Unless my math is wrong, based on the coordinates... the flames are behind the camera.

Yep. A few things wrong with your file.
1) Change "Hellion_Window_Fire" to "Window_Fire_Unselectable"
2) Remove the 4 FX statements from each
3) Change the coordinates for the fires to match Dark's.
Now because of your camera angle, you may have to fiddle with the fire's EXACT placement, because as it stands, you get the outline effect you want, but only on half the body. You'll need to move the flames to Dark's right a bit in order to get him completely engulfed.
And before I forget, you have two sets of health and health max for your first fire.

Grrrr, how annoying that the maps I need are on TASK FORCES. (Sutter TF, I'm looking at you...) Still, I shall endure.
However, something that folks CAN help with, regardless of server or time zone - I am collecting any screenshots I can get of I-21 that have been PUBLICLY RELEASED. I've got the ones from the main COH site, and the ones that Golden Girl and a few other folks found on PCGAMER. But if you guys have turned up any others (on sites like IGN or Massively or any number of game sites), please share the links here!

If you're not on Justice, don't worry. I have scenes in mind (yes this sucker is progressing FAST in my head) where I will need several heroes and/or villains in a scene, and I can demomap folks in from other servers. Alternately, if I need a really big crowd of players, I can always see if Test is available - then you can just port the character of your choice over there.
And yes, I've already found my music for the teaser. No, I'm not telling you what it is.
And I might actually need voiceovers for this one. Mwahahahahahaha...
