I think the point was that Psi was less common than the other types noted. As far as how much "less" is certainly up for interpretation.
[/ QUOTE ]
Is he? let's look at what he said one more time.
[ QUOTE ]
The second requires new design, new code and would probably mean a direct nerf to all Negative Energy, Fire, and Cold attacks, since those resistance types are less common than Smashing, Lethal, Energy and Psionic.
[/ QUOTE ]
Highlighted for your convenience, I think it's safe to say he meant that the resistance to negatie energy is less common than to psionic damage, among other things.

With regard to the 'promise' of a Blaster Rep, with the news that has come out of late, I would consider ourselves lucky indeed that we have an overworked man such as Castle having the time to even look at some of these issues that the community has raised.
Perhaps it is too much to ask that a different 'Rep' be assigned to the 11 different AT's in CoX. Perhaps we could be slightly less snide, snarky and rude to the guy who is actually doing some good work for us ....
[/ QUOTE ]
I'm sorry if i haven't made myself clear before, my scepticism isn't directed at Castle.
As for Castle being overworked, that's something he must've pm-ed to you, because, as far as I know he never said such thing on the boards, unless he secretly is also Mako....
Saying it's too much to ask for a representative for each archtype is a load of bull, the idea was brought up by Statesman himself and so far they haven't made good on it.
As for that snide snarky and rude comment. I admit to my posts being snarky, my temper has severely shortened the last couple of days. But rude and snide... we read thing differently, that's for sure.
[/ QUOTE ]
Listen man, I don't really want to mince words and fight with you. I admit I used your comments as a springboard to try and convey the message that sustained negativity isn't really getting anything done for us as a playerbase. I used the word 'we' to indicate that I wasn't directing my critique at a single person, rather the board population at large. Sure, there have been things said by States and Co. that haven't come to pass but when taken with a balance of the positive changes that have come directly from player feedback, it isn't the negative comments that are making these changes. -

Nothing personal against Castle, but he hasn't done anything yet. This is not something that hasn't happened before. A Dev makes a post, saying he's going to look into our issues and get some resolutions going. It's happened over and over. Already we're seeing posts from him saying why this or that can't get fixed.
The cycle just continues on.
[/ QUOTE ]
And I understand the frustration but I don't think that reinforced negativity is going to increase the solutions here. Nor is it going to fix things that are unfixable for reasons that have been given. This guy is relatively new to this forum and is willingly tackling some of our issues. All I'm saying is, perhaps we can be a little better about our responses to something positive. -
[ QUOTE ]
I know his name is Castle, and while it's very nice of you to punctuate those two words, he specifically compares a mental blast attack with a dark blast attack there.
I have nothing against Castle, far from it. I appreciate him looking at defenders and blasters, but ~3 monts ago a statement was made that all archtypes would be getting a representative. Apparently they'll be assigned to us as soon as skills will be implemented... i.e. when pigs can fly.

Wasn't it devposted not a few days ago that Psionic is balanced because, despite having slowly-activating powers that don't do a lot of damage, it's not a very resisted set..?
[/ QUOTE ]
fetched you the specific quote:
[ QUOTE ]
Charged Bolts is a bit over twice the Activation time of Dark Blast. Mental Blast is ~25% longer Activation Time than Charged Bolts. All do the same base damage. Mental Blast, however, does Psionic damage, which is among the hardest to defend against in the game. Mental Blast also has a 25% longer Max Range compared to the other two sets. Is this 100% balanced? Possibly not, but we don't want to simply make every power a complete clone of another.

There are NO badges for anything higher than that, so no need to try.

Statesman, so it's expected that the rest of the team will still be getting hit even with a Tanker? Not complaining or fighting with you, just asking.
I know this isn't every other game, but this is a question of expectations. In most MMOs, a tank that can't handle most to all aggro is not considered to be much of a tank unless the rest of the team is off throwing Ice Comets (silly Wizards).
It seems that what you're saying is that the tank is there only to return the majority of the team to the solo standard of 3 white minions or slightly better.
[/ QUOTE ]
I agree with what you said, but there's more to it. Just as there's synergy between members on a team, there's also synergy within an 16-enemy spawn for a team of 7. On rugged, that spawn would have been 52 carnies, which is nothing to sneeze at.
The tank can pick and choose which of the enemies to get the aggro from, while the scrapper cannot. This does give the tank an advantage.
The question is, is this a big enough advantage to be important?
[/ QUOTE ]
I'm not so sure about that. As a Scrapper you can perform a role very similar to the Tank that Statesman presents. Give me some proper support (i.e. a good defender or controller with resist or def buffs) and many Scrapper can tank major targets (AVs and Monsters) as easily as a tank. As for large spawns, Tanks have a slight edge in aggro creation, but I wonder if these days, if I couldn't generate enough aggro with Energy Torrent and Whirling Sword to keep a good portion of the spawn occupied.
Interestingly enough with extreme support (say a sonic defender and a FF defender) I wonder if my Blaster wouldn't make the best tank. Ice Storm and Frost Breath and you got more than five mobs ticked at you in seconds. If you really have some good support why not just Blizzard to kill the minions and then tank the Bosses and stray Lts.
I don't mean this to be overly argumentative, but it seems that Tankers, while being the best at tanking, have so little to bring to the table (i.e. an advantage in HP and aggro generation) that a team would be better off with more damage, more control, or more support.
[/ QUOTE ]
I have to agree here. I've seem teams operating lately without Tanks, instead having more support and doing just fine. With good Buffs and Heals, a Scrapper or even a Blaster can fill the role quite well.
This seems to be an issue that isn't going away anytime soon. -

There are LEGIONS of Blizzard fans - of course they'd play WoW! And it's a phenomenal game!
[/ QUOTE ]
I can only hope you are jokeing about that last part, or perhaps refering to the scope design and not the actual game itself. Maybe you are just being polite.
I mean, anyone who thinks a loot based game is phenomenal is missing a few screws in my opinion.

Think of it like Hollywood. Even if the guy who won the Oscar is crap, all the other Stars say he did a great job and deserved the Oscar for a great performance. It's just professional courtesy. I'm certain that Jack's real opinion of WoW is another story altogether.

With Enhancement Diversification comes a benefit for ALL City of Heroes powers.
Every power, across the board, is getting a 13.33% reduction in its Endurance cost.
[/ QUOTE ]
Ok, so this addresses the Stamina Nerf .... Kinda. We'll still have to slot for End Reduction in our primary attack powers.
I'm more concerned with our severe reduction to Damage Output as well as Defense/Resistance.
Can we get a 13.33% Reduction to enemy Health Points as well?
Or how about a 13.33% Reduction in the damage that enemies will deal out now? -
[ QUOTE ]
There have been a lot of posts about which Defense powers stack with other Defense powers; some of this has been accurate, but some of it hasnt.
Seemingly, we lost sight of a basic principle of Design: players shouldnt make uninformed choices. Namely, some buffs had no effect on a player if he had certain Defense powers active.
Intuitively, a buff such as a Force Field should provide protection to a player whether he is a Super Reflexes Scrapper, an Ice Tanker or an Invulnerability Scrapper/Tanker.
As a result, we went through ALL of the Defense buffs in the game and ensured that they provide a benefit to players, regardless of build.
This means that every Defense buff WILL stack to some degree with a players defenses, regardless of his power set.
[/ QUOTE ]
Please quantify this caveat.
Thanks. -

...I just made a Katana/Regen scrapper, but I'm afraid now of getting attached to him.

My plan is to take mine to L50 before Issue 6. -
I have to admit, being new to Regen in Issue 5 and not really before ( I played to Level 10 back in December and then mothballed him ) I have to admit that I am curious to know just how powerful Regen was. I mean, I'm pretty pleased with the set and the pace at which I'm clipping along. Levels 11-23 in just over two weeks. Impressive. So, that being said, my guess at Issue 6 Nerfs for Regen have to be QR and Reconstruction. How can we possibly have a Stamina like power at such an early level? And how can we be allowed to have a power that will bring back 50% or more of our health in such a reasonable time frame?
I really do wish I could've seen Regen before now, it must've rocked the house hardcore.

One Question
What are you going to do about the lack of reliable protection DEF builds have against anyone with perma or nearly perma +ToHit buffs, i.e. Blasters and Body Mastery Scrappers?
Supporting statements for this question:
I'm sorry but when my Dark Defender can cycle through Power Build Up and Aim so that I never miss an SR Scrapper there's something wrong with them. Everyone knows that a Blaster can easily do the same. From my own experience I've also seen that Focussed Accuracy completely ignores +DEF powers not to mention -Acc powers. Put an SR Scrapper up against these and watch him wither.
Don't get me wrong, this is definately a step in the right direction but I feel that it is not quite enough when you look at the PvP aspect of this game. As it stands, I wouldn't dream of bringing a DEF build into the Arena unless I knew the other guy's keyboard didn't work.
[/ QUOTE ]
LOL . I knew itI knew someone was to ask to nerf Focus Accuracy .
You know what , in the end , if someone challenge you for the arena and you see that he has powers that might invalidate your defense , it may be wise to decline the challengeBy concept this game let players select their powers and its VERY likely that in the world someday youll get your rear badly beaten by someone who isnt better than you but happens to have exactly the right powers to take you out . What can you do about it ? No AT can defend against everything ya know ...

And this is why I hate PvP -

If you're a RAD with that kinda slotting and still can't drop an SR or Ice without much trouble, then ye need to be keelhauled!

[ QUOTE ]
As some players have pointed out, Defense builds (Super Reflexes, Ice Armor, Stone Armor to a degree) have an inherent weakness in that there are a plethora of powers that debuff Defense in PvE and PvP.
In order to rectify this situation, we will be adding a Resistance to Defense Debuffs to a number of powers. This Resistance will not be enhanceable, but it will increase over level.
The Resistance % for the powers and Archetypes are as follows. The two numbers represent the Resistance at levels 1 and 50, respectively:
Scrapper
Super Reflexes
Focused Fighting: 4/21.6
Focused Senses: 4/21.6
Agile: 2/10.8
Dodge: 2/10.8
Lucky: 2/10.8
Evasion: 4/21.6
Elude: 10/54
Tanker
Ice Armor
Frozen Armor: 5.2/27.2
Wet Ice: 5.2/27.2
Glacial Armor: 5.3/27.2
Stone Armor
Rock Armor: 5.2/27.2
Rooted: 5.2/27.2
Crystal Armor: 5.2/27.2
Granite Armor: 13/68
The way this works is that the % above represent the amount subtracted from the incoming Defense Debuff. For instance, a level 50 Scrapper with Agile has any incoming Defense Debuff lessened by 10.8%.
Our general philosophy was to make it so that a player could achieve at level 50 high protection against Defense debuffs; a Defense build absolutely depends on the enemy missing his attacks!

Arr! Twas gon'ta have ye walk tha plank til ya posted this!
Drink up me hearties! -
Thanks States. Issue 5 has not been the doomsday that many said it would be and for that I'm thankful.
Here are the issues that are still needing to be addressed from my point of view :
1) The "Lost Connection to Mapserver" messages have increased for many folks, many times over from Issue 4 levels. I know this isn't happening to all but it is happening to enough of us. I am aware that the 9/15 patch was supposed to help stability but there is still evidence of this happening in many zones, some zones are worse than others. Please urge your tech people to continue to work to find the issue, whether it is a memory leak, server instability or sound loop issue.
2) Defiance : This ability is great ..... until about level 12 or 14. Then it is largely useless for a Blaster. By the time it kicks in at the higher end of the game, the Blaster is eating pavement no matter what. Please take a look at making changes to the this inherent ability as well as the new Defender ability.
Thanks as always! -
