I can't see how anything is going to get any better under these circumstances... so I'm speaking out one more time... and that may be hopeless... but it's not ridiculous.

Pretty much this. I believe the devs are hesitant to even begin touching on the possibility of creating a more efficient system for bases or personal housing due to extreme player investment. Super groups and bases are rather iconic to the setting, and social play is a huge (if not the largest) part of what keeps people in MMOs, so I'm considerably dumbfounded that more effort hasn't been put into expanding the perks that come with being in a group, and just a general exploration of the base system. Housing is a space that few games explore as well, but with such an emphasis on customization I'm also pretty surprised that more effort hasn't been put into it here too.
In the same way that issue 24 seems to be a "fix stuff" issue, I'd be perfectly fine if some future issue was devoted to revamp bases, add stuff for super groups, perhaps explore individual housing, and so on.
As for bases, other people have said this, I think the current system should be left in place as a legacy system (obviously, way too many awesome bases to just invalidate them) and make a new one that can exist side by side with an old-style base. I like a lot of what SuperOz suggested, and I agree that with the tech the devs have to work with today, it shouldn't [Standard Code Rant] add a prohibitive amount of additional strain, especially when you take PvP constraints out of the picture. -

Combining Cloak of Darkness with Super Speed WILL give you full invisibility. So will Cloak + a Stealth IO. However, if you aggro an enemy, they will become aware of you and attack. If you plan on using invisibility to slip past things, make sure to turn off Dark Embrace, Cloak of Fear and Oppressive Gloom, or you WILL aggro things you get close to.
