in Mire and Smite), the base damage here just isn't anything to write home about. If you're going to fight a single target for extended times as a warshade, you're better to do it in some other form.
Full saturation isn't much better. Same chain, with 10 targets to buff my damage yields a total of 1894.9, which works out to 150.9 DPS. Again, considering I have two purple sets in that chain, it's not very impressive.
None of that is rotating the heal, Black Dwarf Drain, in there either. It has the worst DPA of all Dwarf attacks, so if I have trouble staying alive, these numbers fall quickly. Let's face it, Dwarf Form is not the best for dealing damage. -
What you want... what you really need...
Is to try a MFing Warshade. That'll break the cycle to glorious rejoicing. -
