  1. Warshade (and I assume Peacebringer) Dwarf form cannot activate the Steam Punk emotes.

    Really hoping I can use Hot Temper soon.

    In the new sets some of them can debuff foes - Monsoon Elemental comes with Hurricane and the Vanguard Wizard has Twilight Grasp - but none of them can harm enemies in any way.

Blasters can use their low level attacks while mezzed, and that's all I used. In any mob I targeted people low in HP, and I usually finished them off. I went after squishies rather than melee types who may have had minor Resistance or Defense.

    The thing that put me over the top was loading up with +3 SOs. I got them by farming an AV. I think it was a level 47 AV farmed by a level 50 char with level 10 sidekicks to get the level 8 SOs, or something like that. I only had a total of 7 slots to play with, one in each of the 3 powers plus 4 for leveling up, but you can do a lot with that. I think the Arch attacks both had a Recharge SO, so my attack chain was constant. Most Blasters that level are lucky to attack 50% of the time. All attacks had an Accuracy SO, so I was far more accurate than most of the other people involved. Your average person with a single Accuracy TO had a 54% chance to hit, while my Archery attacks were 80%. And I think I had a couple Damage SOs as well in Snap Shot because I used it most often. I was doing around 3 times as much damage as a TO slotted Energy/Energy Blaster. Death is Nature's way of refilling your END bar, so no need for END reduction. I didn't avoid death because I needed the END. I ate dirt just like any other Blaster when people teamed up on me. But I gave far, far more than I received. I played the same build on serveral servers, using a Respec to remove the SOs when done and the Market to transfer them.

    The end result was that I came out on top, often by a whole lot. Enough that people accused me of bringing in friends to be my targets, or using Inspirations (which were against the rules). But the truth is that the right powers, Enhancements, and tactics can make a HUGE difference at low levels.

    So yes, low level SOs can be VERY effective. But as others have said, they are usually outleveled and discarded very fast.

    That's the main use I got out of the Going Rogue Pre-Order enhancements - the procs are of limited value (except the Knockdown, which is exactly the same as the Kinetic Combat proc), but 16.67% Damage and 16.67% Recharge from level 1 is HIGHLY useful, even once you hit 21.
  11. Just checked the beta server - It doesn't even have the Steampunk pack on record, let alone enabled for use.

    On the live servers the three emotes associated with the Steampunk pack (Inspiration, Train Whistle, and Hot Temper) show up on the emote list - not so in the beta server.

    Out of my 5 Incarnates 3 Have Diamagentic (My Crab has a T4 Core, my Dom a common and my WS a T3 Total Core), 1 has Reactive, and 1 has a Reactive AND a Paralytic (Both Total Radial T3s). 5% Tohit is the best IMO.

    I random roll on my toons when they're leveling from 30-33 (I specifically slow down to get maximum value), and I parked a Stalker at 30 for the purpose of random rolling (even if there are items of low value in Pool CD, I may still need them for my builds). Otherwise I use them for:

    LoTG 7.5% Level 30
    Numina Reg/Rec
    Miracle Rec
    Performance Shifter +End Level 21
    Basilisk's Gaze Quad Level 30
    Celerity Stealth Level 15

    I don't even sell these usually - I just slot them. Stockpiling on a couple toons for Gladiator Armor unique as well.

    AVs/GMs always drop SOs regardless of player level. It's IO recipes that drop based on the level of the critter - a Level 1 would get a level 1 SO and level 50 IO recipes from a level 50 AV.

    Like for me, I make sure my enemies are held first, so the DoT wouldn't matter in most situations. However, there are some circumstances where an AV is coming at ya and the team isn't ready for it. With a click of one button, they're harmless.

    But what's this, oh no, the damage proc goes off and now i can't sleep them for like 10 seconds!

    This is the entire reason I took the debuff-side and why I refuse to go Very Rare. I don't want to give up my AV-sleeping ability, the ability which makes Mesmerize itself one of the most powerful abilities in the game, IMO.
    This is basically why the Chance for Lethal Damage in shield breaker makes me angry - my Bane's Surveillance needs to not aggro the enemy. So no +3.13% Melee Defense for me.

    Inf used to be a struggle into the 30s, but with the amount of salvage you generate it's no longer a big deal. However, that assumes you solo a decent amount... if you mostly fight in large teams you get a lot fewer drops and level faster so you may have trouble affording all your enhancements unless you do some basic marketeering. Still, you can always buy dirt cheap level 50 recipes and vendor them for several thousand inf profit apiece if you have to, or just email yourself a couple million from a high level alt and forget about it.
    What I would do is put in bids of 100 inf for uncommon low level salvage, let them fill, then withdraw them and vendor them for 1000 inf a piece. doing this every time you go to the market would allow you to easily hit a million by the time you reach SOs.

    Frostworks is an Ally +Max HP power. That could help absorb alpha.

    To be fair, I was still flat broke on my original toon until the low 30's - when Inf Rewards started outpacing the cost of slotting SOs. But that was prior to playing SG Mode (I4 in my case) so it might be even worse or a non-issue (depending on if your SG Mates mind loaning you a few million, or if you do lowball bids on low level salvage and vendor them for profit).
