I suppose you could take Fighting instead of Fitness, take Taunt earlier and just be a tauntbot for teams in the early levels.
You'll be leaning on a team to do all the damage because even after you get Rage you'll lack the attacks to put together a respectable attack chain. And forget soloing at any useful pace during the quiet hours.
Maybe it's my scrapper background but I'd rather be able to do some damage and have a modicum of independence in the early levels than asthmatise myself for a few extra % in S/L resistance.
My WP/SS, using the picks I posted above, has tanked for TFs with little difficulty. Little short of Antimatters' "I stop your Regen" attack has really threatened her so far. "This might hurt a bit" moments have largely been smoothed over buy Insps, team support and/or Strength of Will.
Your mileage may vary, mine is blitzing along.

If you look at the build posted it has just 2 attacks for the lower levels, Jab and Haymaker, the Fighting pool would actually ADD an attack at around the same level of effectiveness (due to Jab and Haymaker being such poor attacks) even with KO Blow there is no further attack added until much later. Stamina and Quick Recovery in order to use 3 attacks is somewhat excessive. -
The lag problem seems to be with ambushes, which obviously there are a lot of for that section, as every mission I've done recently which is in an open map and which has ambushes seems to suffer from lag when ambushes appear. (including Mayhem/Safeguards)

When you are at a level for which Lost get replaced by Rikti in a mission(high 20s, or Midnighter Arc 30+) the Rikti seem to randomly wear their old pre I10 outfits. There doesn't seem to be any pattern, some spawns are ok, some all are wearing old outfits and some have just a few weraing the old outfits.
It is also causing Communications Officers to con tha same as minions, rather than lieuts (though sadly the portals still don't give xp)

The fact is that with the planned power picks you have you will be an underpowered scranker until L28, and actually may be able to tank from L31
You will have very little damage mitigation without Mind Over Body, which will mean the incoming damage is likely to overpower your regen. Taking your toggles is important, even if you don't/can't run them all of the time. the power which is most easily delayed in the WP set is Fast Healing, I have taken it in the 40s on both of my WP tanks.
It really depends on what you want to do but if you want to actually be a tank for teams then you need to be able to survive, the fighting pool would therefore become more important than the fitness pool, which is just there to let you attack (with all of those underpowered attacks pre Rage)
If you are going to solo, or not try to hold aggro teams then your build should work fine. -

It looks like the team will be low end for Imperious TF so I could fetch a 43 Troller, 38 Tank or 35 blaster, or a blaster/scrapper/troller/tank if you are doing it at 50 -

It has done knockdown for quite a while now, as does crowd control. Those figures may be the animation figures before mace got buffed, a few patches before i12 as I'm pretty sure pulverize should be 1.5 secs. -

Fast healing is the most skippable until later levels power in the set. Willpower gets decent S/L res (around 70% with toughness) and can reach 35% defense versus everything pretty easily.

I didn't mention Fast Healing mate, i don't even have it on my both tankers. I mentioned RttC which fuels your healing and debuffs Acc of mobs around you. At low levels your MoB don't have that good effect and only defense to other kinds of damage comes from HS which is pretty later, available at level 18. In a room full of Outcasts RttC helps you more than MoB during all that energy based attacks.
Oh another advice to you Luke, never skip Taunt even if you want to solo most of the way it will help you to hold aggro during TFs or Trials you want to take part with your awesome hero.

Please re read the text i quoted which states In my opinion Willpower hasn't got any true defense other than fast healing. if you mean regeneration then use the correct term rather than confusing matters by using the name of a power from the willpower set. You also never stated that this was only your opinion of lower levels. -
Very odd power selection, you are aware you don't need to take any gun powers after you respec at L24 (they basically replace the low level wolf powers)?
No Venom Grenade or Combat Tactics Maneuvers? they are 2 very key powers imo -

I have nothing against PvP and take issue with people who state if PVP dies then the game does, thats blatantly not true.
The problem with incentivising PvP is what incentives do you give? As you have stated you have a ridiculously expensive build, what could possibly improve it? And if it's something that could improve it then its probably too much of an incentive, especially with the way PVP is so massively imbalanced (which really in this game is unfixable, one of the major problem being travel powers which marginalise certain ATs)
What do you get from getting a character to 50? Nothing in real terms but a sense of accomplishment. In reality we play a game, what do we get from any of this other than fun, a sense of accomplishment, etc. I personally don't see why you have to get anything from PVP in order for it to provide those things. Maybe if the game isn't providing you fun in whatever way you want it to then its time to take a break/leave/do some rl stuff as just sitting around complaining isn't going to make you happy, of that I'm certain. -
I solo a lot during days, whilst chatting in SG global channels. I enjoy solo play, sometimes I'd rather just have my own company than some of the idiots out there.
I like to do TFs so team quite often for those on evenings. 2 evenings per week I am in fixed teams in which we chat on Vent whilst playing.
Nowadays I like to PL my alts (I have 2 accounts and involve no one else) to 22 to avoid the drudgery of low levels.
Oh look the game can be played, and enjoyed, in different ways. There is no right or wrong way. Those that criticise soloing need to lghten up. Those that criticise farming/PLing need to lighten up etc etc -
I'd be interested in a regular themed team, dependent on time/day planned (can't make thursdays or mondays)

If you are not going to PvP then focused accuracy is fairly pointless in a build using IO sets as you will have decent accuracy in all powers and set bonuses. Plus Focused Accuracy can even suck a WP scrapper dry, especially as Broadsword has fairly high end cost powers. Build Up is up often enough to cut through tough enemies defense, especially as Broadsword has -Def in all of its attacks. -
I think it needs to be more severe than it is now, but not at the level it used to be (prior to the 50% reduction and higher debt cap I almost gave up on my 1st blaster in the late 30s due to debt)

The highest scrapper single Target primary and you aren't taking advantage of that? Plus if you can 5 slot it with Adjusted targeting you get some nice set bonuses.
The slots from Resurgence would be better used in Indomitable Will imo.
And if you can afford it a Steadfast Protection Res/Def IO is always nice in Willpower -
Plus MA does smashing damage which is less resisted than Lethal Damage in PvE
