Er, what? Did I miss a detail here that would link all this info together somehow that would make it make sense? Maybe I read this thread too quickly and missed something...
Freakshow got their XP reduced when Issue 16 launched. They previously gave more XP and inf than a standard enemy, but it was decided that they're not any more difficult than other enemy groups of similar levels. And since they have a chance to rez, you have a chance to get double XP off of them anyway. -

Sigh. Just tested again, AFTER playing for several hours and all traces of Patrol XP were burned off.
A Freakshow minion in a paper mission, at level 32, gave 261 XP, 91 inf, and 13 Prestige. A Freakshow minion in an MA mission, at level 32, gave 261 XP, 91 inf, and 13 Prestige.
The custom critters are giving out 274 XP, 96 inf, and 13 Prestige. Freaks between 20 and 40 have a 5% reduction in rewards, and the higher levels have a greater reduction.
Seems like it's working properly after all. Thanks for pointing that out, Macskull.
Edit: Just to be super ultra mega sure, I tested on a Council paper mission as well. 274 XP, 96 inf, 13 Prestige. -

You can summon a buff pet that will give you a small global defense + recovery increase or a small global resistance + uhhh... (accuracy? damage? I forget, I always take the blue ones for recovery) pet that buffs you until an AoE takes out its 10 HP.

I decided that since most of his abilities come from his training and enhancing his body and spirit to their peak, that he should definitely be of Natural origin. I got a lot of complaints in the first 6 months after the game released, saying that I was playing him wrong and that he should have been "Magic," blah blah blah. He doesn't cast spells, he doesn't even need the enchanted sword to fight, so I say he's Natural.
To further confuse things, my main villain is a Katana/SR Stalker with roughly the same background, only he stole a prototype cloaking device, which is clearly Technology. But he's also the proud owner of an enchanted katana, which, again, is only enchanted to never dull and can be stored in another dimension when not in use. And again, since his inherent powers are due to neither the cloaking device nor the enchanted sword, I consider him to be of Natural origin.
(Things get a little confusing in the later levels, when he learns Soul Mastery from Ghost Widow... but in my opinion, he uses his own spirit to subjugate the ki left behind by the deceased and force it to his will.) -

But all of these neglect to take the cottage rule into account. Any changes to Conserve Power MUST retain some level of END Discount in its effects.
Conserve Power + a mini Build Up = Power Up.
... That'd be pretty sweet, actually.
30 seconds of +50% end discount and +20% Energy Damage. Sounds like it'd be overpowered, though. Even though the damage bonus isn't as significant as the ones from the other damage boosting powers, at least my intent was to add another typed damage (Energy) onto all attacks. That'd still be pretty freakin' awesome. -
Sigh. I just got home and tested this on my own arcs, and they're only giving 2/3 the XP of regular content as well.
Well, if it's a bug, it'll get fixed quickly. If it's intentional, then I've been meaning to add to my kneecap collection... ¬_¬

I thought about adding fire and ice redirection as well, but that really would make it feel overpowered. But, I suppose that could be balanced by making the energy pulses cost additional bursts of endurance, as with Repel-type powers.

I could think of a few possibilities that I'd rather have than a regular click heal. Or at the very least, would better suit the powerset.
Quick Channeler: (Auto) Either a Quick Recovery or a Quickness/Lightning Reflexes clone, possibly half of both.
Redirect: (Toggle) 10% of the pre-mitigated damage from any Energy or Negative Energy attack that hits you will be released in a short radius PBAOE shockwave that damages nearby foes.
Power Up: (Click) Do 20% extra Energy-type damage on every attack for 20 seconds, followed by 10 seconds of reduced Energy and Negative Energy resistance.
Burst of Power: (Click when defeated) Explode with power as you bring yourself back from unconsciousness, doing medium damage and massive knockback on all nearby foes. Restores 50% of HP and endurance, no invulnerability (unlike Rise of the Phoenix), leaves you substantially fatigued for 30 seconds after 60 seconds. -

Energy Drain is an auto-hit AOE that gives you 25 endurance and 45HP for every target hit. With 3 level 50 Recharge IOs, it's available every 30 seconds without Hasten, plus 3 level 50 Healing IOs will boost the health regained to 89.5HP per target hit, and it can hit up to 10 targets if you get a good brawl going.
For a set that's otherwise mediocre, this really is one of the best powers in the game.
I gotta agree with Docbuzzard, though. Conserve Power is useless for an Energy Armor character, especially since it comes AFTER Energy Drain. -
That's gotta be a bug. Despite what some people say on these forums, the devs aren't big into stealth nerfs.

I'd like to see the 99 month Vet reward be the option to pick pool powers without their prereqs (similar to the 60 month with travel powers, but for all pool powers). You'd still have to be level 14 to take the third tier and level 20 to take the fourth tier, but you wouldn't have to take Boxing or Kick to take Tough or Weave.
I'd also like that to be the very last Vet reward with an associated badge. You'd still get a free costume token every three months, a respec every year (or is it 9 months?), and a character slot every year... but no more badges.
I'm the rare sort of badger who wants EVERYONE to be able to get EVERY badge, if that's what they want to do.
Other Vet rewards I'd like to see include a summonable Market kiosk, which would be usable by anyone near the caster. A summonable tailor hologram or the like would be pretty sweet too.
Also, one of the ideas I'm less thrilled about would be a personal teleporter device that lets you teleport directly to any zone that character has visited before--give it a 20 or 30 min cooldown, like Assemble the Team... It doesn't seem overpowered or anything, just kind of useless given all our other transportation options. -

That IS weird. You're only getting 2/3 of the XP... isn't that what happens when you're missing one of the standard mob types in a group?
Perhaps it's a bug related to the "no bosses" personal difficulty option when playing MA arcs?
This requires a great deal of further testing. :/ -
There's also the possibility that at level 23, there is no difference between a Normal and Hard difficulty minion; rather, all differing powers might not be available at that level. Thus, you could potentially be earning 100% XP for them at 23, but not at higher levels.
I know they were setting it up so that enemies with customized powersets would give rewards based on whether or not they had every power included in one of the default tiers. Might they have changed it similarly for a custom enemy's level?
Again, if you could go out and grab a mission (preferably Council) and whack a few minions, it'd be nice to at least know which way the XP curve is skewed in your mission--are the custom NPCs giving more XP, or are the default NPCs giving less?

Give it a few minutes and try again. They might have implemented some sort of delay to make sure that people don't accidentally make duplicate orders. In the same way that a lot of message boards make you wait 30 seconds in between posts, you might have to wait 5 min or so in between purchases.
If it doesn't work again, try again this evening or tomorrow. If it's still not working tomorrow, contact NCSoft tech support. -
Bosses require a magnitude 4 Mez to be affected.
And the "Contageous Confusion" proc gives enemies that were affected by your original confuse power a chance to add a mag 3 confuse (with a 10 second duration) any target they hit.
This actually makes it very handy for large groups with bosses when you have an AoE confuse power like Seeds of Confusion. If you hit a boss with your mag 3, and one of the other confused enemies turns and attacks it, there's a chance the boss will have the additional mag 3 confuse placed on him and thus finally become confused.
I spent pretty much the entirety of my waking hours in the last Double XP Weekend teamed with a Plant Controller who made very effective use of this feature.
Edit: For further clarification, the "Contageous Confusion" proc has a 33% chance to activate when you use it, and then any enemies affected have a completely separate 33% chance of confusing their target. -
If you leave the MA and go grab a paper mission, how much XP does a standard Council minion give you?
... And since when can you recolor existing enemies!?! I know what I'm doing when I get home from work tonight. -
Custom critters/groups give experience based on two things:
1) Does the custom group have AT LEAST one minion, lieutenant, and boss in it?
2) Is the custom critter set to have AT LEAST Standard, Hard, or Extreme powersets? Standard = 75% XP, Hard = 100% XP, Extreme = 125% (I think, could be 110%) XP.
It seems like the first point might be causing the issue for you, Hera. If there aren't all three standard divisions (minion, Lt, boss) in a custom group, EVERYTHING in that group will give less XP. -
I'm all for adding more animal bits, especially things like bird beaks and other things that aren't currently represented at all in the game. But things like more canine and feline-like heads, more paw/claw and foot options, and more animal tails in general could go a long way to fulfilling several character ideas that are sadly falling short with the current options.
So yes, I'd really like to see the Mutant Booster have a wide range of animal-type costume pieces.
At least until the "yiffing" starts. Then everyone dies. -

One is the crab pack appearing on every slot of a dual build toon, the other is that applying the predefined insect armour to a crab spider results in the entire costume changing to plain when accepted. The third is that only the first costume slot can have the widow or spider pieces (as appropraite).
If you have a dual build Soldier, and one of those builds is a Crab Spider, then you have to have the backpack at all times, because the system can't separate your build from your costume. Positron himself said there is no way to work around this currently.
And VEATs are supposed to only have access to the special costume parts (and nothing else) on the first costume slot, and not on any other slot. This is working as designed. The Arachnos costume pieces were not intended to be used with other options, and they would not match well and/or clip with other parts.
As for the "predefined insect armor" thing... that sounds like it might be a bug, but I don't understand what you're trying to say when you say it changes to plain?
