Where you debuffing him? Also I would say a couple of those spikes up and down are rage up vs rage down.

You used a really bad example. 5 lotg + one other 7.5 bonus will indeed give you 6 total 7.5s. The lotg is recognized by the the game as lotg 7.5 bonus not just 7.5. For this reason its a bonus all its self.

Easily repeatable. Team in sirens, have team leader out of zone. You will recieve no bounty. It also effected pvp drops (inf and inspires) but was much more sporadic and difficult to repeat.

Drain psi got whacked pretty hard. It still gives a good end buff and a good -regen debuff, but the -recovery is laughable now.

The two I missed the most with the onset of i13 was my rad psy and my mind fire. Thanks to i14/i15 changes they are back. Now I would have to say my fort and fire/em. The fire em because its on my second account I canceled because of i13. Honorable mention to my ta psy. I never played it enough anyways, but man he was an awesome zone dewsh.

It has the exact same specs as the gaussian proc.

The gaus proc can goes in tohit powers, the deci in ranged attacks. I would say those are far from the same specs. Damage procs > bu procs, all day, everyday. -

A proc going off when you aren't attacking <<<<<<<<<<< a proc going off when you are attacking. The math will back that up as well as play experience. keep thinking you are right, it won't make it true. Getting more procs going off doesn't really help you if it happens when you aren't attacking, its a pretty simple concept to get. Not sure why you are having problems understanding it.
I can't even begin to figure out how to explain to you that a damage proc is better than that deci proc. Good luck getting it to proc 10 times in a ten minute match. -

Those and throw on melee slow resistances and slow res ios. -
Damage proc > chance for bu proc in blast. Keep thiking you have the right plan with the gaus proc in a toggle. Just dont' try to pass it off to people as a good plan for pvp. Better burst is better burst, and while it may not activate as often in aim/bu it will at least be a lot less likely to be wasted. And really do some test and tell me you are getting that much use out of it in a10 minute match. You will find your rock solid observations are a bit off.

On the nin +dam and +hp and kb protection. On the wp +dam. You will want phase on both sets. Hasten opens up super speed so there is another easy pick.
The wp is definitely the easier of the 2 to build for pvp and will be the more effective of the 2 as well. -

You should hear the fun things people say when you use powerboost, boost range, aim and TP them from an area they think they are safe. Also lots of fun to do the same to the droners on the other side of the fence. They tend to be not so tough without their drones and heavy protecting them.

In pve yes, in pvp unless you are in the arena with a dr off not so much. Any recharge on top of hasten is pretty much overkill. The same reason you really want all 4 st attacks. Plus what solo said about having to attacks to use when mezzed.

I have 2 post in this thread that says to 3 slot the pvpos in it for double end bonus and more kb protection. This gets you up to around 40 kb protection pre dr, which is what you need if you are fighting a toon with a good kb power.

It goes in aim for this reason. And its still better than having it in a toggle when it can proc uselessly. You have a theory for why you like it and feel free to stick with it. Won't change that for a burst build if you ever want to get max effectiveness that it should be in a click.

That is a play choice, but you are a really losing out in pvp not having the max number of damge procs that you can squeeze in. Procs aren't dred and still offer up unresistable damage.

Well, here's the thing. In old pvp ice blast had a few things going for it. One was slows, as you admit this are gutted now so it has no real secondary effect. The other change that came in was balancing damage by damage per activation. With ice's big plus in the old days being its super fast activation you can see why the damage was gutted out as well. You can still proc ice up with some impeded procs and pvp procs and get some decent performance out it. No matter what you do though it won't come anywhere close to psi/ son/ or fire/. -

The enhancement values for what I am suggesting in hoarfrost gives 90+ to everything it can. Plus a 2 tasty end bonuses and more kb protection.

I have always considered doms by top priority for forge. With the changes they got recently I would say that is even more true.

Psi is the top tier pvp set now. The only set people can even put up there against it seriously is sonic, and in the end will dom + placate proc removes all doubts who the true winner is. While it would be better paired with /em for pvp and with /mm getting dp 'adjusted' in pvp it is still a workable combo. I adapted the build up thread some for more kb protection and more +dam. The blank spots in hoarfrost and ic armor are for 3 slotting the pvpo res in each. This will throw another 6 points of kb protection on while in pvp and some more +end buffs. It could still use some more tweaking but definitely a step in the right direction.

Sadly my first suggestion is reroll with a better pvp primary
No toon of mine got hit harder by i13 than my ice/cold. Ice blast is pretty much the worst of it thanks to the dpa changes. And the stacked slows got gutted pretty bad as well. You can still pretty much kill a squishies recharge but it will still take a while to whittle them down. You can still get the same slows from just /cold and add a lot more offense with son/ rad/ or fire/ for a primary.
