I want to take the time to thank you again for holding this extremely selfless contest. I slotted everything up that night (thank you, freespec), but did not get a chance to play it. My warshade is about to do the fall from grace, so he will do that now filled with massive amounts of extra purple.

Hover/Fly and Arctic Mastery are thematic choices. With the exception of fly, I plan to use this as a leveling build as well. Permafrost will be put in fly's place while I'm leveling so I can put that +3% defense IO in sooner.

I think you might actually have to ding 20 on a hero to unlock this if it's not doing it for a log in.
Your other option is to /petition. -

If you create a character and do nothing with the difficulty settings at all, then you will not see bosses. Ever.
In the old difficulty settings, before we could turn off bosses, your missions would not spawn bosses on that default difficulty either. Some arcs had a boss as the end mob but only as the end mob by the time you've gathered enough inspirations to defeat him. -
I'm not sure if button5 is mappable, but assuming it is, you'd do this:
/bind button5 "powexecname ninja run$$powexecname combat jumping"
The two powers are mutually exclusive, so pressing it once will turn on combat jumping if nothing is on, and the second press will turn on ninja run, which by activation turns CJ off. -

I led an MoITF with my Dark Armor, softcapped, no DDR tank. I forgot to change my difficulty settings, and we did the first mission on +4. The team stuck together a bit closer than usual (even for an Mo), but my tank did fine and I only once had a cascade failure. Even then, I was still able to survive, but that's more on the merits of Dark Regeneration than anything. -
Thanks for all the advice guys. I've made the character twice now, but I think I'll be rolling him a third time tonight. I started with Hoarfrost, which seems to work well enough. I haven't used it more than twice, but then again I've only made it to level 6 so far. Another reason why I picked it was to assuage the endurance costs of running another toggle until I could more reliably enhance my powers. The reason to roll him a third time is I added an extra slot to chilling embrace for accuracy, not realizing that the power is autohit in PvE until it didn't let me slot the TO.

Seriously, there's an unspoken friendly competition for us to answer these questions as quickly as we can around here.
There is no real endgame, yet. It's on the way. This game is very much about the journey to the level cap and making alts to do it all over again. Don't think that the game stops at the level cap, though. I still play my main characters all the time, because you can actually "level down" to play the old content with friends.

2. You can solo the entire way to the level cap, yes.
3. Some will be better than others. It will depend on the AT (class) and the power sets chosen.
4. There are combos with some very good synergy, there are combos that don't have a lot of synergy, but you have to try really really hard to make a character that is "gimped."
5. In this game, the best drops will come from soloing.
6. No.
7. All the servers are well populated. Keep in mind much of our game is instanced, so you don't see people running around in the open world. Right now, Freedom and Virtue are the most populated. They are also experiencing server queues right now because they are so heavily populated.

What helps me is to bind "reaction powers" to keys near my movement buttons. I've found that consistency is key.
Since I use the mouse to look around, I re-map Q and E to most toggle powers. Q powers tend to be offensive ones, E for defensive ones.
I bind V as a heal button. Whether it's aid self or dark regeneration, all I have to remember is "V gives me green."
I bind C to be an "Oh crap!" button. This tends to be the godmode powers, like Moment of Glory or Eclipse. -
I've always been a fan of layered mitigation myself, so I'd nudge you in the way of the resistance toggle too. When it comes down to AVs, not only should you have teammates giving you buffs, but someone else will likely have the aggro.
AVs resist more than just -tohit. It is a bit unsettling, but imagine how trivial AV fights would be when all it took was a single rad defender to floor his tohit chance. I like things the way they are. -
It looks to me like the combination will have mitigation in spades. Between the defense, +max HP, -damage, -recharge and knockback aplenty, I think it should have no trouble with most content. I've never been comfortable with defense based sets, though, so I have a few questions.
The plan right now is to put off the S/L shield until level 12. I don't see it helping as much as Chilling Embrace and Hoarfrost will until SOs start to come into play. Does this sound like a decent idea?
I don't plan on taking Tough. Without innate resistance to build on, I don't see it providing enough benefit to justify the costs. Again, does this sound reasonable?
Regarding AVs: they shouldn't hit me often, but I worry about being two or three shotted by a lucky streak. I'm hoping Chilling Embrace and the kinetic attacks should stack enough -damage for that to not be a problem. I'm fuzzy on -damage, but I'm pretty sure it cannot be resisted by anything. Am I correct on that? Of course, there's also Hoarfrost.
Speaking of that, is the combination of Hoarfrost and -damage likely to be enough to hold my own against enemies heavy on fire and psi damage? -

-Tohit on enemies acts exactly the same as defense with one exception: debuffs can be resisted. Against foes higher level than you, your tohit debuffs will be resisted. Also, AVs resist something like 85% of it.
Defense can be relied on more, but -tohit helps your entire team. -

The design goal I know of is that any powerset combination should be able to realistically solo on the standard difficulty of +0/x1.
