  1. Your build is simlur to my ice/kin currently at 32
    BiB is one of those powers thats short range and even a range enh won't help much.
    One thing you will find out is that ice seems to have bad Acc which is its penalty for having good damage so i would recommend 2 acc in attacks as that 4th dmg enh isn't doing a whole lot.[Edit: DoH i just noticed the big bold bit at the bottom .. please excuse me i'll get my coat]
    Freeze Ray you'll find you use alot and recharges just fine with hasten/SS and will stack very nicely if slotted with 3 hold enhs.
    My advice is drop Repel and BFR and take Tactics .. you'll thank me later

    Thats funny i'm sure read the total opposite and that the def buff from the enforcers maneuvers was awesome.
    1 acc 3 dmg 2 def buff for me.

  3. Due to some player base loss Militis Metus is opening its doors for afew people to join our Villain group.

    About us
    --------
    We are a group of dedicated players who enjoy the game and enjoy playing with friends and have some roots going back to the start of City of Heroes and also City of Villains Beta so we have a vast knowledge of the game.
    We have a good base which can offer alot to members from Teleporters and Base Storage,Inspiration Dispensors and Respawns.
    We often run either Strike Forces or GM hunts most weekends and often team within the SG during the week.
    We also have a TS server available to use and a working website www.militismetus.co.uk.

    What we are looking for in players

    MM is looking for mature dedicated players who enjoy teaming with friends and do not take the game to seriously.
    A serious sense of humor is a requirement (and will be check by our Mr D Bringer of the Freelance Peacekeeping Agency) as Teamspeak can and probably will get alittle smutty, smokers are prefered altho not required as we often have cig and coffee breaks.
    We're Not looking for prestige bots and take a dim view on PL'ers and elitests as we're here to have fun not to make the game a 2nd job.
    PVP'ers are welcome.

  5. Yeah but Valk hes not even got RI, hes even got it setup like its a clicky or something at lvl 30 or whatever.
    Some idiots given him bad advice and now hes paying for it coz his builds gimped and hes not listening to ppl giving him advice.

    Would i be correct in assuming Arctic Air has a stealth element ?
    I'm sure i read someplace that it does but it dosn't say so ingame on the power description.

    Infects a targeted foe with deadly radiation.All foes the target comes into contact with will also become infected.The Radiation Infection will last as long as the Hero can keep the power toggled on or when the original infected targeted dies.Infected foes have severely reduced accuracy and defence.

    Yes But RI is an ACC debuff meaning you won't get hit at all and is a bigger Radius that EF.
    Drop RI means you take NO dmg and uses less end ,EF means your still taking dmg but less of it and is a small radius and you have to heal and its a huge end drain.
    Personaly i know what debuff i'm using out of the 2!

    Isn't that a bit like placate? When I placate if I am still in the immediate vicinity of that enemy when they come out of it then they attack me again, even if they don't have line of sight to me. However it seems that if I placate and leg it far away they don't follow.

    well .. lets say for example your at the top of the mission map and you use smokeflash on a group of npc's
    Then you run allllllllllllllll the way to the bottom of the mission map to the entrance.
    Now with placate you wouldn't expect those npc's to show up now would you, but with smokeflash they would be jogging around the corner looking for the stalker who threw powder in there eyes 5 mins ago.
    Thats the difference between smoke and placate.
    Plus theres no hide with smoke, its just a placate.
  12. its one of those powers you pickup thinking 'oh that will be a great OH !!!!!!! power' and end up not using it.
    Only thing i found a use for it is when you log off you can hit it 1 second before you log off and vanish in a puff of smoke .
    Plus when smokeflash wears off they just come after you again anyway so defeats the whole purpose.
  13. you don't need Recharge in Radiation Infection its a toggle and an Acc debuff so 1 end redux 3 Acc debuffs 2 Def debuffs.
    And 30 is WAY to late as its one of your main debuffs that you would use alot more that EF.
    Don't need slows in Lingering Rad either it nearly caps out so swap the slows for recharge.

    I've no idea about sonic but it seems your really lacking on the damage side.

    Grounded still dosn't work on slopes or uneven ground which is why Acro is better in PVP as stated before.
    Its also scaling KB protection.(scales with level)
  15. Enervating Field is your biggest end draining toggle at 0.572 EPS so you will probably need atleast 2 end reduxs possibly 3.
    Radiation Infections is quite light end wise and most ppl slot with only 1 end reduxs.
    Radiant Aura costs 13.00 end and i only have 1 in mine but thats to taste.

    With AM and stamina you souldn't really be running out of end but by the sounds of it your using EF -dmg -Res instead of RI which is -Acc -def as your main debuff .
    Then you won't need to heal as much.

    Not at all i've enjoyed many aerial dog fights with AR/Dev blasters..Ar/Traps corrs can certainly hold there own V AR/Dev's and it does stop any blaster from using defiance

  18. another intresting titbit from the same source as above.

    I did a little testing on Flight and Swift. Hover, Fly, and Group Fly have not changed since my original tests. Other than the effects of ED, the flight speeds are still correct. Swift now adds 2.87 f/s (1.96 mph) to all forms of flight. That includes Hover, Fly, and Group Fly. With 3 even SOs, it's up to 5.58 f/s (3.80 mph). All in all, not terribly impressive.

    There are two early Jumping powers, Combat Jumping and Hurdle. Combat Jumping is almost solely a height bonus. Running and jumping with Combat Jumping appears to increase your ground speed by a very small amount, less than 1 f/s even when 6 slotted with SOs. But it does increase your jumping height significantly. Hurdle however increases your ground speed significantly and your height only slightly less than Combat Jumping. In fact Hurdle appears to provide half the jumping bonus that Super Jumping does, though without the height. Hurdle can be used as a travel power! It takes a lot of slots, but it can beat the Fly cap. At level 50, Hurdle with 5 SOs goes about 89 f/s, and you jump about 29 feet high. Add that 6th SO, and you drop down to 80 f/s but increase height to 32 feet. If you Sprint, you only drop down to 83 f/s. Apparently there's a sweet spot due to being right at a specific height or Enhancement value that will let you go about 60 MPH with Hurdle.

    yeah some long winded discussion on these forums about just such a thing.
    If its not been deleted that is.
    I could be wrong tho and it does add extra height, but i'm just going by the planner and what ppl have said before.
  21. personaly i'd go 2 acc 3 dmg 1 end redux on all attacks as they will recharge quite fast anyway even with granite on and hasten.

    According to me bouncing around in-game with various characters, it definately boosts standing jumping height. Before I had it, I couldn't jump onto a 2nd floor balcony in the office buildings, now I can.

    Still wasting 4 slots in powers you can only use in a zone and not in a missin .. jumping high .. great.. but when you have a travel power anyway why would you want to waste more slots in travel powers ?
    If this was a PVP build i'd be clapping my hands and be shouting to take CJ to but as it is your just wasting slots.

    Edit: FYI hurdle boosts jump height..extra slots in hurdle do not, they only give more forward speed.
    I bet you 1 million inf if you dropped the 2 slots on hurdle you could still reach the balcony.
