Teleport: Travel as a click power. Monstrously annoying to use for most people. Faster than anything over long distances. Less direct combat use in it's prereq (though if you're going to show up first, might as well Recall Slower Friend.)

    [/ QUOTE ]

    Just sort of an aside:

Nuts to the mundanes. My Boost Range+Range-enhanced Teleporting Blaster has Recall Friend and AtT--I refuse to port your lazy butt across the Shadow Shard ever again if you have yet to move by the time I get there. LEARN THE PATHS. If my travel power-less Stone Tank can get across the Shard faster than you, you're not trying hard enough (granted, the meaning of "travel power-less" is up for grabs with all the bonuses that toon is sporting).
    Also applies to non-Shard cases.

    </rant>

    [/ QUOTE ]

Very much a personal taste thing. I built that character to level fast. (It was, like, issue 4 or 5 and my first 50 took me 563 hours. That is not a typo, that's how long it used to take people to get to 50. Fast people could do it in, like, 300. ) Force Fields so I can get on higher-level teams and contribute (later discovery: I can fill teams with unkillable blasters and melt holes in the map), teleport for max-speed movement and Recall Friend so once the slow loaders get in zone I can drag 'em to the mission door and start already.

Out of 30+ characters, I have one or two with Recall Slower Friend. It's not something I do unless I feel like it.

    [/ QUOTE ]

My Blaster took like 550 hours, 6 months, and Exalted to get to 50. My Brute took around 350 hours.

Just one question for the devs:

    Where are the electricity Controllers?

We have the tech costumes that make this fit. I can think of 3 Holds 1 being a group hold, a pet summoning, even an AoE that could be used. I know many people would hate it, but I am just too big of a fan of the end drain to not have that option.

    [/ QUOTE ]

Because it would need a large number of new powers. Mental Manipulation was pushing it with World Of Confusion.
  3. [ QUOTE ]
The 4th option is that energy aura for scrappers and tankers can be different from the brute's version. Actually, fire melee gets a similar treatment. As mentioned before, this might make the brutes mad.

    [/ QUOTE ]

Interesting how all 3 ATs with Fiery Melee have different sets. The Brute/Scrapper ones are the closest, but not the same.
  4. [ QUOTE ]
Personally, I like Mace Beam and Mace Beam Blast, and find Mace Beam Volley to be kinda lackluster. I don't think I've tried Poisonous Ray (though this thread is giving me second thoughts!). And my Bane isn't high enough for Crowd Control yet, so I can't comment on how that power might affect range vs. melee strategies.

    [/ QUOTE ]

The only hangups that Poisonous Ray has are the range - 40', and the activation time - 2s. Other than that it's golden.

Yes. The IO only stops working if you exemplar more than three levels below the IO's own level. Active/inactive status of the power it is slotted in is irrelevant.

    [/ QUOTE ]

I believe that was fixed. IO's work at all lvls. You loose bonuses if you exep below the lvl of the power it's slotted in.

Or I'm crazy and imagined that, which is so simple.

I believe it was the patch that let Accolades stay when exep below the level they were atained at.

    [/ QUOTE ]

No. Anything listed under "Set Bonus" in your power listings (found by Menu -> Personal Info (J)) functions like a set bonus, and turns off if you exemplar/malefactor more than 3 levels below the enhancement.

These include (but are not limited to): the LoTG and GoTA +7.5% enhancements, as well as Impervium Armor and Impervious Skin, the Knockback Protection IOs, and the Steadfast Unique.

*Note* I can't remember if Aegis counts or not. I've heard both, so proceed with caution (ask someone with more expertise).

Procs, and some set duration IOs will work as long as you have the power - these include all Damage and Debuff procs, and the Healing/Stealth Uniques.

Some that I'm not positive on are Rectified Reticule (it WAS an "On Power Activation" enhancement before, now I'm not sure) and Force Feedback (I've heard it doesn't work while Exem/Maled period, regardless of level).

  6. As an Aside, Slice has a 1s activation compared to Channelgun's 1.33s and Longfang's 2s activation. Arm Lash has a 1.67s activation time, for a rather significant amount of damage. If you plan on Malefactoring then it's nice to fill the attack chain.

As Far as I know, Poisonous Ray is standard issue for Banes, range or no.
  7. Take Tactics. It gives 6.24 Confuse protection at level 50. Workaround, I know, but an option nonetheless.

That would be because Brute attacks/auras have a Taunt Component.

    [/ QUOTE ]

Why is it everyone automatically assumes everyone else doesn't know anything about this game? Oh, by the way, you forgot to mention how Brutes have a threat rating of 3 against a Stalkers 2.

All of that is irrelevant: Most of my Brutes are NOT speced for Agro Management. Heck, the Brute I'm thinking of is a Stone Melee/Willpower mezzing DPSer who's only AoE is Fault. So when I'm fighting something I can't mezz with Fault (Nemesis, for instance, if the Fakes get their disp bubble up before I can hit them with SS) there is going to be some agro leakage. RTTC is just pitiful for agro control, I really wish they would buff the aura taunt on it.

    [/ QUOTE ]

    [/ QUOTE ]

Uh when did they change the threat rating on Stalkers? Cause when I checked in July last year, they had a Threat Rating of FOUR.

[ QUOTE ][LIST][*]The devs Have never promised complete proliferation.

    [/ QUOTE ]

Correct me if I'm wrong, but isn't there an interview where one of the devs say we won't go two issues without proliferation?

    [/ QUOTE ]

    yes there is

    [/ QUOTE ]

Also BaBs (I think) said they were planning on Porting everything but Empathy and Poison. (This was prior to I12)
  10. [ QUOTE ]
My thought is that this actually cripples one of the primary functions of CP, and that is minimizing your endurance expenditures while recovering from OL's crash.
truthfully, that's pretty much the only thing I use it for, since ED easily handles any other endurance issues the set might have.

It is not a bad idea, though, I just think it wouldn't be what is needed.

    [/ QUOTE ]

If this happened to both EA and ElA then we could simply get Conserve Power in Mu Mastery.

And anyone who thinks Shield Charge is a problem, I'll refer them to the Tier 9 in Electric Melee.

    [/ QUOTE ]

Which does make it a problem. Two powerful AoE TeleNukes that don't notify? Uh...

    [/ QUOTE ]

Uh... they do notify. A Stalker using LR today won't drop out of Hide, but every mob he hits will aggro on him immediately. If he's quick, he can still get his Hide crit following the LR, but he's due one Hide crit anyway at the start of a fight so really, it's not about extra damage or getting away with something an Elec/SD Brute can't already do.

    Next?

    [/ QUOTE ]

Huh, didn't know they fixed that. The last time I teamed with an Elec Melee Stalker they didn't seem to gain agro from LR, when did they change this? I'm going to have to get my friend to log on his Elec Melee/WP Stalker and test this out, maybe it just doesn't draw enough agro to pull enemies off a Brute.

    [/ QUOTE ]

That would be because Brute attacks/auras have a Taunt Component.
  12. [ QUOTE ]
It depends on why you think it is necessary to avoid two CP. If you just think that it doesn't look good to have two powers that are exactly the same, then we can simply change it to something slightly different, like what you have suggested.

If the underlying reason of avoiding two CP is that there might be too many endurance management powers for EA (on top of energy drain), then a substitute power with +end or +recovery will potentially have a similar issue. On the other hand, to port the substitute power back to brute's EA, the substitute needs to have end/recovery component in it.

But anyway, it's just some thought on this issue. In principle, things can be tuned such that everything is right without offending most people. We'll see how firm the dev will stand on this so-called cottage rule.

    [/ QUOTE ]

I was thinking that CP could be changed to a faster recharging but less powerful End enhancement with some other things in it as well:

Boost Energy: Click power (300s recharge)
    +150% Regeneration for 90s
    +33% Enhancement(Endurance reduction) for 90s
    +20% Enhancement(Defense) for 90s
    +20% Enhancement(Heal) for 90s

    Thoughts?
  13. Here's an idea I had for Energy Assault's KB powers. The Idea is to allow them to fully mesh with ones Holds.

"When you blast your target, you keep them off balance and lower their resistance to mezzing effects."

This is a fairly small amount for power bolt (say -8.33% resistance to Hold/Disorient/Sleep/Immobilize/Fear/Confuse), and a more significant amount for Power Burst and Power Push (say, 25% each).

Not only will this help with your hold durations, it would also benefit the disorients in Bone Smasher, Whirling Hands, and Total Focus.

Just something that came to me a couple days ago. I'm not positive it's what's needed, but I hadn't noticed it suggested before.

This older thread seems on topic for my issue...

I just slotted this Gaussian BuildUp Proc into my PB's Build-Up click, and I'm wondering if that was a mistake. I replaced a Recharge with it, and so have lost about 5 seconds on my Build-Up's Recharge (went from 45 sec to about 50).

Those lost five seconds seem more valuable to me than the measly 5% chance I might get a little xtra Oomph when I fire it now, and I'm thinking of putting a Recharge IO back in its place.

So, leave Gaussian BuildUP or replace it?

    [/ QUOTE ]

Depends whether you want more damage or more defense. If you have the full set, that's +2.5% to Melee, Range and AoE. If you want more damage, stick with the recharge. The proc fires so infrequently it's only ever good for the full set bonus.

    [/ QUOTE ]

It's not terrible in Tactics and Follow Up.

I put a +stealth io in prestige power slide, so that way it doesn't take up a "real" IO slot, and leaves sprint open if I want to jog in a less sneak manner.

    [/ QUOTE ]
You can t put into any sprint powers either. Sorry.

    [/ QUOTE ]

I have these in a sprint variant on every character I play, and I regularly put them back in sprints after respec. I just did so twice before I14's release.

    So yes, you can.

    [/ QUOTE ]

S/He's confusing the Stealth IOs with the Universal Travel sets. I've slotted Stealth into my Sprint variants as well.

  17. [ QUOTE ]
    Important do not:

Do NOT send a tell to someone that has 'no blind invites' and then immediately follow it up with a team invite without waiting for their replies.

If they are playing a blaster, they probably have a very good reason for saying 'no blind invites' because that pop-up in thne middle of the screen CAN and HAS gotten them killed. It has gotten me killed, since I play so much on the edge that even a moment of distraction can spell the difference between victory and faceplant.

    [/ QUOTE ]

When I'm on a character who does this, I turn on the "Not Accepting Invites!" Flag, Go on "Hide from Searches" and "Do not Accept Invites". I tell my SG that I'm going under the radar, and to send me a tell for me to open up.

But yes, the main premise of the problem is incredibly annoying.
  18. [ QUOTE ]
It's just how all self heals work. They only recently gained the ability to do things based on entities' HP. (Castle was playing around with it for Stalker AS for a while, and now Cimeroran Surgeons have it.)

    [/ QUOTE ]

Remember Stalker AS on Test? A team of 8 just simultaneously spiking each member of the Freedom Phalanx for 5000 a piece? Good times.

    Just make a sonic/sonic...Problem solved.

Now, I would like to see a guitar in the game. But I would make it an Axe or Mace.

    [/ QUOTE ]

If we get the ability to make our own costumes/powers/environments with MA I'm gonna make a Freakshow Rockband with a Guitarist AV.
  20. [ QUOTE ]
Definately agree 100% I prefer to listen to music anyway than another 12 hours of misc. grunts, the same music loop over and over and the sound of electricity crackling.

How about a texture change for patrol XP as well, if you're blue/green or blue/red colorblind it is virtually impossible to tell the difference between debt, patrol XP and normal XP.

    [/ QUOTE ]

The latter was brought to the Devs in Open Beta for I13. They said they'd look into it but it wouldn't be for a little while (like I15, or sometime in the next quarter maybe).

got it slotted on my brute. Not sure if the heal rate is based off his hp though, only have it on one toon.

    [/ QUOTE ]

If you're in PvP, it's straight +regen, slightly better than a Miracle.

If you're in PvE, it is off the melee healing table, which does happen to be be a ratio of your AT's HP. So it will heal more on a Tanker than a Defender, for example.

    [/ QUOTE ]

Figured as much on the heal, since I only have it one toon. Wasn't gonna toss facts around w/o seeing it myself. Besides most of my toons are pve as are most peoples toons. The 7.5 endurance every few seconds already makes this worth enough to slot.

    [/ QUOTE ]

Is the Brute in question level 50? Cause I punched those numbers in for a level 50 and got 4.33% of your base HP.

    [/ QUOTE ]

yep 50 and he's just under 2.3k hp

    [/ QUOTE ]

It's based off of your Base HP in all likelihood - Entropic Chaos was.

Yeah, ragdoll physics are often suppressed if the mob is engaged in another animation. I'm not 100% sure of the mechanics, but I avoid the issue by not spamming lift on the same target twice in a row.

    [/ QUOTE ]

That really helps when I'm up against a Single Night Widow.
