Placate always replaces Confront. Which is a clear winner in the Stalker's favor. Only one cone (Repulsing Torrent) is sacrificed to AS. And that was Castle's way of making the Stalker set equal in AoE to the others by making a cone that no one would want. Newer sets don't lose any AoE, which over time will create a situation where Stalkers are as good or better than Scrappers in AoE, better in single-target, and equivalent in survivability.
Now as to the bit I've quoted
Yes Placate always replaces Confront, however the AS replacement isn't as clear cut as it used to be. Also any self buff is always replaced with Build Up (though Staff is going to be an exception to this)
Lets take a look at ElM the first Stalker set that lost no AoE damage powers. Confront/Taunt was replaced with Placate. Thunderclap after a considerable effort on the part of Stalker players ended up being replaced.
So here we traded an AoE control power for a ST Damage Attack
Now I'm not sure how good Thunderclap as a control is, but it can nake difference in the amount of incoming damge. I think it's a mag 2 stun so that will get minions and Lt's so a Scrapper is free to deal with Bosses or high threat non bosses as easily as a Stalker would opening from Hidden. What's more the good AoE damage Scrappers can deal has a decent chance of eliminating the minions that have been stunned.
So the performance is probably comparable.
Honestly though thinking about things a bit more I think it may be apropriate to remove the team based crit chance on Stalkers. From what I remember that change was put in because Stalkers could not realistically make use of Hidden attacks in team situations so the team crit was added as a way to bypass the issues that interfered with crits.
Now that we have Focus I don't think the team crit is necessary anymore
since Stalkers can undeniably deal out the ST damage they were always meant to. -

This focus of yours on the 138 HP is really starting to annoy me for these arguments. Yes Stalkers have 138 HP less than Scrappers at the base. However the big difference come from the HP caps. Compare any Scrapper Secondary set to the same Stalker Set, with the same powers and slotting where applicable. The Scrapper will always have Higher HP, which means a higher Regen rate, a higher benefit from self heals, and more time to react to incoming damage. In a teamed situation The Scrapper will get more benefit from any Ally +HP powers that may be available. A Stalker will never have more than 2006 HP, whereas a Scrapper can get to 2409 a difference of 403HP which is a significant number.
HIDE does not add anything significant to survivability after a fight starts. When Hide is suppressed it adds all of 2.5% percent defense and adds absolutely 0 +Stealth. Every other Stealth power in the game still adds some +Stealth when suppressed. Placate when granting HIDDEN status does not in fact cause Hide to become unsuppressed. Placate can cause a single enemy to stop attacking for up to 10 seconds, however there are situations where this won't work. Yes Placate is quite a survivability tool, but isn't significantly better than other types of controls -

See I've actually come up with a diabolical plan that capitalizes on these concepts. You install the red button in a heavy traffic area, label it do not press. Obviously this results in massive presses of the button.
Every time the button gets pressed a side panel opens up showing how many times the button has been pressed. What makes this diabolical is each press charges up the super weapon.
The best part, it will probably be the heroes that cause the final charge up. -

As for why no new SFs, yeah, they've gone on record saying that they want to dole things out equally, so any new strike forces will be put out at the same time as new task forces, or the content will be co-op

For new SF's...
well it seems like some zone revamps are coming up so in a hypothetical example Kings Row gets revamped.
Obviously Kings Row is a bad place to put Co-op as the threats for that level don't demand Co-Op. With this in mind why not put a Strike Force for Villains in that deals with the new Kings Row.
The Shining Stars make a good target. I'm sure Villains won't mind attacking their base to steal the portal tech Proton's been working with. Heck the Villains could even stream annoying music stuck in a loop on the PA as they leave. Then they run into Paladin on the way to TP Blue Steel's coin or something.
While both sides aren't getting the same kind of content, both sides are getting content so it should be alright no? Something simple like that could do alot to aleviate the SF gaps over time if done consistently right?
Shouldn't be too much extra work for a SF but I'm not sure what's involved in creating those. -
I actually checked what the Hero TF's were
ignoring the Shards and factoring in Co-Op and Respecs
Hero's have 20 TFs
now granted the zone specific ones in Croatoa and Striga haven't been used in the rotations but that's still 18 TFs available with every level range(except 40-45 oddly) having some coverage and some areas having multiple options available.
Quite a disparity there, and that's ignoring some of the TF's available
Now granted I don't think all of the 18 TF's get used for WST but the potential is there.
EDIT: Just remembered EDEN showed up a couple of times which is 39-41, yes it's a low range but it means there's partial coverage for 40-45 on the Hero side.
NEW EDIT:Looked at the WST list again so apparently every time Ice Mistral is up wither Numina or Eden are also up, Numina being done first and then Eden. so Redside gets Ice Mistral for 35-40 x2 and Blue Side gets Numina/Eden covering 35-41.

Redside only has 14 options including the CO-OPs with the level ranges of 30-35 and 40-45 lacking options aside form the ITF, Mortimer Kal and the appropriate Treespecs.
a 30-35(or 40) and a 40(or 35)-45 would do tons to alleviate a lot of these problems
the bottom line that the WST's make blatantly obvious is this

That's because of a heavy CoT presence in parts of the arc.
CoT are actually weird in that during the lower levels due to a heavy presence of Spectrals the fights can quickly become catastrophically hard. This declines in the higher levels as Spectrals become less common.
This Spectral Threat becomes even worse on teams. -

Anyways I've always found that teams will appear once I start doing missions.
This usually ends up being the case though there have been times (particularly redside) that ends up not happening. -
Don't forget that the LFG Queue will highlight what the WST is.That neat feature has been very helpful to me when I didn't know what the current WST was.

probably they have some general ideas about stuff that needs to happen. How it links together and which things are revealed when are being done as we go along. At least that's how it seems to me. -
The buff from I22 was to the cap only.
Way back in I12 Stalkers received a base Hp buff but the cap was left alone. -

The HP Buff was for sets that have the ability to raise their own HP namely Willpower,Regen and Ice. With the old HP cap of 1606 those secondaries weren't able to take advantage of their abilities. IIRC a single SO in HPT at level 50 basically put you at the cap.
As a reference point my NB/SR (a set with no ability to raise it's HP) is at 1500 something(closer to 16 than 15) with the accolades and random set bonuses that I wasn't aiming for. So without really trying I got near the old HP CAP.
Does the Hp buff do anything for him? not really except maybe if Frostworks or a similar power is ever used on him the HP boost won't go to waste.
But the HP buff was so that Stalker secondaries with HP boosting capabilities can actually make use of those capabilities. -
Since you're enjoying the new Atlas Park so much, when you get around to it, or find another available slot check out the Villain Side, as Mercy Island received a similar revamp though it's not as drastic as the one Atlas got.

It's a much better alternative than making it an unlock or free, because either way you slice it (whether you paid for a special edition/pack or bought it on the market), you still paid extra to get a hold of a minor extra.
Actually I did pay extra for the Hero Gear Kit back at launch primarily for Power Slide. I'm probably not the only one that did so, however with that in mind I would LOVE LOVE LOVE to see the in game perks from that make thier way onto the Paragon Market.
This game has always been about gioving people options to customize their characters. Stuf fliek this is a bit pof extra customization and I wouldn't mind if the in game items I had purchased were made avaialble for purchase again.
Also find a way to get Old Storm Kick back in the game some how silly as the animation was. -

This discussion has made me curious, by any chance does someone know what the Tanker Damage Cap is?
Cause from what I'm reading here it seems like it's set to 300%, if that is the case I don't see any harm in that getting raised up to 400% This would allow more potential without harming the AT balance for the melees. -
In the Assassin Strike.
Almost always in the Assassin Strike.
Because of the how the ATO gets triggered AS is almost a 100% guaranteed trigger.
BU+AS(You become hidden)+CU(2 combo points crit) = a dead mob
This is really good when not Hidden
And If you start hidden that's a full AS and a CU(2 point) Crit. short of Eb's,AV's and GMs I don't think anything you fight in amission could survive that damage.
