That's actually not true. Common sense can be described as the collection of prejudices that a person who is not skeptical of their culture will acquire through socialization. So it is more often a case of geniuses knowing common sense is just wrong, and the less intelligent around them assuming the genius is wrong.

No it isn't. The merits are what they were when it launched. That answer would work for the other TFs.

  4. How do buffs and set bonuses, especially accuracy and build up, apply to powers like Ice Storm?

Thank you. Praetoria has less excuse than real world dictatorships do, and Joker commits crimes not because Batman let him live, but because the writers won't let anybody keep him imprisoned. There is no more to be read than that.

Now people are clamoring for them... without having to earn them?
I'm certainly not... but I know how this will go. Lots of people will. so I tried to come up with solutions that would be faster and less resource intensive than a full patron system to satisfy those who ask for it.

If there is no attempt to cross over PPP's, that would be just as good, in my opinion.
  7. Sometimes it's due to excessively narrow content types, but some of those powers are not even situationally effective.
  8. Solutions:

    1. Add a way to unlock PPPs as a hero.

    2. Add clone pools that are just like PPPs except cosmetically: elec, dark, water, tools (could be what they are doing).

    3. Convert PPPs to clones and implement the PPP as optional power customization, after pool customization is added.

Q6 “How will SG’s function when you switch to a Vigilante or Rogue?”

GF: Characters who are Vigilantes or Rogues will continue to enjoy the same access as their previous alignment (i.e. Vigilantes/Heroes and Rogues/Villains). Once a character moves from Hero to Vigilante to Villain (and Villain to Rogue to Hero), the character will not be able to enter their base.
Not surprising, but this will not work very well in practice for those who switch often.

    Quote:
Q7 “When a character changes his alignment, will he/she be able to use that alignments epic pool powers? such as a Stalker that goes Rogue/Hero can use Scrapper’s Ancillary power sets or a Defender that goes Vigilante/Villain and can earn the Patron power sets?”

WW: All characters will have access to the ancillary power pools for their AT. For ATs without ancillary power pools before I18 the powers are not exactly the same as the existing AT pools, but are very similar. Patron pools require running a patron arc to gain access to them, but once that’s been done once you always have access to the patron pools, even if you go to hero.
Yes! Very pleased that this was reversed since the last info was given. It just makes sense.

    Quote:
This is of course just wishful thinking, but from a balance perspective, right now Villains can natively choose between APPs or PPPs, while Heroes only have APPs unless they switch sides.
It can work if heroes get some sort of 'spy' arc that unlocks stolen, err, liberated powers.

Q8 “What is your favorite feature of the Alignment System?”

BS: All of the alignment missions are structured based upon a single event, but the missions you can take go in completely different directions based upon which path you decide. The aspect of choice is something really new to the game, and I'm excited for where we can take it.
Very pleased that it works this way. That was my best case scenario theory. I could see these becoming the primary content in the game.

Q12 “Since the world outside of Praetoria is decimated, what does that world look like and will we ever visit that area?”

WW: There has been fighting, yes, but the Devouring Earth has also played a large hand in taking over. If there is one thing the Devouring Earth does well (and this seems to transcend universes), it’s to return Earth (Primal or Praetorian) to its natural state. So even though Emperor Cole has created a pristine safe zone, there are still parts of Praetoria that are war-torn, but also parts that have been reclaimed by the Devouring Earth (and everything in between). Praetoria is vast and the desire to rebuild is innate. There is no limit to where we can take it.
    JUNGLE ZONE PLEASE!

That would be up there ahead of moon base and shadow shard. A jungle or wild nature zone would be so cool and a welcome variety from most zones.

Q19 “What is the lore of the Incarnate System, meaning is it tied to the Well of the Furies like Statesman and Lord Recluse being Incarnates?

BS: The source of Incarnate power goes by the name "The Well of the Furies," but that is not its only name, and the Fountain of Zeus is not the only way to gain its attention. The truth fits within existing lore, but the concept actually goes a little deeper than previous speculation might imply. As a possible example, what if I told you that Hamidon was one of those who found another way to tap into the Well of the Furies, thus making it an Incarnate as well?
Perhaps the well is some universal repository of power that can be accessed in many ways? Preferably any reference to mythology would be far from whatever it is.

Every MMO pointlessly sticks 'gods' into the center of its lore. Doing so would go against strengths of the superhero genre, which include near universal concepts.

    Quote:
I am *so* happy that this is one of the questions answered, because that means even though "Well of the Furies = Incarnates", it doesn't mean "ONLY Well of the Furies = Incarnates", which means characters are not railroaded down a single story path. Kudos, devs! (Also, thanks for answering my question )
Pedantic: The answer heavily implied that the well is the only source. But it does suggest that what the well is may be more complex than previously said.

What they did say is that the fountain of zeus is not the only way to access it.

At the end of the day, if all of your attempts to circumvent "players who try to do this" or "players who try to do that" makes the system unfun, maybe the system needs to change.
Wow, this is like the best thing you can hear a MMO dev say, next to "we added the ability to shoot 20 dollar bills at you."

I'm very pleased with the War Witch leadership so far.

Personally, I would prefer the third option. I want to create a heroic MasterMind without having them first have to "realize the error of their ways" or be a Praetorian with a trans-dimensional Work Visa. I don't mind being locked into a zone until I reach a minimum level, but I want maximum fluidity when creating my characters.
That. I expect it will work that way eventually, after the devs accept that AT by alignment is absurd. They eventually added respecs of patrons, market merge, etc. It's just a question of how long it takes to get over whatever the conceptual or technical hurdle is.

Nonetheless, the original human faces are disabled, so the only way to have an original human hero face is to have it grandfathered in and never visit the tailor.
Is this why most of the faces are too serious?

If so this would be the highest priority to me, because that is why I only use a few of them.

I think what he is implying is that those writers suck.

He has a point, to a point. BLAHBLAH I'M EVIL is not a motivation, and is almost always a sign of terrible writing, if not total ignorance of writing. Lots of players do it, as did whoever wrote Arachnos, which is why they suck.

It can work as a joke or an homage to bad writing, but only works otherwise if the story has considerable advantages in other ways.

  16. Is Cold Mastery the main option or the only option? What about Force Mastery or Fire Mastery to add to the base resistance?

As for procs, the chance to hold is interesting because it's longer than a normal hold and is part of a good PVP set. Worth it? What about that chance to heal proc in the most spammed attack?
  17. Like I said, not much PVP since i13. This is just a second build and doesn't have to be uber, just simple and cheap and not completely incapable. I understand that there should be acro and possibly some leadership, but why no flurry? The biggest obstacle is that there is virtually no info about effective PVP caps by AT so I don't know how much to take such stats as rech and resist.
  18. So I've not been PVPing much since i13 (or PVEing much either... worst issue ever, and not just because of PVP), and don't know where to start with this. I want an extra build that can PVP, but not over a billion or so inf since Ice/Mental is not a PVP specialist anyway.

  19. Concurrently with massive expansions like i9,i10,1i11,i12 within 1 year? Yes.

Concurrently with more minimal expansions like many of those since? No.

Since i13, the first expansion with hints of GR implementation, issues have come slower and smaller. There are huge things like power customization and MA, but nothing as revolutionary to core mechanics or content loaded as i9-i12, and, other than power customization, each of the issues has been very unpolished, to make an understatement.

Using GR to add staff that can create more expansions would be welcome, but not diverting much of the team's efforts to a huge release.
  20. That's actually a rather good point. Why does Going Rogue involve Praetoria? I'm guessing it's because expansions are expected to have new zones, and there was a desire for another low level option, but it probably would have been just as good to remake the existing zones.

The devs have said that proper zone revamps can be as involved as adding zones, so they want to add zones instead, but I disagree. Faultline is one of the best zones now, and it's easy to argue that bad zones are a detriment not an asset. David Nakayama said that the desire for revamped zones came through loud and clear with his topics, so maybe philosophy has shifted. That's not to say that there is no need to add zones, of course.

That's actually the biggest of any reason not to accept booster power creep.

If booster powers are often strong, anybody who wants to maximize their power has to buy every pack that comes out, which adds up to a ton and sends us down the path of pay for performance. It can also make data mining of certain powersets weird if the power especially favors a particular type of set, as this booster does.

  23. An alternative would be simply not using Recluse in most new arcs, like i17 did, and especially things like incarnates or a new high level zone (if villains ever get one, and it's possible what with the incarnate system) that's independent.

It would take just some minor text edits to make much of it less insulting:

    A couple newspaper intros
Some occasional random jobs that mention loyalty or fear of them
    Etc.

Many of them are not plot-critical or would be just a few words. The community could probably compile a list from ParagonWiki.
  24. If we're counting the GvE and Mac bonuses, get those. They're only 5 dollars if you get their respective editions and the powers are extremely convenient.
  25. The proc also makes the powers's primary function of confuse actually useful.
