Nope, anyone can visit Praetoria and take part in the Neutropolis zone event. A decently-built level 50 can solo it without too much difficulty (AT-dependent, of course).
The only things in Praetoria that are currently off-limits to Primals are the Moral High Ground, Loyalist, and Resistance Member badges (the badge from the Praet tutorial, Avid Reader, can be obtained by following a certain conversation track with Prometheus in Ouro), since Primals can't run Praetorian arcs (and even Praetorians are currently unable to flashback to stuff they've missed). -
PinnBadges and Cozmic's Playground are the two big ones. PinnBadges is silence upon joining due to issues with certain...individuals, but you can just message an op and have them unsilence you (they're usually pretty good about staying on top of that sort of thing anyway). I believe (90% sure) that ops can unsilence someone even if they're logged off, so if you can get the attention of one here on the forum (anyone want to speak up?) they may be able to set that up for you.
TRIVIA: I was logged out immediately upon the original submission of this post. Sigh. -
By the way, PvP is pretty much dead in City of Heroes. The devs might revisit it in the future, but honestly there's a 50/50 chance of that making things even worse (that's what happened the last time they addressed PvP).
The PvP section of the forums would be a good place to start though, as there is a small PvP community remaining. -
Wow, that was stunningly bad. Reminded me a lot of Fear Her, only less interesting and with worse characters. It also seemed like it was written to pander to children looking for a "scare". This is the sort of thing I'd expect to see on Nickelodeon, maybe an old episode of Are You Afraid Of The Dark?.
Fortunately next week looks to be a return to better episodes. -

There is the conceptual problem of using salvage that is actually in a vault across the city rather than on your person, but short of invoking Hammerspace there's already the conceptual problem of your character carrying 2 Diamonds, 10 bars each of Gold and Iron, and a couple dozen other trinkets. -

The fact that I've only run that awful TF a couple of times explains why I couldn't recall it as being any different than the Cooling map (I honestly don't even remember a mission taking place in Talos).

I think you might be mixing episodes, I specifically remember the "my Mom made it for me" line as being his response to a kid (in the first episode, IIRC) asking him where he got his costume.

I know this is currently useless to you at 32, but when you hit 50 and start Incarnating (if you choose to do so), go for the Ageless Destiny tree. At tier 4 it will completely refill your end bar (costing you nothing) and buff your recovery. You'll still have a brief period of 0 recovery after the largest part of the buff wears off, but you won't lose enough endurance during that time to matter and you'll make it back since the rest of the buff lasts longer than the crash.
Ageless Destiny -- making Blaster nukes worth it since 2011. -
I'm still not clear on what "limited market access" means for Premiums. They can sell but not buy? Buy but not sell? They can do both but only have a few market slots?

New players aren't going to have any inf and most returning players will probably find that their formerly massive stockpiles of inf are a mere pittance these days. Plus the fact as Bill said that market access is limited for non-VIPs.
