I like the exclusivity of my Prestige Power slide and Cape of the Four Winds, thankyouverymuch! I was around then and paid a premium investing in this game (again) based on the perks in those packages, which were advertised as exclusive.
Enough with entitlement....old items that were exclusive should remain that way. Want to adopt a new philosophy for new promotional items going forward, maybe consider it. But, there is value to uniqueness though....
Desire for an item rarely drives people away -- going back on your word (as some suggest Paragon should, by giving things away previously advertised as exclusive) 1.) damages Paragon's credibility and reputation to some extent and 2.) generates negativity in those who had an inherent exclusivity to those items through previous transaction.
Seeing as how there were two ways to get that stuff back then there goes your exclusivity argument.
Personally as someone that bought the Hero Gear Kit, I've always agreed that the in game items from it should be made available in the Paragon Market. Which would require people that want it to "pay a premium". -

Not sure if this is the right place or not but seemed like the best place to put this. Lately I've been having problems running the game using the Steam overlay.
I'm not sure why this would be and the only change to my system recently has been an update to my video card drivers. I know it's not my system because I can run the game fine without using the overlay.
Now this isn't a big deal to me as I can do without it, but I'd like to have some idea as to why this would be happening. -
Well despite the Devs probably never doing this, I find your conditions agreeable, however for me I only have 1 character this would be appropriate for but it's a completely different AT so any restrictions on which powers you could pick wouldn't really work for me. All kinds of restrictions in unlocking and leveling said character are fine with me, but restrictions on what I could do once it's been unlocked wouldn't work.
For the record I did alt the second version of the character and this would just be convenience for me. Heck I'd even support having it restricted to one character per account(or server) if it meant the Devs might consider this. They won't so the alt will do though. -

They've offered renames before Freedom, they were $10 then and Freedom hasn't really presented any reason to change that.

Second:quick edit. Villains get access to Epic Pools at 35 just like everyone else, and closer to 6 days to come back to being a hero. You have to do the Hero Morality mission TWICE, if you want access to Hero Merits again.
Hero Merits are irrelevant to the discussion of Patron Pool Access.
Now then, it's nice to see someone suggesting arcs to unlock them instead of the for free garbage that always crops up. Personally I'd prefer to see full on Heroic Patron Sets with accompanying arcs.
I like the idea, always have, however I feel the notable gaps in Villain SF content should be addressed before something like this gets done. -
Personally I've always wanted to see a Support/Assault or Assault/Support AT.

Thing is we've been getting Praetorian focused content for, like, two years now. And FW/NW aren't even a proper continuation of the whole Praetorian experience because of how linear it is, how it forces you to become Resistance Warden, and it's massive departure from fighting/helping Cole and his government to fighting witches, wizards, and undead knights in a place no one cares about. Plus it's co-op to everyone else, Primal hero and villain.
Praetoria just needs to be left alone and die, tbh. It's ship has sailed and the devs dropped the ball big time with it. After we get our trial to fight Prae Hamidon or whatever, we just need to stop and focus on where a majority of the game actually takes place; Primal Earth. Fix up it's old zones, make new zones that take place on our world, and fill the zones we have with more content. -

The biggest challenge, to my mind, would be coming up with a sensible and not-irritating villain zone entrance. Having a giant Arachnos flyer parked in one corner of the zone would be a bit obvious, but having to slog in via the sewers would be tedious.

All I want is a Strike Force accompanying the revamp. Villains need to do Villainous things, A Strike Force with a Zone revamp is a good way to accomplish that without another forced CO-OP scenario. -
I'll gladly support any and all Zone revamp suggestions, however any such revamps MUST include a new Villain SF that deals/relates/causes the revamp in question.
Now the Devs have been trying to be fair about how new stuff gets split between the sides and i think a SF for a Zone revamp is more than fair. -

Well if Devices does become a FoTM the game would have gone Full Circle with Issue 0, when Devices was crazy popular.

During the stream Arbiter Hawk specifically mentioned those powers by name and specifically pointed out that this was being applied to the 40/50ft Single target attacks.

Well we won't be able to really tell how good this is until it hits beta.
If it isn't accomplishing what it needs to I'm sure the required amount can be lowered. -
Well the thing is everyone can make use of this. Some combinations can do it easier than others though.
As for using some other mechanic, after the change to AS for Stalkers people began planning out ways to do the same for Snipes. The problem with Snipes was finding a trigger that's available to all the different AT's that have Snipes available. +To-Hit is one of the few player's can feasibly control on their own. -

the click sustain powers have a duration of 60 seconds and are designed to be perma out of the box.(Hawk noted Energize might need slotting)
at a60second duration I don't think the click vs toggle issue will be an issue at all. -

As I was typing this I thought of a secondary name. This should work then.
EDIT: And now I discovered what i was planning might not technically count. Hmm harder than I thought this would be.
