  1. My favorite bug still exists: Super Reflexes reporting "Deflected" rather than "Dodged". Mechanically, no harm no foul, but conceptually, it's yucky.

    I feel sorry for the devs. They are great devs and this Issue's launch has been very rough. I suspect marketing forced the "must release on anniversary" thing. That's speculation, of course, but I wouldn't be surprised. In future, best to avoid that kind of thing and go the Blizzard route of "when it's ready".

    Once the kinks are out, I17 will be one of the strongest Issues in the game's history. Bugs aside, it's a fantastic Issue.

    Believe it or not, that's a real bug and people have lost valuable things to it. I myself only lost a Sleep Purple, so no big deal but I can only imagine someone out there lost something like a Panacea proc or a couple billion Inf to it.

    P.S. Read some Silver Age comics. Those are the comics this game aspires to (even if it ends up more in the Bronze Age sometimes, it's the Silver Age it's meant to emulate).

    Another round of Free Costume Change Tokens due to the disappearing-custom-power bug.

    Something (I don't know what) for the disappearing market stacks/market downtime.

    Something (I don't know what for this either) for the disappearing Gleemail bug.

    And a commitment to never to release an Issue until it's truly ready for live (attaching I17 to the 6 year anniversary date was a mistake).

    This game has had a wonderful track record for polish up to this point (prior to I17 CoH was one of the most polished MMOs on the market) and I'm sure it'll quickly regain that reputation once this is all sorted out.

    Your explanation is a good one. Even downy me can understand it. The IO drop timer does not reset if you kill the same person while it's running, that's simple enough.

    But, I think my original premise is still basically correct: the more often you kill someone, the lower the drop-per-kill rate. But the posters saying the IO drop rate should increase as a result of the rest penalty being done away with are also correct since less downtime = more kills = more IOs, generally speaking.

  8. On average in Tactics it will go off once every 100 seconds for 5 seconds. That's +100% of base damage, so +50% enhanced. At 5% uptime (which is being a bit generous) you're seeing a 2.5% increase in your overall damage. Now subtract from that every time the thing goes off but you fail to be using an attack during that 5 second window and you're looking at less than 2.5% damage.

    In Followup, that 2.5% would probably be a bit more reliable. Given Followup's recharge time you're probably looking at closer to 4% damage increase over time. On a Brute, far worse as the 4% gets buried under Fury. I'd sooner slot another Accuracy, ToHit or Recharage in Followup and get more net benefit.

    Slotting it in Buildup is the worst-case scenario. You'll see it once every 3 minutes or something like that. I've got it in Buildup on my MA/SR Scrapper PvP build strictly for the +Defense. SR helps Gaussian's miserable Recharage out with it's 20% Recharge bonus in Quickness.

    God, I love SR.

    P.S. Oh, yes. Gaussian's Buildup proc is basically a waste of a slot unless you want the 6-set bonus, but if you must use it, use it in Followup, as that's your best-case scenario. Otherwise, using that slot nearly anywhere else is going to be of larger benefit. But hey, IY15, so use it all you like if that's your thing.

    P.P.S. This proc could really benefit from increasing its chance to 10%, it's duration to 10 seconds, and a visual Buildup cue on your character when it goes off.

    Given the disappearing Gleemail bug, be glad you didn't. I lost a Purple to that bug, but it was only a Sleep Purple so I didn't bother with a petition. And another Purple dropped an hour later, so I felt much better about it anyway.
  11. I prefer the ones that give powers that generate uses rather than are time-based. On frequently played characters, the time-based stuff is worthless, but you can accumulate uses even if you play a character every day.

    I like the Combat Shield, Beguile and the market teleporter powers the best.
  12. I like the temp powers, but IMO the drop rate is a bit too generous. It could be curbed by 33% or so, just to keep the temps from becoming junk. But if that doesn't happen I won't be heartbroken, after all my lowbies love Recovery Serum. Best temp ever, especially pre-Stamina.

  14. I use MSSE too. I've not had any CoH performance problems with it.

    I ditched AVG when it mistook CoH for a trojan.
  15. Both have loads of survivability once you're in the mid-20s (while you're a Blood Widow you're very squishy), but the Night Widow brings vastly superior damage, and the Fort brings soft and hard controls to support a team. Both bring team buffs, naturally.

    Personally, I'd go Night Widow since I make good damage dealing a priority and I prefer to solo most of the time. If you're very team focused, go Fort.

    I contest this point due to the Rep timer. The more often you beat someone, the fewer drops you get from them.

    Base camping has more to do with overall zone population imbalance than the rest penalty.

    P.S. And this is exacerbated by people's general refusal to use the alternate exists for whatever reason. I guess people prefer sticking together so end up just going to the obvious place: the front of the base.

    Axe/ SR or WP?

    Unless you are a Tru Warrir and never touch Inspirations, softcapping SR is not the optimal build choice for PvE (IMHO), especially by level 50. Maintain 2 columns of Defense Inspirations, use 1 at the start of each spawn and you can take on +0x8 difficulty, or even higher if you care to, with what amounts to a permanent supply of Defense Inspirations (they drop like rain). This lets you concentrate on other things like +Damage or HPs or Regen or any number of things. My MA/SR Scrapper has +40.5% Damage and 20ish% Regeneration, for example.
