Can someone please tell me why the fire isn't showing up?

Yes. You need to assign it a health value. Add the following lines for each fire, replacing XXX with the relevant object number:

0 XXX HP 150.00
0 XXX HPMAX 150.00

This is because fire is a destructible object.

For flames at half-level, drop the HP (NOT the HPMAX) down to 75 or less.

Still no fire... What else am I doing wrong here?

What I'm trying to do is have the flames out of the building, engulfing Sin Stalker, to the point where you only really see an outline of his figure.

In the comic its not really Sin standing there in the fire. Shade Angel only thinks its Sin until he gets closer and the figure floats forward to make the BIG REVEAL.

Unless my math is wrong, based on the coordinates... the flames are behind the camera.

Yep. A few things wrong with your file.

1) Change "Hellion_Window_Fire" to "Window_Fire_Unselectable"
2) Remove the 4 FX statements from each
3) Change the coordinates for the fires to match Dark's.

Now because of your camera angle, you may have to fiddle with the fire's EXACT placement, because as it stands, you get the outline effect you want, but only on half the body. You'll need to move the flames to Dark's right a bit in order to get him completely engulfed.

And before I forget, you have two sets of health and health max for your first fire.

that shouldnt be. I went to the windows themselves and ripped the coordinates from a characters standing on the window ledge...
